【摘要】：2015年3月16日國家發(fā)布《國家新型城鎮(zhèn)化規(guī)劃(2014—2020年)》,發(fā)展以城鄉(xiāng)統(tǒng)籌、城鄉(xiāng)一體、產(chǎn)城互動、節(jié)約集約、生態(tài)宜居、和諧發(fā)展為基本特征的城鎮(zhèn)化。其核心在于不以犧牲農(nóng)業(yè)和糧食、生態(tài)和環(huán)境為代價,著眼農(nóng)民,涵蓋農(nóng)村,實(shí)現(xiàn)城鄉(xiāng)基礎(chǔ)設(shè)施一體化和公共服務(wù)均等化,促進(jìn)經(jīng)濟(jì)社會發(fā)展,實(shí)現(xiàn)共同富裕。2016年啟動美麗鄉(xiāng)村建設(shè)規(guī)劃設(shè)計(jì)工作,由表及里的進(jìn)行農(nóng)村建設(shè),由農(nóng)村面貌提升到編制連片美麗鄉(xiāng)村片區(qū)總體規(guī)劃設(shè)計(jì),統(tǒng)籌片區(qū)內(nèi)的基礎(chǔ)設(shè)施和公共服務(wù)設(shè)施,使片區(qū)的整體效果得到大幅度地提升。邯鄲市從2012年就開始了農(nóng)村環(huán)境治理工作,結(jié)合2013年河北省農(nóng)村面貌改造提升行動,創(chuàng)建“小第八模式”村,整體化推進(jìn)農(nóng)村建設(shè)工作。在此背景下叢臺區(qū)開展美麗鄉(xiāng)村建設(shè),因此,有必要深入分析國內(nèi)外對美麗鄉(xiāng)村研究的背景與現(xiàn)狀,并探析研究內(nèi)容與方法,探討新型美麗鄉(xiāng)村發(fā)展模式。本論文基于分析叢臺區(qū)美麗鄉(xiāng)村建設(shè)現(xiàn)狀,規(guī)劃提升村民居住點(diǎn)建設(shè),對其居住建筑的庭院、基礎(chǔ)服務(wù)設(shè)施、公共服務(wù)設(shè)施等進(jìn)行改造,并將村莊經(jīng)濟(jì)產(chǎn)業(yè)與現(xiàn)代技術(shù)相結(jié)合,從而發(fā)展新型鄉(xiāng)村經(jīng)濟(jì)產(chǎn)業(yè)格局。通過對外圍護(hù)結(jié)構(gòu)墻體、門窗、屋頂和外立面這四個方面的改造技術(shù)進(jìn)行分析,選取適用于鄉(xiāng)村的改造方式;最后,詳細(xì)介紹道路綠化、硬化、亮化的改造過程中的具體技術(shù)措施,并對村莊入口環(huán)境、廣場環(huán)境、道路收放形成的小環(huán)境這幾個方面的改造技術(shù)進(jìn)行分析,從而提出合理的實(shí)施方案建議。本研究探討了具體的改造技術(shù)及建設(shè)效果,完善了叢臺區(qū)美麗鄉(xiāng)村建設(shè)實(shí)施的策略研究。為我國美麗鄉(xiāng)村建設(shè)提供了有效的改造技術(shù)措施,并對改造實(shí)施建設(shè)效果有一定的借鑒意義。
[Abstract]:On March 16, 2015, the State issued the National New urbanization Plan 2014-2020. The development is based on the overall planning of urban and rural areas, integration of urban and rural areas, interaction of production and city, conservation and intensification, and ecological livability. The core of urbanization, characterized by harmonious development, is not to sacrifice agriculture and food, ecology and environment, to focus on farmers, to cover rural areas, to realize the integration of urban and rural infrastructure and equalization of public services, and to promote economic and social development. To achieve common prosperity. In 2016, we launched the planning and design work for the construction of beautiful rural areas, and carried out rural construction from the outside to the interior, from the rural outlook to the overall planning and design of the beautiful rural areas. As a whole, the infrastructure and public service facilities in the region will be greatly improved. Handan City has been working on rural environmental management since 2012, combining with the Hebei Province Rural face Reform and upgrading Action in 2013. To establish the "small eighth model" village and to promote rural construction in an integrated way. In this context, it is necessary to deeply analyze the background and present situation of the research on beautiful villages at home and abroad, and carry out the construction of beautiful villages in Congtai District. Based on the analysis of the current situation of the construction of beautiful villages in Congtai District, this paper plans to upgrade the construction of villagers' settlements, and provides the courtyard and basic service facilities of the residential buildings. The public service facilities and so on are reformed, and the village economic industry is combined with modern technology to develop a new pattern of rural economic industry. The reconstruction technology of roof and exterior facade is analyzed, and the transformation mode suitable for the village is selected. Finally, the concrete technical measures in the process of road greening, hardening and lighting are introduced in detail, and the entrance environment of the village is also introduced. The reconstruction technology of the square environment and the small environment formed by the road collection and discharge are analyzed, and the reasonable implementation proposal is put forward. This study discusses the concrete reconstruction technology and the construction effect. The research on the strategies of implementing the construction of beautiful villages in Congtai District has been improved, which has provided effective technical measures for the construction of beautiful villages in China, and has certain reference significance to the effect of the construction of transformation and implementation.
