產(chǎn)城融合導(dǎo)向下鳳翔縣產(chǎn)業(yè)園區(qū)規(guī)劃研究

【摘要】:隨著我國(guó)經(jīng)濟(jì)發(fā)展步入新常態(tài),城鎮(zhèn)化進(jìn)入存量?jī)?yōu)化的關(guān)鍵時(shí)期,“產(chǎn)城融合”作為一種新的發(fā)展理念,符合新型城鎮(zhèn)化發(fā)展訴求,一經(jīng)提出就迅速得到了社會(huì)各界的普遍關(guān)注,在目前我國(guó)城鎮(zhèn)正在掀起的產(chǎn)業(yè)園區(qū)建設(shè)的浪潮中,產(chǎn)城融合發(fā)展普遍被認(rèn)為是產(chǎn)業(yè)園區(qū)發(fā)展的導(dǎo)向。目前關(guān)于產(chǎn)城融合的認(rèn)識(shí)還沒(méi)有統(tǒng)一的標(biāo)準(zhǔn),多數(shù)學(xué)術(shù)觀點(diǎn)認(rèn)為產(chǎn)城融合的核心是產(chǎn)業(yè)與城市在空間上的功能融合,用地功能復(fù)合、產(chǎn)城規(guī)模匹配、配套設(shè)施完善是實(shí)現(xiàn)產(chǎn)城融合發(fā)展的重要途徑,研究對(duì)象多數(shù)為大城市的產(chǎn)業(yè)園區(qū),產(chǎn)業(yè)區(qū)集中且成規(guī)模,而以中小城鎮(zhèn)產(chǎn)業(yè)園區(qū)規(guī)劃為研究對(duì)象的較少。未來(lái)中小城鎮(zhèn)作為城鎮(zhèn)化的主力,其產(chǎn)業(yè)與城市的發(fā)展關(guān)系十分重要,選取典型研究對(duì)象,構(gòu)建出適用于此類(lèi)城市的產(chǎn)業(yè)園區(qū)產(chǎn)城融合發(fā)展規(guī)劃理論意義重大。論文通過(guò)研究總結(jié)國(guó)內(nèi)外相關(guān)理論,從蘇州工業(yè)園區(qū)的成功案例中獲取經(jīng)驗(yàn),并結(jié)合溫州浙南科技城、深圳蛇口網(wǎng)谷、西咸新區(qū)、社旗縣產(chǎn)業(yè)集聚區(qū)等案例構(gòu)建了產(chǎn)城融合導(dǎo)向下的產(chǎn)業(yè)園區(qū)規(guī)劃理論,提出了產(chǎn)業(yè)園區(qū)實(shí)現(xiàn)產(chǎn)城融合發(fā)展需要貫徹“區(qū)域統(tǒng)籌,功能融合”的規(guī)劃理念。其中“區(qū)域統(tǒng)籌”發(fā)展包含產(chǎn)業(yè)園區(qū)發(fā)展格局融入城市格局、產(chǎn)業(yè)發(fā)展走向區(qū)域協(xié)同、公共服務(wù)設(shè)施配置實(shí)現(xiàn)共享與差異化并存三方面,“功能融合”發(fā)展包含用地規(guī)劃實(shí)現(xiàn)功能復(fù)合與職住平衡、交通組織實(shí)現(xiàn)公交優(yōu)先與低碳慢行、文化發(fā)展實(shí)現(xiàn)融入園區(qū)風(fēng)貌和價(jià)值提升三方面。論文的實(shí)證研究對(duì)象鳳翔縣是關(guān)中地區(qū)典型城鎮(zhèn),近年來(lái)經(jīng)濟(jì)發(fā)展迅速,鳳翔縣的長(zhǎng)青工業(yè)園、柳林工業(yè)園、科技生態(tài)新城更是為國(guó)民經(jīng)濟(jì)與社會(huì)發(fā)展做出了突出貢獻(xiàn),但是存在著產(chǎn)業(yè)結(jié)構(gòu)不合理、開(kāi)發(fā)模式粗放、園區(qū)空間缺乏整合、功能割裂、文化缺失等問(wèn)題,實(shí)現(xiàn)產(chǎn)業(yè)園區(qū)健康可持續(xù)發(fā)展就要走產(chǎn)城融合發(fā)展之路。論文以前述所構(gòu)建的理論指導(dǎo)鳳翔縣產(chǎn)業(yè)園區(qū)規(guī)劃,提出“區(qū)域統(tǒng)籌規(guī)劃”和“功能融合規(guī)劃”,“區(qū)域統(tǒng)籌規(guī)劃”提出產(chǎn)業(yè)園區(qū)宏觀格局融入鳳翔縣發(fā)展格局,產(chǎn)業(yè)園區(qū)產(chǎn)業(yè)發(fā)展走向區(qū)域協(xié)同、產(chǎn)業(yè)園區(qū)公共服務(wù)設(shè)施布局實(shí)現(xiàn)縣域資源共享和差異化配置并存,“功能融合規(guī)劃”提出用地布局實(shí)現(xiàn)功能復(fù)合和職住平衡、交通組織實(shí)現(xiàn)公交優(yōu)先和低碳慢行、文化發(fā)展融入產(chǎn)業(yè)園區(qū)風(fēng)貌和實(shí)現(xiàn)價(jià)值提升。
[Abstract]:As China's economic development enters the new normal, urbanization enters the critical period of stock optimization. As a new concept of development, "the integration of production and city" accords with the demand of new urbanization development.As soon as it is put forward, it has been paid more and more attention from all walks of life. In the current wave of industrial park construction in cities and towns in our country, the integration of industry and city is generally regarded as the direction of the development of industrial parks.At present, there is no unified standard for the understanding of the integration of industrial and urban areas. Most academic views hold that the core of the integration of industrial and urban areas is the functional integration of industries and cities in space, the combination of land use functions, and the matching of the scale of industrial and urban areas.The improvement of supporting facilities is an important way to realize the integration and development of production and city. Most of the research objects are industrial