【摘要】：項目后評價是總結(jié)項目經(jīng)驗教訓(xùn),提高投資主體決策水平和實施主體管理水平的一種科學(xué)方法。它是對已完成項目的實際結(jié)果和實踐活動的檢查總結(jié),評價分析項目預(yù)期目標(biāo)是否達(dá)到,項目的主要效益指標(biāo)是否實現(xiàn),評價投資決策者管理者和建設(shè)者在工作中取得的經(jīng)驗和存在的問題,最后通過及時有效的信息反饋,提高項目決策的科學(xué)化水平,促進(jìn)投資活動的規(guī)范化,達(dá)到提高投資效益的目的。進(jìn)入21世紀(jì)以來,伊川縣為擺脫對第一產(chǎn)業(yè)的過度依賴,擠壓工業(yè)產(chǎn)值虛高泡沫,開始積極部署謀劃,進(jìn)行經(jīng)濟(jì)轉(zhuǎn)型,在原有工業(yè)城市的基礎(chǔ)上,進(jìn)行產(chǎn)業(yè)結(jié)構(gòu)調(diào)整,為適應(yīng)伊川縣經(jīng)濟(jì)發(fā)展的需要,增強人們對項目后評價作用的認(rèn)識,本文主要回顧了國內(nèi)外的研究現(xiàn)狀,全面探討了建設(shè)項目后評價的理論、方法與應(yīng)用體系,運用對比分析法、文獻(xiàn)調(diào)查法、模糊綜合評價法等進(jìn)行項目后評價分析;通過對已投入使用的伊川縣奧斯卡影城建設(shè)項目的典型案例進(jìn)行分析研究,看該項目是否實現(xiàn)建設(shè)目標(biāo),是否具有較好的可持續(xù)發(fā)展能力,總結(jié)經(jīng)驗,汲取教訓(xùn),并對項目后評價工作提出建議,鑒于伊川縣對項目后評價的工作屬于起步階段,本文重點放在對項目后評價的內(nèi)容論述上,在對具體的項目進(jìn)行項目后評價時,也僅做基礎(chǔ)性評價和簡單的綜合后評價,以作為伊川縣項目后評價工作的啟發(fā)之用。
[Abstract]:Post-project evaluation is a scientific method for summing up the experience and lessons of the project, improving the decision-making level of the investment body and implementing the subject management level. It is the examination and summary of the actual results and practical activities of the completed project. The evaluation analyzes whether the expected objectives of the project have been achieved, whether the main benefit indicators of the project have been achieved, the experience and problems of investment decision makers and builders in their work, and finally through timely and effective information feedback. Since 21th century, in order to get rid of the excessive dependence on the primary industry, Yichuan County has squeezed the bubble of the industrial output value in order to improve the scientific level of project decision-making, promote the standardization of investment activities, and achieve the purpose of improving investment efficiency. To meet the needs of economic development in Yichuan County and to enhance people's understanding of the role of post-project evaluation, they began to actively deploy and plan, carry out economic transformation, and carry out industrial structure adjustment on the basis of the original industrial cities. This paper reviews the current research situation at home and abroad, discusses the theory, method and application system of post-evaluation of construction project, applies comparative analysis method, literature survey method, fuzzy comprehensive evaluation method and so on. Through the analysis and study of typical cases of the Oscars Film City construction project in Yichuan County, we can see whether the project has achieved the construction goal, whether it has a good ability of sustainable development, sums up the experience, and draws lessons from it. In view of the fact that the post-project evaluation in Yichuan County belongs to the initial stage, this paper focuses on the discussion of the content of the post-project evaluation, while carrying out the post-project evaluation for the specific project. Only basic evaluation and simple comprehensive post-evaluation are used as inspiration for the post-evaluation of Yichuan county project.
