基于公交可達(dá)性績(jī)效的武漢市空間戰(zhàn)略實(shí)施評(píng)估

【摘要】:走廊拓展作為應(yīng)對(duì)大城市圈層蔓延的空間戰(zhàn)略在規(guī)劃中常被采用。以武漢為案例,通過(guò)構(gòu)建目標(biāo)分級(jí)傳遞的戰(zhàn)略實(shí)施評(píng)估框架,以公交可達(dá)性為績(jī)效指標(biāo),考察這一戰(zhàn)略的實(shí)施狀況及其對(duì)抑制城市蔓延增長(zhǎng)的作用。具體方法是利用從公交IC卡獲取的公交時(shí)耗數(shù)據(jù),計(jì)算各交通小區(qū)的30min公交可達(dá)性值,以此分析武漢都市區(qū)可達(dá)性分布及相應(yīng)的空間結(jié)構(gòu)特征。比較發(fā)現(xiàn)武漢公交可達(dá)性呈現(xiàn)由內(nèi)而外遞減的趨勢(shì),即走廊地區(qū)的可達(dá)性總體低于主城區(qū),而遠(yuǎn)郊新城又低于三環(huán)路沿線的近郊新城,說(shuō)明武漢雖實(shí)現(xiàn)了走廊地區(qū)外延式的用地增長(zhǎng),但新城"反磁力"功能薄弱,對(duì)疏解主城區(qū)人口的作用尚較有限。究其原因,以快速路為支撐的外圍開發(fā)和以軌道交通為支撐的主城區(qū)功能集聚,拉大了二者間可達(dá)性差距,使都市區(qū)圈層結(jié)構(gòu)仍顯著強(qiáng)于走廊結(jié)構(gòu)。提高走廊地區(qū)公交可達(dá)性是促進(jìn)空間結(jié)構(gòu)模式轉(zhuǎn)變的關(guān)鍵,武漢亟待建立以可達(dá)性為核心的空間戰(zhàn)略評(píng)估體系,針對(duì)走廊TOD開發(fā)和可達(dá)性改善的制約因素,在都市區(qū)層面制定交通和用地協(xié)同的對(duì)策措施。
[Abstract]:Corridor expansion is often used in planning as a spatial strategy to deal with the sprawl of urban circles. Taking Wuhan as a case, the paper constructs a strategic implementation evaluation framework for target hierarchical transmission, and takes public transport accessibility as performance indicator. This paper reviews the implementation of this strategy and its effect on restraining the growth of urban sprawl. The specific method is to calculate the 30min bus reachability of each traffic district by using the bus time consumption data obtained from the IC card of the public transport. Based on the analysis of the distribution of reachability and the corresponding spatial structure in Wuhan metropolitan area, it is found that the reachability of Wuhan public transportation is decreasing from inside to outside, that is, the accessibility of corridor is lower than that of main urban area. However, the suburban New City is lower than the suburban New City along the third Ring Road, which shows that although Wuhan has realized the extension of land use growth in the corridor area, the function of the "reverse magnetic force" of the new town is weak, and its effect on the population of the main urban area is still relatively limited. The peripheral development supported by the expressway and the function agglomeration of the main urban area supported by the rail transit widen the accessibility gap between the two. Improving the accessibility of public transport in corridor area is the key to promote the transformation of spatial structure mode. Wuhan is in urgent need of establishing a space strategic evaluation system with accessibility as the core. Aiming at the restrictive factors of corridor TOD development and accessibility improvement, the countermeasures for coordination of traffic and land use in metropolitan area are formulated.
