基于海綿城市理念的南寧市昆侖大道片區(qū)新區(qū)規(guī)劃研究

【摘要】:隨著城市新區(qū)開發(fā)建設(shè)不斷加快,傳統(tǒng)的新區(qū)規(guī)劃建設(shè)方法忽略對(duì)水環(huán)境的保護(hù)及利用,導(dǎo)致新區(qū)水環(huán)境污染,不透水地面急劇增加,城市洪水頻發(fā),城市的發(fā)展與生態(tài)資源環(huán)境未能和諧共存等問題。為了彌補(bǔ)傳統(tǒng)新區(qū)規(guī)劃設(shè)計(jì)的不足,本文將引入海綿城市理念,引導(dǎo)和調(diào)控城市新區(qū)規(guī)劃設(shè)計(jì),為城市新區(qū)規(guī)劃建設(shè)提供的新思路,實(shí)現(xiàn)城市新區(qū)開發(fā)建設(shè)與資源環(huán)境保護(hù)的平衡。作為全國海綿城市建設(shè)的試點(diǎn)城市,本論文研究的對(duì)象是南寧市新區(qū)昆侖大道片區(qū)規(guī)劃。首先,文章闡述了海綿城市、低影響開發(fā)、生態(tài)城市的概念和內(nèi)涵特征,簡單概括了 LID與海綿城市、海綿城市與生態(tài)城市的關(guān)系。對(duì)LID場地規(guī)劃設(shè)計(jì)理論,海綿城市相關(guān)理論進(jìn)行研究,歸納出海綿城市新區(qū)規(guī)劃的3個(gè)原則,明確新區(qū)規(guī)劃需要落實(shí)的控制目標(biāo),總結(jié)目標(biāo)落實(shí)5點(diǎn)思路和5點(diǎn)規(guī)劃方法以及LID場地規(guī)劃的5個(gè)設(shè)計(jì)理念和4個(gè)設(shè)計(jì)方法。其次,在相關(guān)理論學(xué)習(xí)的基礎(chǔ)上,深刻剖析了4例國內(nèi)外海綿城市規(guī)劃實(shí)踐案例,從舊區(qū)重建和新區(qū)規(guī)劃兩方面了解了具體的設(shè)計(jì)方法,總結(jié)經(jīng)驗(yàn)并從中獲得4點(diǎn)啟示。再次,將海綿城市理論和實(shí)踐的研究運(yùn)用到昆侖大道新區(qū)規(guī)劃中。通過結(jié)合GIS、湘源軟件模擬地形、匯水特征、自然排水分區(qū),結(jié)合水系植被分布識(shí)別昆侖大道片區(qū)的海綿本底,構(gòu)建海綿格局、確定海綿功能區(qū)劃,提出海綿城市建設(shè)目標(biāo),具體為年徑流總量那平江流域≥75%、四塘江流域≥80%;水面率≥18%;綠地率≥38.99%;排水防澇標(biāo)準(zhǔn)為30年一遇。最后,得到昆侖大道片區(qū)新區(qū)規(guī)劃成果。通過水文循環(huán)構(gòu)建生態(tài)格局以水循環(huán)為主線,提出“一帶兩軸,四廊五組”規(guī)劃布局結(jié)構(gòu),土地利用布局遵循新區(qū)自然地形,路網(wǎng)適應(yīng)水系,綠化與水系道路結(jié)合分散滲透,分區(qū)排水,創(chuàng)造開放空間,力求在城市新區(qū)開發(fā)建設(shè)和自然環(huán)境資源保護(hù)兩個(gè)方面實(shí)現(xiàn)共贏。論文試圖將海綿城市理論融入城市新區(qū)規(guī)劃中,探尋新區(qū)規(guī)劃實(shí)踐新方法和新思路,為未來城市新區(qū)的規(guī)劃設(shè)計(jì)與海綿城市建設(shè)提供參考與借鑒。
[Abstract]:With the rapid development and construction of new urban areas, the traditional planning and construction of new areas ignore the protection and utilization of the water environment, resulting in the water environment pollution, impermeable surface of the rapid increase, frequent urban floods. In order to make up for the deficiency of traditional new district planning and design, this paper will introduce the concept of sponge city to guide and regulate the planning and design of new urban area. It provides a new way of thinking for the planning and construction of new urban districts and realizes the balance between the development and construction of new urban areas and the protection of resources and environment. It is a pilot city for the construction of sponge cities in China. The object of this paper is the planning of Kunlun Avenue in Nanning New District. Firstly, the paper expounds the concept and connotation of sponge city, low impact development, ecological city, and summarizes the concept and connotation of LID and sponge city. The relationship between sponge city and ecological city. This paper studies the theory of LID site planning and design, and summarizes the three principles of sponge city new area planning. Clear the new area planning needs to implement the control objectives, summed up the implementation of the goal 5 ideas and 5 points of planning methods, LID site planning 5 design concepts and 4 design methods. Secondly. Based on the study of relevant theories, this paper deeply analyzes four cases of sponge urban planning practice at home and abroad, and understands the specific design methods from the two aspects of old district reconstruction and new area planning. Summing up the experience and obtaining 4 enlightenment. Thirdly, the theory and practice of sponge city is applied to the planning of Kunlun Avenue New area. By combining GIS-Xiangyuan software to simulate the terrain, catchment characteristics. Natural drainage zoning, combined with the distribution of water vegetation to identify the sponge background of Kunlun Avenue area, to construct sponge pattern, to determine the sponge functional zoning, and to put forward the construction objectives of sponge city.
