【摘要】：“十三五”新時(shí)期,我國(guó)公共服務(wù)設(shè)施總體供給不足、結(jié)構(gòu)不合理和需求得不到滿足的現(xiàn)象依然嚴(yán)重。因此,完善公共服務(wù)設(shè)施體系依然是新時(shí)期的一項(xiàng)重要而艱巨的任務(wù)。吉林省東部山區(qū)是吉林省對(duì)外開放的前沿,是帶動(dòng)區(qū)域發(fā)展和興邊富民的開放高地。然而,其村鎮(zhèn)公共服務(wù)設(shè)施的建設(shè)水平相對(duì)于我國(guó)其它地區(qū)仍比較落后,公共服務(wù)設(shè)施建設(shè)遠(yuǎn)不能滿足居民需求。因此,對(duì)吉林省東部山區(qū)村鎮(zhèn)公共服務(wù)設(shè)施配置需求的研究具有十分重要的意義。本研究首先對(duì)相關(guān)概念及基礎(chǔ)理論進(jìn)行解釋界定,對(duì)國(guó)內(nèi)外公共服務(wù)設(shè)施相關(guān)研究及國(guó)內(nèi)相關(guān)政策、標(biāo)準(zhǔn)進(jìn)行梳理,歸納總結(jié)出公共服務(wù)設(shè)施配置的方法、經(jīng)驗(yàn)及影響因素;其次,以吉林省東部山區(qū)村鎮(zhèn)公共服務(wù)設(shè)施為研究對(duì)象,對(duì)吉林省東部山區(qū)全域進(jìn)行實(shí)地調(diào)研,選取通化市金川鎮(zhèn)、延邊州石峴鎮(zhèn)2個(gè)鎮(zhèn)(這里的鎮(zhèn)僅指鎮(zhèn)區(qū))9個(gè)村為典型村鎮(zhèn)進(jìn)行實(shí)證研究,獲取吉林省東部山區(qū)村鎮(zhèn)公共服務(wù)設(shè)施在項(xiàng)目規(guī)模、空間布局、居民需求方面的資料,運(yùn)用GIS空間分析方法對(duì)所調(diào)研村鎮(zhèn)的公共服務(wù)設(shè)施的服務(wù)范圍進(jìn)行分析,評(píng)價(jià)其空間覆蓋率,得出空間布局模式適用的村鎮(zhèn)形態(tài);運(yùn)用SPSS及EXCEL對(duì)調(diào)研所得的問卷數(shù)據(jù)進(jìn)行統(tǒng)計(jì)處理,得出村鎮(zhèn)居民對(duì)當(dāng)?shù)毓卜⻊?wù)設(shè)施的需求情況;最后,依據(jù)調(diào)研分析結(jié)果,并結(jié)合既有規(guī)范標(biāo)準(zhǔn),構(gòu)建出適合吉林省東部山區(qū)村鎮(zhèn)的包含公共服務(wù)設(shè)施的分級(jí)、分類、配建標(biāo)準(zhǔn)及空間布局的配置體系,并對(duì)政府部門提出公共服務(wù)設(shè)施配置的政策建議。最終研究所得的配置體系對(duì)村鎮(zhèn)建設(shè)具有一定的理論指導(dǎo)意義,對(duì)相關(guān)方向的研究具有參考意義。
[Abstract]:In the new period of the 13th Five-Year Plan, the overall supply of public service facilities in China is insufficient, the structure is unreasonable and the demand is not met. Improving the system of public service facilities is still an important and arduous task in the new period. The eastern mountainous areas of Jilin Province are the frontier of Jilin Province's opening to the outside world and the open highlands for promoting regional development and prospering the people along the border. However, Compared with other areas in China, the construction level of public service facilities in villages and towns is still relatively backward, and the construction of public service facilities is far from meeting the needs of the residents. It is of great significance to study the allocation demand of public service facilities in villages and towns in the eastern mountainous area of Jilin Province. Firstly, this study explains and defines the relevant concepts and basic theories, studies the related research on public service facilities at home and abroad and domestic relevant policies. The standard is combed out, and the methods, experiences and influencing factors of public service facilities allocation are summarized. Secondly, taking the village and town public service facilities in the eastern mountainous area of Jilin Province as the research object, the field investigation on the whole area of the eastern mountainous area of Jilin Province is carried out. Selecting Jinchuan Town, Tonghua City, and 2 towns in Shixian Town, Yanbian State, as typical villages, 9 villages are selected as typical villages and towns to obtain the project scale and spatial layout of public service facilities in villages and towns in the eastern mountainous areas of Jilin Province. Using GIS spatial analysis method to analyze the service range of the public service facilities of the villages and towns investigated, to evaluate its spatial coverage rate, and to obtain the suitable village and town form of the spatial layout model. SPSS and EXCEL are used to deal with the questionnaire data, and the demand of village residents for local public service facilities is obtained. Finally, according to the results of investigation and analysis, combined with the existing standard standards, To construct a system of classification, classification, construction standards and spatial layout of public service facilities suitable for villages and towns in the eastern mountainous areas of Jilin Province, Finally, the allocation system is of theoretical significance to the construction of villages and towns, and has reference significance to the research of related directions.
