【摘要】：作為一個既悠久又嶄新的議題,如何通過城市規(guī)劃促進公共健康已成為當前我國城市規(guī)劃學界討論的前沿問題之一。已有研究表明,城市規(guī)劃與設計能夠?qū)θ巳航】诞a(chǎn)生潛在的影響,因此對城市規(guī)劃決策和項目展開健康影響評估被認為是城市規(guī)劃促進公共健康的重要途徑。本文首先闡述城市規(guī)劃影響和作用于人群健康的理論基礎。然后,對城市規(guī)劃健康影響評估的內(nèi)涵、程序和工具進行論述。在此基礎上,以美國北卡羅來納州戴維森鎮(zhèn)為例闡述運用城市規(guī)劃健康影響評估推動當?shù)厣鐓^(qū)健康發(fā)展和實現(xiàn)健康城市規(guī)劃策略的探索經(jīng)驗。最后,結(jié)合我國公共健康面臨的嚴峻挑戰(zhàn)進一步指出未來展開城市規(guī)劃健康影響評估工作的重要價值,并提出相應的政策建議。
[Abstract]:As a long and new topic, how to promote public health through urban planning has become one of the leading issues in the field of urban planning in China. Urban planning and design can have a potential impact on people's health. Therefore, health impact assessment of urban planning decisions and projects is considered to be an important way for urban planning to promote public health. The connotation, procedure and tools of urban planning health impact assessment are discussed. Taking Davidson, North Carolina, USA as an example, this paper expounds the experience of using urban planning health impact assessment to promote the healthy development of local communities and to realize healthy urban planning strategies. Combined with the severe challenge of public health in China, this paper further points out the important value of urban planning health impact assessment in the future, and puts forward corresponding policy suggestions.
