【摘要】：EPC總承包模式正逐漸發(fā)展成為建筑行業(yè)的主流模式。與傳統(tǒng)模式相比,在這一模式下,總承包商的風(fēng)險(xiǎn)大大增加。論文以ZJ公司某EPC裝飾總承包項(xiàng)目為研究對象,對該項(xiàng)目總承包商所面臨的主要風(fēng)險(xiǎn)及成因進(jìn)行了分析總結(jié),以期為該公司及其他建筑裝飾總承包項(xiàng)目的風(fēng)險(xiǎn)管理提供借鑒。本文通過對該項(xiàng)目全過程的風(fēng)險(xiǎn)監(jiān)控,項(xiàng)目管理部各專業(yè)負(fù)責(zé)人的訪談,以及對該項(xiàng)目內(nèi)部工作人員的問卷調(diào)查,全面總結(jié)和分析了該項(xiàng)目的主要風(fēng)險(xiǎn)及其成因。根據(jù)風(fēng)險(xiǎn)性質(zhì),將主要風(fēng)險(xiǎn)劃分為設(shè)計(jì)風(fēng)險(xiǎn)、招投標(biāo)風(fēng)險(xiǎn)、合同風(fēng)險(xiǎn)、施工風(fēng)險(xiǎn)、采購風(fēng)險(xiǎn)、資金風(fēng)險(xiǎn)等。詳細(xì)分析了諸如:設(shè)計(jì)與各專業(yè)部門溝通程度;設(shè)計(jì)脫離施工、設(shè)計(jì)不夠規(guī)范、設(shè)計(jì)方案優(yōu)化不足;招標(biāo)圖紙不詳盡;總承包商低價(jià)中標(biāo);分包商低價(jià)中標(biāo);固定總價(jià)合同模式之雙面性;總承包合同約定不明確;新工藝、新技術(shù)的使用;安全因素;項(xiàng)目管理團(tuán)隊(duì)能力;采購過程風(fēng)險(xiǎn);地理位置導(dǎo)致運(yùn)輸成本增加;材料價(jià)格和貨源的不確定性;采購環(huán)節(jié)的廉潔風(fēng)險(xiǎn);墊資問題頻發(fā);“營改增”政策的試行;氣候因素;項(xiàng)目所在行政區(qū)域等具體風(fēng)險(xiǎn)影響因素,并從項(xiàng)目設(shè)計(jì)管理、合同管理、施工管理、采購管理、資金管理等方面制定了風(fēng)險(xiǎn)應(yīng)對措施。
[Abstract]:The general contracting mode of EPC is gradually developing into the mainstream mode of the construction industry. Compared with the traditional mode, the risk of the general contractor is greatly increased. This paper takes a EPC decoration general contract project of ZJ Company as the research object. This paper analyzes and summarizes the main risks and causes faced by the general contractor of the project, in order to provide reference for the risk management of the company and other construction decoration general contracting projects. The main risks and their causes of the project are summarized and analyzed by interviews with the professional leaders of the project management department and a questionnaire survey of the internal staff of the project. According to the nature of the risks, the main risks are divided into design risks. Risk of bidding, risk of contract, risk of construction, risk of purchase, risk of fund, etc. Bidding drawings are not detailed; the general contractor won the bid at a low price; the subcontractor won the bid at a low price; the two-sided nature of the fixed total price contract model; the general contract agreement is not clear; the new process, the use of new technology; the safety factor; the ability of the project management team; Procurement process risks; geographical location leads to increased transport costs; uncertainty of material prices and sources of goods; integrity risks in procurement links; frequent financing issues; trial implementation of "business transformation" policies; climatic factors; The project is located in the administrative area and other specific risk factors, and from the project design management, contract management, construction management, procurement management, capital management and other aspects of the risk management measures.
