【摘要】：隨著工程招投標(biāo)制度的逐步發(fā)展和完善,建設(shè)工程招投標(biāo)已成為工程建設(shè)領(lǐng)域主流的交易方式,承包商的選擇關(guān)系到工程建設(shè)的成敗。招標(biāo)和評(píng)標(biāo)作為建設(shè)工程招投標(biāo)中最為關(guān)鍵的兩個(gè)環(huán)節(jié),它們直接關(guān)系到招標(biāo)人能否選出最優(yōu)秀的承包商。傳統(tǒng)的招標(biāo)方法效率低下且招標(biāo)質(zhì)量難以保證,有待進(jìn)一步完善。評(píng)標(biāo)方法的選取對(duì)評(píng)標(biāo)結(jié)果影響甚大,現(xiàn)有的評(píng)標(biāo)方法大多不夠科學(xué)、公正,這是評(píng)標(biāo)中產(chǎn)生問(wèn)題的根源。本文分析了當(dāng)前我國(guó)招投標(biāo)領(lǐng)域存在的問(wèn)題,提出將大數(shù)據(jù)的思想引入招投標(biāo)領(lǐng)域,用大數(shù)據(jù)技術(shù)改善我國(guó)建設(shè)工程招投標(biāo)中招標(biāo)和評(píng)標(biāo)中存在的問(wèn)題。大數(shù)據(jù)技術(shù)作為信息時(shí)代一項(xiàng)重要技術(shù),具有十分強(qiáng)大的分析和處理大規(guī)模數(shù)據(jù)的能力,將其引入招投標(biāo)領(lǐng)域必大有裨益。因此,針對(duì)我國(guó)建設(shè)工程招標(biāo)中投標(biāo)企業(yè)良莠不齊和招標(biāo)效果不理想等問(wèn)題,本文提出建立基于大數(shù)據(jù)的企業(yè)庫(kù),在此基礎(chǔ)上提出建立基于企業(yè)庫(kù)的公開招標(biāo)和招標(biāo)優(yōu)選法,并給出了具體操作步驟,以優(yōu)化當(dāng)前的招標(biāo)方法。此外,還建立了基于大數(shù)據(jù)的建設(shè)工程施工項(xiàng)目評(píng)標(biāo)指標(biāo)體系,系統(tǒng)歸納了32項(xiàng)影響評(píng)標(biāo)的主要因素。并在前人研究基礎(chǔ)上,提出將數(shù)據(jù)包絡(luò)分析(DEA)與模糊理論相結(jié)合,綜合它們各自的優(yōu)點(diǎn),建立DEA-模糊綜合評(píng)價(jià)方法用于評(píng)標(biāo),以解決當(dāng)前評(píng)標(biāo)方法不科學(xué)、主觀因素影響過(guò)大等問(wèn)題。最后,本文還通過(guò)實(shí)例驗(yàn)證了應(yīng)用DEA-模糊綜合評(píng)價(jià)方法評(píng)標(biāo)的可行性,為建設(shè)工程項(xiàng)目評(píng)標(biāo)提供了一種更為可靠的評(píng)價(jià)方式。
[Abstract]:With the gradual development and improvement of engineering bidding system, bidding for construction projects has become the mainstream trading mode in the field of engineering construction. The selection of contractors is related to the success or failure of the construction. Bidding and bid evaluation are the two most important links in the bidding for construction projects. They are directly related to the tenderer's ability to select the best contractor. The traditional bidding methods are inefficient and difficult to guarantee, and need to be further improved. The selection of bid evaluation methods has a great impact on the evaluation results. Most of the existing bidding evaluation methods are not scientific and fair, which is the root of the problems in bid evaluation. This paper analyzes the problems existing in the field of bidding and bidding in our country, and proposes to introduce big data's thought into the field of bidding. Using big data technology to improve the problems existing in bidding and bid evaluation for construction projects in our country. As an important technology in the information age, big data technology has a very strong ability to analyze and process large-scale data. It will be beneficial to introduce it into the field of bidding. Therefore, in view of the problems of uneven good and bad bidding enterprises and unsatisfactory bidding effect in bidding for construction projects in our country, this paper puts forward the establishment of enterprise bank based on big data. On this basis, the paper puts forward the establishment of open bidding and bidding selection method based on enterprise bank, and gives the concrete operation steps to optimize the current bidding method. In addition, the evaluation index system of construction construction project based on big data is also established. In this paper, 32 main factors affecting bid evaluation are summarized systematically. On the basis of previous studies, it is proposed to combine data envelopment analysis (DEAA) with fuzzy theory, synthesize their respective advantages, and establish DEA-fuzzy comprehensive evaluation method for bid evaluation. In order to solve the problems of unscientific bid evaluation methods and excessive influence of subjective factors, the feasibility of applying DEA-fuzzy comprehensive evaluation method to bid evaluation is verified by an example in this paper. It provides a more reliable evaluation method for construction project bid evaluation.
