【摘要】：黨的十八大報(bào)告指出將生態(tài)文明納入社會(huì)主義核心價(jià)值觀,這也是黨首次將生態(tài)文明建設(shè)擺在建設(shè)中國特色社會(huì)主義總體布局的高度來論述。2016年中央城市工作會(huì)議明確提出:“統(tǒng)籌生產(chǎn)、生活、生態(tài)三大布局,提高城市發(fā)展的宜居性。城市發(fā)展要把握好生產(chǎn)空間、生活空間、生態(tài)空間的內(nèi)在聯(lián)系,實(shí)現(xiàn)生產(chǎn)空間集約高效、生活空間宜居適度、生態(tài)空間山清水秀[1]�！边@也是首次在國家層面提出統(tǒng)籌“三生”(生態(tài)、生產(chǎn)、生活)進(jìn)行布局。在城市快速發(fā)展的今天,進(jìn)行規(guī)劃建設(shè)的時(shí)候充分考慮生態(tài)、生產(chǎn)、生活三方面的關(guān)系,引導(dǎo)城市走上生態(tài)可持續(xù)發(fā)展之路,是值得不斷研究與探索的。生態(tài)、生產(chǎn)、生活統(tǒng)籌理念下的城市總體布局,是從生態(tài)、生產(chǎn)、生活三方面為切入點(diǎn),探索符合自身發(fā)展規(guī)律的城市功能、結(jié)構(gòu)、形態(tài)。論文從商南縣城現(xiàn)實(shí)發(fā)展?fàn)顩r與面臨的主要問題入手,分別從生態(tài)、生產(chǎn)、生活三方面進(jìn)行闡述,分析這三方面反應(yīng)在縣城總體布局層面的問題,提出相應(yīng)的解決思路與具體策略:在生態(tài)層面,致力于解決城市建設(shè)用地與山體環(huán)境之間的矛盾,科學(xué)確定可建設(shè)用地范圍并且構(gòu)建基本生態(tài)網(wǎng)絡(luò),為城市下一步發(fā)展奠定基調(diào);在生產(chǎn)層面,主要明確商南縣城生態(tài)資源優(yōu)勢(shì)與未來發(fā)展的主導(dǎo)產(chǎn)業(yè)——第三產(chǎn)業(yè),在此基礎(chǔ)上確定城市大概的功能分區(qū),并進(jìn)行生態(tài)區(qū)劃分析,確保規(guī)劃不會(huì)對(duì)城市環(huán)境帶來不利影響,于此同時(shí)對(duì)城市道路系統(tǒng)進(jìn)行梳理,確定城市發(fā)展的骨架,并且構(gòu)建旅游網(wǎng)絡(luò);在生活層面,在前面分析的基礎(chǔ)上對(duì)城市細(xì)部功能進(jìn)行調(diào)整,將現(xiàn)狀居住環(huán)境較差的三類居住用地分批次分階段的進(jìn)行改造,完善縣城居住系統(tǒng),并對(duì)不同區(qū)域的居住——公服配置方式進(jìn)行分析研究,確定基本方式并將其運(yùn)用到縣城布局中。最終形成滿足生態(tài)、生產(chǎn)、生活三方面發(fā)展需要的縣城總體布局。論文研究是自然環(huán)境條件良好的山地小城市在三生統(tǒng)籌理念下的總體布局,生態(tài)條件無疑是其發(fā)展的動(dòng)力同時(shí)又是其發(fā)展的限制,故生態(tài)是城市發(fā)展的立足之本,生產(chǎn)是城市健康發(fā)展的手段,而生活幸福則是城市的最終目的。探索三生統(tǒng)籌理念下的商南縣城布局思路,對(duì)同類小城市的見識(shí)具有一定的借鑒意義。
[Abstract]:The report of the 18th National Congress of the Party pointed out that ecological civilization should be brought into the socialist core values. This is the first time that the Party has put the construction of ecological civilization on the overall layout of building socialism with Chinese characteristics. In the development of city, we should grasp the internal relations among production space, living space and ecological space, realize the intensive and efficient production space, the living space is suitable for living, and the ecological space is beautiful and beautiful. " This is also the first time at the national level to coordinate the "three Health" (ecology, production, life) layout. In the rapid development of the city today, it is worth studying and exploring to fully consider the relationship among ecology, production and life when planning and construction, and guide the city to take the path of ecological sustainable development. The overall layout of the city under the concept of ecology, production and life as a whole is to explore the function, structure and form of the city in accordance with the law of its own development from three aspects: ecology, production and life. This paper starts with the realistic development of Shangnan county city and the main problems it faces, and expounds the three aspects of ecology, production and life respectively, and analyzes the problems of these three aspects in the overall layout of the county town. At the ecological level, we should solve the contradiction between urban construction land and mountain environment, scientifically determine the scope of construction land and build the basic ecological network. Setting the tone for the next step of the development of the city; at the level of production, mainly defining the superiority of ecological resources in Shangnan County and the leading industry in the future, the tertiary industry, on the basis of which the functional zoning of the city is determined, and the ecological regionalization is analyzed. Ensure that planning does not adversely affect the urban environment, while combing the urban road system, defining the framework of urban development, and building tourism networks; at the life level, On the basis of the previous analysis, the function of the urban detail is adjusted, and the three types of residential land with poor living environment are transformed in batches and phases to perfect the housing system of the county seat. And the residential-public clothing allocation in different areas is analyzed and studied, and the basic method is determined and applied to the layout of the county seat. Finally, the overall layout of the county seat is formed to meet the needs of ecology, production and life. The research of this paper is the overall layout of mountainous small cities with good natural environment conditions under the concept of "Sansheng", the ecological condition is undoubtedly the motive force of its development and the restriction of its development, so ecology is the base of urban development. Production is the means of the healthy development of the city, and life happiness is the ultimate goal of the city. It is of great significance to explore the city layout of Shangnan County under the concept of Sansheng as a whole, which is helpful to the experience of the similar small cities.
