【摘要】：新常態(tài)下,供給側(cè)結(jié)構(gòu)性改革是我國適應(yīng)和引領(lǐng)經(jīng)濟(jì)發(fā)展的重大創(chuàng)新和必要舉措。城市是經(jīng)濟(jì)社會發(fā)展、現(xiàn)代化建設(shè)的重要引擎,是化解經(jīng)濟(jì)下行壓力與推進(jìn)深層次結(jié)構(gòu)性改革的重要契合點(diǎn)。在我國經(jīng)濟(jì)結(jié)構(gòu)調(diào)整與城市發(fā)展方式轉(zhuǎn)型的關(guān)鍵時(shí)期,把供給側(cè)結(jié)構(gòu)性改革與城市工作結(jié)合起來,具有重要意義。城市作為一個(gè)復(fù)雜的公共產(chǎn)品,也存在供給側(cè)和需求側(cè),改革開放以來,我國城市建設(shè)主要從需求側(cè)發(fā)力,出現(xiàn)中高品質(zhì)城市供給不足的問題,應(yīng)該從土地、勞動(dòng)力、資本、技術(shù)"四個(gè)輪子"發(fā)力,推進(jìn)城市供給側(cè)結(jié)構(gòu)性改革。城市規(guī)劃是引領(lǐng)城市供給側(cè)結(jié)構(gòu)性改革的關(guān)鍵環(huán)節(jié),既能直接作用于城市的土地因子,又能間接影響城市的勞動(dòng)力、技術(shù)和資本因子。而目前的城市規(guī)劃存在編制理念滯后、編制類型不夠豐富、編制技術(shù)有待提升等種種問題,需要運(yùn)用"加減乘除"的思路推進(jìn)城市規(guī)劃編制理念、類型、內(nèi)容、技術(shù)、管理等方面改革,使規(guī)劃成為促進(jìn)城市供給側(cè)結(jié)構(gòu)性改革的有力推手。
[Abstract]:Under the new normal, supply-side structural reform is an important innovation and necessary measure for China to adapt and lead economic development. City is an important engine of economic and social development and modernization. It is an important point of convergence to resolve the downward pressure of the economy and push forward the deep-seated structural reform. In the key period of the economic restructuring and the transformation of the urban development mode in our country, the supply-side structural reform is combined with the urban work. As a complex public product, cities also have supply-side and demand-side. Since the reform and opening up, urban construction in our country has mainly developed from the demand side. The "four wheels" of labor, capital and technology push forward the structural reform on the supply-side of the city. Urban planning is the key link in leading the structural reform on the supply-side of the city, which can directly affect the land factor of the city. It can also indirectly affect the labor force, technology and capital factors of the city. However, the present urban planning has many problems, such as lagging behind in the compilation concept, not rich in the compilation types, and the need to upgrade the compilation technology, and so on. It is necessary to use the idea of "add, decrease, multiply, divide" to promote the reform of urban planning in terms of concept, type, content, technology and management, so that planning becomes a powerful force to promote the structural reform on the supply side of the city.
