【摘要】：2008年以來,針對(duì)全球周期性經(jīng)濟(jì)危機(jī)和國內(nèi)經(jīng)濟(jì)過熱等形勢,中國政府進(jìn)行了一系列理論和實(shí)踐嘗試,影響了城市規(guī)劃長期的變革方向和"十三五"近期的規(guī)劃工作重點(diǎn)。文章在歸納不同國家和地區(qū)應(yīng)對(duì)經(jīng)濟(jì)危機(jī)的新自由主義模式的基礎(chǔ)上,對(duì)中國城市規(guī)劃的變革方向提出建議:首先,城市政策和規(guī)劃需尊重與遵循城市發(fā)展(包括當(dāng)前的判斷)的多元交織和復(fù)雜性客觀規(guī)律。其次,長遠(yuǎn)來看,應(yīng)正確處理好市場調(diào)節(jié)與城市規(guī)劃等政府干預(yù)的"最優(yōu)和平衡"矛盾統(tǒng)一關(guān)系;近期來看,"十三五"是中國城市經(jīng)濟(jì)發(fā)展的重要調(diào)整期和機(jī)遇期,城市規(guī)劃變革和城市政策應(yīng)注重三個(gè)"側(cè)"回歸,即"回歸東部地區(qū)""回歸城市中心區(qū)""回歸特大城市和地區(qū)"。
[Abstract]:Since 2008, the Chinese government has made a series of theoretical and practical attempts in view of the global cyclical economic crisis and overheated domestic economy. It has influenced the long-term reform direction of urban planning and the focus of the recent planning of the 13th Five-Year Plan. The article summarizes the neoliberal model of different countries and regions to cope with the economic crisis. First, urban policy and planning should respect and follow the multiple intertwined and complex laws of urban development (including current judgment). Secondly, in the long run. The contradiction and unity of "optimal and balanced" between government intervention such as market regulation and urban planning should be handled correctly. In the near future, the 13th Five-Year Plan is an important adjustment period and an opportunity period for China's urban economic development. Urban planning reform and urban policy should pay attention to the return of three "sides". That is, return to the eastern region, return to the urban center, return to the megacities and regions.
