【摘要】：我國現(xiàn)行的建筑工程對于人工單價分為定額人工單價和市場人工單價兩類,這兩類人工單價都是指導(dǎo)性的價格。由行政管理部門頒布的建筑行業(yè)的人工單價稱之為定額人工單價;工程所在地造價管理部門根據(jù)市場調(diào)查情況,定期發(fā)布的關(guān)于人工費的價格信息,此價格信息只能反映現(xiàn)行市場中人工價格的變化情況,這類價格稱之為市場人工單價。建筑行業(yè)對這兩類人工單價的制定均需要政府的參與,對人工單價調(diào)整要求嚴格,本文主要對建筑工程中的兩種人工單價進行探討。本文研究定額人工單價和市場人工單價的現(xiàn)狀,包括概念、構(gòu)成、確定時出現(xiàn)的問題、表現(xiàn)形式等基礎(chǔ)上,通過對比分析,獲得了兩者的差異和聯(lián)系。針對影響人工單價的兩個重要因素(物價變動、法律法規(guī)改變)進行系統(tǒng)研究,提出了人工單價的調(diào)整方法;依托實際工程對人工單價調(diào)整的依據(jù)和調(diào)整方法進行詳盡分析,并給出人工單價調(diào)整的計算步驟,可以作為解決實際工程當中遇到物價變動、法律法規(guī)改變引起的人工單價調(diào)整的糾紛問題。最后,對定額人工單價和市場人工單價的構(gòu)成進行詳細介紹,給出工資、獎金、附加報酬和福利的計算方法,推導(dǎo)出計算市場勞務(wù)價格的公式,并在對此公式進行了延伸,得到了計算定額人工單價的另一公式,使得兩種人工單價的關(guān)系更明確,成果具有一定的借鑒參考作用。本文對建筑工程人工單價的不同概念的進行探究,明確了兩者的具體內(nèi)容,有利于減少定額人工單價與市場勞務(wù)價格的偏差,對政府制定合理的人工單價標準具有指導(dǎo)性意義,對施工企業(yè)制定合理的投標報價有借鑒作用,能夠有效維護建設(shè)各方的利益,有利于推動建筑業(yè)市場的良性發(fā)展和轉(zhuǎn)型。
[Abstract]:China's current construction projects are divided into two categories of artificial single price and market labor unit price. The two types of artificial univalent are all guiding prices. The artificial unit price of the construction industry issued by the administrative department is called the quota artificial unit price; the cost management department of the project is regularly issued according to the market investigation. This price information can only reflect the changes in the artificial price in the current market. This kind of price is called the market manual price. The construction industry needs the government to participate in the two types of artificial unit price, and the manual price adjustment is strict. This article mainly deals with two kinds of artificial price in the construction project. In this paper, the present situation of the quota and the market artificial unit price is studied, including the concept, the constitution, the problems and the forms of expression, and the difference and connection between the two are obtained through comparative analysis. The two important factors (price changes and changes in laws and regulations) are systematically studied. The adjustment method of artificial unit price is given. Based on the actual project, the basis of the adjustment of artificial unit price and the adjustment method are analyzed in detail, and the calculation steps of the manual price adjustment are given, which can be used as a solution to the dispute of the adjustment of artificial price caused by the change of the price in the actual project and the change of the laws and regulations. Finally, the quota is made artificial. The composition of the unit price and the market labor unit price is introduced in detail, and the calculation method of wages, bonuses, additional remuneration and welfare is given. The formula for calculating the labor price in the market is derived, and the formula is extended in this formula, and another formula for calculating the artificial unit price of the quota is obtained. The relationship between the two kinds of artificial unit price is clearer and the result is certain. This paper makes a study of the different concepts of the artificial unit price of the construction engineering, clarifies the specific contents of the two, and is helpful to reduce the deviation between the fixed price of the quota and the labor price of the market. It is of guiding significance to the government to formulate a reasonable standard of artificial unit price, and is useful for the construction enterprises to draw up a reasonable bid quotation. It can effectively protect the interests of all parties and promote the healthy development and transformation of the construction market.
