海綿城市(LID)理論視角下延安新區(qū)綠色開敞空間規(guī)劃布局研究

【摘要】:十八大報(bào)告首次提出建設(shè)“生態(tài)文明”理念,將生態(tài)問題上升到“五位一體”的戰(zhàn)略高度。生態(tài)問題中的城市節(jié)水工作引起了黨中央、國務(wù)院的高度重視。為建設(shè)自然積存、自然滲透、自然凈化的自然生態(tài)城市,2014年住房與城鄉(xiāng)建設(shè)部提出海綿城市建設(shè)理念并組織編制了《海綿城市建設(shè)技術(shù)指南》。海綿城市的思想是對傳統(tǒng)開發(fā)建設(shè)思維的一種全新的轉(zhuǎn)變,從過去的形式構(gòu)圖,營造視覺優(yōu)美的綠地景觀設(shè)計(jì)轉(zhuǎn)換到一種結(jié)合生態(tài)、綠色基礎(chǔ)設(shè)施的設(shè)計(jì),建設(shè)可持續(xù)發(fā)展城市為目標(biāo)。黃土高原河谷溝壑地區(qū)是我國人居環(huán)境開發(fā)最早的地區(qū)之一,同時(shí)也是我國水土流失最為嚴(yán)重、生態(tài)最為脆弱的地區(qū),延安市就是該地區(qū)具有典型代表的城市:一方面她面臨著缺水、干旱的長期困擾,另一方面又面臨著洪水、內(nèi)澇災(zāi)害的嚴(yán)重威脅。如何使城市像海綿一樣將水體有效吸納、緩釋、滯留,成為解決這個(gè)問題的關(guān)鍵所在。而城市綠色開敞空間的建設(shè)從一定程度上可以實(shí)現(xiàn)這個(gè)愿景。黃土山地城市海綿城市營造的重點(diǎn)在于城市綠色開敞空間,綠色開敞空間是城市眾多系統(tǒng)中的重要組成部分,具有重要的自然生態(tài)功能和社會文化功能,是自然生態(tài)環(huán)境與城市人工環(huán)境的交融地,是改善城市空間結(jié)構(gòu)和功能的調(diào)節(jié)器,也是促使城市可持續(xù)發(fā)展的空間載體之一。論文在對綠色開敞空間、上山建城、海綿城市基本理論、方法、相關(guān)研究和實(shí)踐總結(jié)的基礎(chǔ)上,首先對綠色開敞空間在海綿城市建構(gòu)中的作用進(jìn)行了研究,分析綠色開敞空間對海綿機(jī)能,生態(tài)格局等方面作用并探究海綿城市對傳統(tǒng)綠色開敞空間的布局影響。其次,對延安地區(qū)地質(zhì)、地貌、水文、氣候、生態(tài)植被等條件進(jìn)行研究,對影響延安山地新區(qū)綠色開敞空間相關(guān)要素特征進(jìn)行了歸納,分析延安新區(qū)營建海綿城市的應(yīng)對方式。最終,在此基礎(chǔ)上提出了基于海綿城市理論視角下的延安新區(qū)綠色開敞空間的建構(gòu)方法和規(guī)劃布局方案,并提出適宜黃土高原山地城市的海綿城市營建模式。
[Abstract]:The 18 report first put forward the idea of building "ecological civilization" and raised the ecological problem to the strategic height of "five in one". The urban water-saving work in ecological problems has aroused the great attention of the Party Central Committee and the State Council. Natural infiltration, In 2014, the Ministry of Housing and Urban-Rural Construction put forward the concept of sponge city construction and organized the compilation of "sponge city construction technical guide". The idea of sponge city is a new change to the traditional thinking of development and construction. From the past form of composition, to create a visually beautiful green landscape design to a combination of ecological, green infrastructure design, The gully region of the valley of the Loess Plateau is one of the earliest areas of human settlement environment development in China, and it is also the region with the most serious soil and water loss and the most fragile ecology. Yan'an is a typical city in this area: on the one hand, it faces water shortage and drought, on the other hand, it faces the serious threat of flood and waterlogging. Slow release and retention become the key to solve this problem. To some extent, the construction of urban green open space can realize this vision. Green open space is an important part of many urban systems. It has important natural ecological function and social cultural function. It is the blending place of natural ecological environment and urban artificial environment, and it is the regulator to improve the urban spatial structure and function. It is also one of the space carriers to promote the sustainable development of the city. Based on the basic theories, methods, relevant research and practice summary of green open space, mountain building, sponge city, Firstly, the paper studies the role of green open space in the construction of sponge city, analyzes the effect of green open space on sponge function and ecological pattern, and probes into the influence of sponge city on the layout of traditional green open space. This paper studies the geological, geomorphological, hydrological, climatic and ecological vegetation conditions in Yan'an area, summarizes the characteristics of the related elements affecting the green open space in the new area of Yanan mountainous area, and analyzes the coping methods for the construction of sponge city in Yan'an new area. On the basis of this, the construction method and layout plan of green open space in Yan'an New area based on sponge city theory are put forward, and the construction mode of sponge city is put forward, which is suitable for mountainous cities on the Loess Plateau.
