【摘要】：當(dāng)前,我國(guó)正處于城鎮(zhèn)化快速發(fā)展階段。《國(guó)家新型城鎮(zhèn)化規(guī)劃(2014-2020年)》和“十三五”規(guī)劃綱要都提出將“1億左右農(nóng)業(yè)人口在城鎮(zhèn)落戶”作為近期建設(shè)的發(fā)展目標(biāo)之一,城鎮(zhèn)人口的增加相對(duì)應(yīng)的必然是鄉(xiāng)村人口的縮減,收縮式的建設(shè)模式將成為鄉(xiāng)村未來(lái)一段時(shí)間的發(fā)展常態(tài)。蘇南鄉(xiāng)村發(fā)展起步早、速度快,是我國(guó)農(nóng)村發(fā)展的典范,但其空間也存在一定的收縮狀況。政策層面的收縮發(fā)展趨勢(shì)和蘇南鄉(xiāng)村人口實(shí)質(zhì)性減少的現(xiàn)實(shí)都亟待以一定的理論依據(jù)來(lái)指導(dǎo)蘇南鄉(xiāng)村空間的發(fā)展,因此研究精明收縮視角下蘇南鄉(xiāng)村空間的轉(zhuǎn)型優(yōu)化具有現(xiàn)實(shí)意義。本文采用文獻(xiàn)分析和實(shí)地調(diào)研相結(jié)合的研究方法,總結(jié)問(wèn)題,剖析原因,提出策略,可以為蘇南鄉(xiāng)村規(guī)劃提供決策依據(jù)和理論支持,同時(shí)也為其他地區(qū)鄉(xiāng)村轉(zhuǎn)型發(fā)展提供參考借鑒。首先,對(duì)精明收縮的相關(guān)理論研究進(jìn)行解讀,提出鄉(xiāng)村精明收縮的內(nèi)涵、實(shí)施措施和作用對(duì)象;其次,對(duì)蘇南鄉(xiāng)村空間發(fā)展演變歷程進(jìn)行剖析,總結(jié)其影響因素及演變特征,并在對(duì)蘇南地區(qū)14個(gè)村莊280份問(wèn)卷進(jìn)行統(tǒng)計(jì)分析的基礎(chǔ)上,從收縮原則、收縮進(jìn)程、保障機(jī)制和存量土地更新四個(gè)角度探究蘇南鄉(xiāng)村空間收縮過(guò)程中產(chǎn)生的問(wèn)題;再次,將精明收縮理論與蘇南鄉(xiāng)村空間發(fā)展需求相耦合,探討精明收縮視角下蘇南鄉(xiāng)村空間的優(yōu)化趨勢(shì),有針對(duì)性地提出“適度適量的收縮原則”、“彈性協(xié)調(diào)的收縮機(jī)制”、“多方協(xié)作的保障機(jī)制”和“存量土地更新優(yōu)化”四條發(fā)展策略,并對(duì)收縮后的村莊因地制宜、因時(shí)制宜地提出“適度增長(zhǎng)、保持穩(wěn)定和撤并收縮”三種特色各異、重點(diǎn)突出的發(fā)展模式。最后以蘇州市吳江區(qū)震澤鎮(zhèn)齊心村為例對(duì)理論研究成果進(jìn)行實(shí)證檢驗(yàn)。
[Abstract]:Current. China is in the stage of rapid development of urbanization. Both the "13th Five-Year Plan" and the "13th Five-Year Plan" proposed that "about 100 million agricultural population should be settled in cities and towns" as one of the development objectives of the recent construction. The increase of urban population is bound to correspond to the reduction of rural population, and the contractile construction mode will become the normal development of rural areas for some time in the future. The rural development in southern Jiangsu starts early, and the speed is fast. Is the model of rural development in China. However, there is also a certain shrinking situation in its space. The development trend of policy contraction and the reality of the substantial reduction of rural population in southern Jiangsu need to be guided by certain theoretical basis to guide the development of rural space in southern Jiangsu. Therefore, it is of practical significance to study the transformation and optimization of rural space in southern Jiangsu province from the perspective of shrewd contraction. This paper adopts the research method of combining literature analysis and field investigation, summarizes the problems, analyzes the reasons, and puts forward some strategies. It can provide decision-making basis and theoretical support for rural planning in southern Jiangsu, and also provide reference for rural transformation and development in other areas. First, the paper interprets the relevant theoretical research of shrewd contraction. Put forward the connotation of rural shrewd contraction, the implementation measures and the role of the object; Secondly, it analyzes the evolution of rural space in southern Jiangsu, summarizes its influencing factors and evolution characteristics, and on the basis of statistical analysis of 280 questionnaires in 14 villages in southern Jiangsu, from the principle of contraction. From the four angles of contractile process, security mechanism and inventory land renewal, the paper probes into the problems arising in the process of rural space contraction in southern Jiangsu; Thirdly, the shrewd contraction theory is coupled with the development demand of rural space in southern Jiangsu, and the optimization trend of rural space in southern Jiangsu is discussed in the perspective of shrewd contraction, and the "moderate shrinkage principle" is put forward. "flexible and coordinated contraction mechanism", "multi-cooperative guarantee mechanism" and "inventory land renewal optimization" four development strategies, and the contracted villages according to local conditions, according to the appropriate time to put forward "moderate growth." To maintain stability and withdraw and shrink "three different characteristics of the development model with outstanding emphasis. Finally, taking Qi Xin Village, Zhenze Town, Wu Jiang District of Suzhou City as an example, the theoretical research results are tested empirically.
