【摘要】：在城鄉(xiāng)發(fā)展一體化的背景下,國家不斷推出利好政策,推動鄉(xiāng)村健康發(fā)展。而直面鄉(xiāng)村發(fā)展中出現(xiàn)的衰敗、異化和村民利益邊緣化等問題,重拾鄉(xiāng)村特色、尊重村民意愿的鄉(xiāng)村復興成為大勢所趨。傳統(tǒng)鄉(xiāng)村承載著鄉(xiāng)土文化、風土人情,是文化得以傳承、村民賴以生存的載體。而鄉(xiāng)村復興便是對鄉(xiāng)村價值的再認識與螺旋式回歸,強調(diào)既要保持鄉(xiāng)土文化、延續(xù)傳統(tǒng)生活方式,又要重塑鄉(xiāng)村活力、實現(xiàn)可持續(xù)發(fā)展,使鄉(xiāng)村美好、村民富足。因此,村民利益導向的鄉(xiāng)村復興是鄉(xiāng)村轉(zhuǎn)型的方向,也是時代發(fā)展的需求。蘇南地區(qū)作為我國鄉(xiāng)村發(fā)展水平最高的地區(qū)之一,對其他地區(qū)鄉(xiāng)村發(fā)展具有借鑒意義。同時,蘇南地區(qū)具有獨特的地域文化特色、突出的經(jīng)濟變遷過程、完善的合作經(jīng)濟制度。對蘇南鄉(xiāng)村進行復興規(guī)劃研究既能促進蘇南鄉(xiāng)村轉(zhuǎn)型,又能為中國鄉(xiāng)村發(fā)展提供參考。研究首先對改革開放以來蘇南鄉(xiāng)村發(fā)展歷程分為鄉(xiāng)村工業(yè)化時期、內(nèi)外資多元驅(qū)動時期和城鄉(xiāng)一體化時期,對三個時期鄉(xiāng)村發(fā)展情況進行分析總結(jié),探討各時期內(nèi)村民利益訴求及保障情況。其次,根據(jù)蘇南地區(qū)三個時期的分析,歸納總結(jié)出蘇南鄉(xiāng)村在發(fā)展過程中存在的經(jīng)濟發(fā)展乏力、鄉(xiāng)村文化流失、公眾參與不足、村民利益被駁等問題。再次,綜合運用鄉(xiāng)村地理學、人居環(huán)境學、生態(tài)經(jīng)濟學、公眾參與階梯理論等對鄉(xiāng)村復興的內(nèi)涵和目標進行界定,并通過實地調(diào)研走訪了解村民利益訴求,確定利益保障目標�；诖�,對蘇南鄉(xiāng)村從規(guī)劃、社會、經(jīng)濟、文化、生態(tài)等方面進行復興,以村民利益為導向,建設(shè)有規(guī)劃科學、社會和諧、經(jīng)濟多元、文化繁榮、生態(tài)優(yōu)美的美麗鄉(xiāng)村。研究的主要結(jié)論有:蘇南鄉(xiāng)村建設(shè)及村民利益保障情況有待提高;蘇南鄉(xiāng)村建設(shè)應(yīng)以村民利益訴求為主導;村民利益主導的鄉(xiāng)村復興應(yīng)綜合考慮規(guī)劃、社會、經(jīng)濟、文化、生態(tài)等方面進行,以期實現(xiàn)鄉(xiāng)村的復興與繁榮。
[Abstract]:In the context of the integration of urban and rural development, the state has continuously launched favorable policies to promote the healthy development of rural areas. In the face of the problems of decline, alienation and marginalization of villagers' interests in rural development, the country has regained its rural characteristics. The rural rejuvenation that respects the will of the villagers becomes the trend of the times. The traditional villages carry the local culture, local customs and customs, are the carriers of the culture, and the villagers depend on the survival. And the rural rejuvenation is the re-recognition and spiral return of the rural values. Stressing that it is necessary to maintain the local culture, to continue the traditional way of life, to reshape the vitality of the rural areas, to realize sustainable development, to make the villages beautiful and prosperous. Therefore, the rural revival guided by the villagers' interests is the direction of the rural transformation, It is also the demand of the development of the times. As one of the areas with the highest level of rural development in China, the southern Jiangsu region has a reference significance for the rural development of other regions. At the same time, the southern Jiangsu region has unique regional cultural characteristics and prominent economic change process. The research on rural rejuvenation planning in southern Jiangsu can not only promote the transformation of rural areas in southern Jiangsu, but also provide a reference for the development of Chinese villages. First of all, the rural development in southern Jiangsu is divided into the period of rural industrialization since the reform and opening to the outside world. In the period of multiple driving and urban-rural integration, the author analyzes and summarizes the situation of rural development in three periods, and probes into the situation of villagers' interests and protection in each period. Secondly, according to the analysis of the three periods in southern Jiangsu, Summing up the problems existing in the process of development of rural areas in southern Jiangsu Province, such as lack of economic development, loss of rural culture, insufficient public participation, refuting of villagers' interests, etc. Thirdly, comprehensive use of rural geography, human settlements, ecological economics, etc. The theory of public participation ladder defines the connotation and goal of rural rejuvenation, and through field investigation, visits and visits to understand villagers' interest demands, and determines the goal of interest protection. Based on this, the planning, social, economic, and cultural aspects of rural areas in southern Jiangsu are discussed. Ecological and other aspects of the rejuvenation, guided by the interests of villagers, the construction of planning science, social harmony, economic diversity, cultural prosperity, The main conclusions of the study are as follows: the rural construction in southern Jiangsu and the protection of villagers' interests should be improved; the rural construction in southern Jiangsu should be led by the demands of villagers' interests; and the rural rejuvenation under the guidance of villagers' interests should be comprehensively considered and planned. Social, economic, cultural, ecological and other aspects, in order to achieve rural revival and prosperity.
