【摘要】：當(dāng)前我國(guó)城市開(kāi)發(fā)邊界劃定主要采取"生態(tài)保護(hù)優(yōu)先"與"建設(shè)保障優(yōu)先"兩種模式。兩種模式各有特點(diǎn),存在互補(bǔ)特征。借助博弈模型分析得出,生態(tài)保護(hù)部門與建設(shè)保障部門的空間發(fā)展訴求得到最大限度滿足,會(huì)促進(jìn)部門之間展開(kāi)合作,進(jìn)而使通過(guò)兩種模式劃定的生態(tài)保護(hù)空間和建設(shè)保障空間"基準(zhǔn)線"相互耦合優(yōu)化,最終劃定出一條綜合效益最大化的城市開(kāi)發(fā)邊界。最后,借助漳州市中心城區(qū)開(kāi)發(fā)邊界劃定的實(shí)證研究,進(jìn)一步闡釋博弈機(jī)理下城市開(kāi)發(fā)邊界劃定耦合優(yōu)化的特定技術(shù)路線、方法及實(shí)施管制措施。
[Abstract]:At present, the two models of "ecological protection priority" and "construction guarantee priority" are mainly adopted in the demarcation of urban development boundary in China. The two models have their own characteristics and complementary characteristics. The space development demands of the ecological protection departments and the construction and protection departments are met to the maximum extent, which will promote cooperation between the departments. So that the ecological protection space and the construction guarantee space "baselines" defined by the two models can be coupled and optimized mutually, and finally a comprehensive benefit maximization of the urban development boundary will be drawn. With the help of an empirical study on the demarcation of the development boundary in the central urban area of Zhangzhou City, this paper further explains the specific technical route, methods and implementing control measures for the coupling optimization of the urban development boundary delineation under the game mechanism.