parks in big cities, which are concentrated and on a large scale, but few of them focus on the planning of industrial parks in small and medium-sized towns.As the main force of urbanization in the future, the relationship between industry and urban development is very important. It is of great significance to select the typical research object and construct the industrial park integrated development planning for this kind of cities.This paper summarizes the relevant theories at home and abroad, obtains experience from the successful cases of Suzhou Industrial Park, and combines with Wenzhou Science and Technology City of South Zhejiang, Shekou net Valley of Shenzhen, Xixian New District.This paper sets up the theory of industrial park planning under the guidance of the integration of industry and city, and puts forward the planning idea of "regional overall planning and functional integration" for realizing the integration of industry park and city by the case of industry agglomeration area of Sheqi county.The development of "regional overall planning" includes three aspects: integration of industrial park development pattern into urban pattern, industrial development towards regional coordination, sharing and differentiation of public service facilities.The development of "function fusion" includes the realization of function combination and occupation and housing balance of land use planning, the realization of public transport priority and low carbon slow travel by traffic organization, and the integration of cultural development into the style and appearance of the park and the promotion of its value.Fengxiang County is a typical town in Guanzhong area. In recent years, the economy of Fengxiang County has developed rapidly. The Changqing Industrial Park, Liulin Industrial Park and the New City of Science and Technology Ecology in Fengxiang County have made outstanding contributions to the national economy and social development.However, there are some problems such as unreasonable industrial structure, extensive development mode, lack of integration of park space, separation of function, lack of culture and so on. To realize the healthy and sustainable development of industrial park, we must take the road of integration and development of industrial park.The paper uses the theory to guide the industrial park planning of Fengxiang County, puts forward the "regional overall planning" and "functional integration planning", "regional overall planning" puts forward the macro-pattern of industrial park into the Fengxiang county development pattern.The industrial development of industrial park moves towards regional coordination, and the layout of public service facilities of industrial park realizes the sharing of resources and the coexistence of different allocation of the county area. The "function fusion plan" puts forward that the layout of land use realizes the function compound and the occupation and housing balance.The transportation organization realizes the public transportation priority and the low carbon slow travel, the cultural development integrates the industrial park style and the realization value enhancement.
