【摘要】：英國作為現(xiàn)代城市規(guī)劃的發(fā)源地,其規(guī)劃體系的演進與單一制下實行地方分權的政府管理改革有著密不可分的關系。在政府、市場、社會的互動博弈下,源于解決城市衛(wèi)生與工人住房問題的、以土地利用控制為核心的規(guī)劃體系,其內(nèi)涵與外延不斷擴大——規(guī)劃層級涵蓋地方、區(qū)域及國家等多尺度空間,規(guī)劃內(nèi)容涉及土地、社會、經(jīng)濟、文化、環(huán)境等多重要素。英國的規(guī)劃發(fā)展,見證了規(guī)劃從政府土地管理工具向空間治理制度的升級,反映了英國政府應對經(jīng)濟全球化與可持續(xù)發(fā)展的空間治理制度創(chuàng)新。其集權與分權交錯的改革過程,映射出不同時空背景下的相異社會訴求,體現(xiàn)出規(guī)劃作為制度的多向性與非線性發(fā)展特征。這一背景下,規(guī)劃的發(fā)展與國家體制、時代背景、社會文化等有著密切的聯(lián)系,并不存在絕對的模式或統(tǒng)一的范式,而是一個被社會變遷推動的動態(tài)修正的過程。這對我國社會主義市場經(jīng)濟體制下的"多規(guī)合一"改革有著重要的啟示作用。
[Abstract]:As the birthplace of modern urban planning, the evolution of British planning system is closely related to the reform of decentralized government management under a single system. Under the interactive game of government, market and society, it originates from the planning system with land use control as the core to solve the problems of urban sanitation and workers' housing. Regional and national multi-scale space, planning content involves land, social, economic, cultural, environmental and other elements. The development of planning in Britain witnessed the upgrading of planning from the government land management tools to the spatial governance system, and reflected the British government's innovation of spatial governance system in response to economic globalization and sustainable development. The reform process of centralization and decentralization reflects the different social demands under different space-time background and reflects the multi-directional and nonlinear development characteristics of planning as a system. In this context, the development of planning is closely related to the national system, the background of the times, the social culture, etc. There is not an absolute model or a unified paradigm, but a dynamic correction process promoted by social changes. This has the important enlightenment function to our country socialism market economy system under "the multi-regulation unifies" the reform.
