【摘要】：當(dāng)前,國家大力推進空間規(guī)劃改革,城市開發(fā)邊界已成為規(guī)劃研究和實踐探索的熱點問題。城市開發(fā)邊界實質(zhì)上已演化成為國家空間規(guī)劃改革的一個組成部分,是避免城市發(fā)展無序蔓延、避免空間開發(fā)與保護失衡的政策工具。文章在客觀把握當(dāng)前空間規(guī)劃改革的目標(biāo)與方向的前提下,充分結(jié)合我國"多規(guī)合一"與城市開發(fā)邊界劃定試點的探索成果,從我國國情出發(fā),合理借鑒國外城市開發(fā)邊界的相關(guān)實踐經(jīng)驗,對我國城市開發(fā)邊界的剛性與彈性機制、合理規(guī)模確定方法、評估與調(diào)整機制等展開探討,提出我國城市開發(fā)邊界劃定與管控的方向和路徑。
[Abstract]:At present, the state has vigorously promoted the reform of spatial planning, and the urban development boundary has become a hot issue in planning research and practical exploration. In essence, the urban development boundary has evolved into a part of the national spatial planning reform. It is a policy tool to avoid the sprawl of urban development and the imbalance between space development and protection. Based on the exploration results of "multi-planning in one" and urban development boundary demarcation experiment in our country, and proceeding from the national conditions of our country, and drawing on the relevant practical experience of foreign cities development boundary reasonably, the rigid and elastic mechanism of our country's urban development boundary is put forward. The reasonable scale determination method, evaluation and adjustment mechanism are discussed, and the direction and path of demarcation and control of urban development boundary in China are put forward.
