山西某配電網(wǎng)降損項(xiàng)目管理研究及應(yīng)用

【摘要】:電網(wǎng)公司運(yùn)行中的兩大任務(wù)是安全與降損,評(píng)價(jià)與判斷一個(gè)電網(wǎng)公司的管理與生產(chǎn)能力的重要參數(shù)就是實(shí)際配電網(wǎng)中的線(xiàn)損水平。電力企業(yè)對(duì)其設(shè)備設(shè)施、生產(chǎn)運(yùn)作以及管理等能力進(jìn)行評(píng)價(jià)時(shí),線(xiàn)損是一個(gè)重要的評(píng)判指標(biāo),其不僅可以反映電力企業(yè)的經(jīng)濟(jì)效益,同時(shí)也能夠在一定程度上反映該企業(yè)的管理層次。在保證安全運(yùn)行的前提下,減小線(xiàn)損可以有效的增加公司的經(jīng)濟(jì)效益。所以說(shuō),提高企業(yè)對(duì)于線(xiàn)損的管理水平,減小企業(yè)在各環(huán)節(jié)對(duì)于電能的損耗,是各電力企業(yè)的一個(gè)重要目標(biāo),同時(shí)也是國(guó)家對(duì)于電力企業(yè)“一強(qiáng)三優(yōu)”的現(xiàn)代化建設(shè)的的必要條件。在這種背景下,山西省某配電網(wǎng)公司開(kāi)展了降損項(xiàng)目工作,十分有必要。首先針對(duì)山西某配電網(wǎng)降損項(xiàng)目?jī)?nèi)容進(jìn)行了介紹,對(duì)山西省某配電網(wǎng)線(xiàn)損以及線(xiàn)損管理的現(xiàn)狀進(jìn)行了分析,對(duì)其中存在的問(wèn)題進(jìn)行了總結(jié)。后從管理以及技術(shù)兩方面對(duì)山西省該降損項(xiàng)目進(jìn)行理論分析,制定詳細(xì)的研究方案,為該項(xiàng)目的后續(xù)開(kāi)展奠定了基礎(chǔ)。首先從管理方面出發(fā),對(duì)山西省某配電網(wǎng)降損項(xiàng)目進(jìn)行了分析研究,整體介紹了管理降損措施,之后從管理方面分析了線(xiàn)損的主要影響因素,提出了管理措施建議,并對(duì)技術(shù)降損與管理降損的關(guān)系進(jìn)行了論述。其次從技術(shù)方面出發(fā),對(duì)線(xiàn)損進(jìn)行了分析研究,分別從線(xiàn)路、變壓器、無(wú)功補(bǔ)償?shù)确矫娣治隽私祿p的措施,利用Matlab軟件搭建了模型,對(duì)上述的技術(shù)降損措施效果進(jìn)行了仿真分析,為后面針對(duì)該降損項(xiàng)目的制定具體改進(jìn)措施,順利開(kāi)展,奠定了基礎(chǔ)。最后針對(duì)山西某配電網(wǎng)降損項(xiàng)目制定了具體的改進(jìn)措施。首先建立完善的管理組織體系,其次建立配套的人員素質(zhì)保證體系,之后建立相應(yīng)的管理激勵(lì)機(jī)制,包括線(xiàn)損指標(biāo)考核值、獎(jiǎng)懲量化標(biāo)準(zhǔn)、線(xiàn)損管理獎(jiǎng)懲兌現(xiàn)方式。最后分析了項(xiàng)目改進(jìn)的預(yù)期效果。
[Abstract]:The two major tasks in the operation of power grid companies are safety and loss reduction. The important parameter of evaluating and judging the management and production capacity of a grid company is the line loss level in the actual distribution network. Line loss is an important index for evaluating production operation and management, which can not only reflect the economic benefits of electric power enterprises. At the same time, it can also reflect the management level of the enterprise to a certain extent. Under the premise of ensuring the safe operation, reducing the line loss can effectively increase the economic benefit of the company. Therefore, to improve the management level of the enterprise for the line loss, It is an important goal of power enterprises to reduce the loss of electric energy in every link, and it is also a necessary condition for the modernization construction of "one strong and three excellent" of power enterprises by the state. Under this background, It is very necessary for a distribution network company in Shanxi Province to carry out a loss reduction project. Firstly, the content of a distribution network loss reduction project in Shanxi Province is introduced, and the current situation of line loss and line loss management in a distribution network in Shanxi Province is analyzed. This paper summarizes the problems existing in the project, analyzes the damage reduction project in Shanxi Province theoretically from the aspects of management and technology, and formulates a detailed research plan, which lays a foundation for the follow-up of the project. First, from the aspect of management, the author starts from the aspect of management. This paper analyzes and studies the loss reduction project of a distribution network in Shanxi Province, introduces the measures of management loss reduction as a whole, then analyzes the main influencing factors of line loss from the aspect of management, and puts forward some suggestions for management measures. The relationship between technical loss reduction and management loss reduction is discussed. Secondly, the line loss is analyzed and studied from the technical point of view, and the measures to reduce the loss are analyzed from the aspects of line, transformer, reactive power compensation and so on. The model is built by using Matlab software, and the effect of the technical loss reduction measures mentioned above is simulated and analyzed. The concrete improvement measures for the project are worked out and carried out smoothly. Finally, specific improvement measures are made for a distribution network loss reduction project in Shanxi Province. Firstly, a perfect management organization system is established; secondly, a supporting personnel quality assurance system is established; then, a corresponding management incentive mechanism is established. It includes line loss index assessment value, reward and punishment quantification standard, line loss management reward and punishment cash way. Finally, the expected effect of project improvement is analyzed.
