【摘要】：在長達2 000年的城市發(fā)展進程中,巴黎不僅保留了豐富的歷史遺產(chǎn),更形成了獨特的城市風貌,即使在城市現(xiàn)代化進程中多次經(jīng)歷大規(guī)模城市更新改造,依然保持了傳統(tǒng)城市風貌的繼承與發(fā)展,成為城市競爭力的重要體現(xiàn);這一成績在很大程度上得益于其以保護為導向的城市規(guī)劃編制和精細化的城市規(guī)劃管理,更與廣泛的社會共識、有效的技術(shù)手段以及嚴格的管理制度密切相關(guān)。本文從梳理巴黎的城市風貌特色入手,分析其以保護為導向的城市規(guī)劃編制體系,特別是精細化城市規(guī)劃管理規(guī)定對于城市風貌保護、傳承與發(fā)展的積極促進作用,總結(jié)巴黎傳承城市風貌、提升城市品質(zhì)、增強城市競爭力的成功經(jīng)驗,以期為新時期"存量規(guī)劃"背景下中國城市在更新改造進程中重視并實現(xiàn)城市風貌傳承提供有益的參考和借鑒。
[Abstract]:In the process of urban development as long as 2000, Paris not only retained rich historical heritage, but also formed a unique urban landscape, even in the process of urban modernization many times experienced large-scale urban renewal and transformation. It still maintains the inheritance and development of traditional urban style and features, and becomes an important embodiment of urban competitiveness, which is largely due to its conservation-oriented urban planning and meticulous urban planning management. It is closely related to the widespread social consensus, effective technical means and strict management system. This paper begins with combing the features of the city of Paris, and analyzes its conservation-oriented urban planning system. In particular, the fine urban planning and management regulations play an active role in promoting the protection, inheritance and development of urban features, summing up the successful experiences of Paris in inheriting urban features, improving city quality, and enhancing city competitiveness. In order to provide a useful reference for Chinese cities to attach importance to and realize the inheritance of urban style and features in the process of renewal and transformation under the background of "stock planning" in the new period.
