【摘要】：空間規(guī)劃和空間規(guī)劃的編制實(shí)施管理在城鄉(xiāng)空間治理中發(fā)揮著至關(guān)重要的作用。上海通過(guò)市-區(qū)-鎮(zhèn)三級(jí)"兩規(guī)合一"和以"上海2040"編制為契機(jī)的"多規(guī)合一"兩個(gè)工作階段,系統(tǒng)研究梳理了空間規(guī)劃的編制實(shí)施管理工作。從統(tǒng)一規(guī)劃體系、協(xié)同技術(shù)手段和簡(jiǎn)化行政程序3個(gè)方面入手,探索了橫向上以城鄉(xiāng)規(guī)劃和土地利用規(guī)劃為主體、融合其他專項(xiàng)規(guī)劃,縱向上以空間規(guī)劃體系深化落實(shí)空間布局和各項(xiàng)空間政策,貫穿規(guī)劃編制、實(shí)施、監(jiān)督的全過(guò)程的空間治理方式的系統(tǒng)性變革。
[Abstract]:Spatial planning and the implementation and management of spatial planning play a vital role in urban and rural spatial governance. Shanghai takes "Shanghai 2040" as a turning point through the "integration of two rules" at the three levels of city, district and town. Multiple rules in one "two stages of work." This paper systematically studies and combs the management of the compilation and implementation of spatial planning, starting from three aspects: unified planning system, collaborative technical means and simplified administrative procedures. Explored horizontal urban and rural planning and land use planning as the main body, the integration of other special planning, vertical spatial planning system to deepen the implementation of spatial layout and various spatial policies, through planning preparation, implementation. The supervision of the entire process of spatial governance style of systematic change.
