【摘要】：目前,住房和城鄉(xiāng)建設(shè)部發(fā)出關(guān)于征求《關(guān)于進(jìn)一步推進(jìn)工程總承包發(fā)展的若干意見(征求意見稿)》意見的函,倡導(dǎo)工程建設(shè)項(xiàng)目采用工程總承包模式,鼓勵(lì)有實(shí)力的工程設(shè)計(jì)和施工企業(yè)開展工程總承包業(yè)務(wù)。巖土工程勘察、設(shè)計(jì)、施工一體化專項(xiàng)承包業(yè)務(wù)是近年來由于市場(chǎng)的需求正在逐步發(fā)展起來的一種新型工程總承包業(yè)務(wù)類型,正處于培育發(fā)展階段。我國(guó)巖土工程行業(yè)具有企業(yè)數(shù)量多、規(guī)模小的特點(diǎn)。巖土工程行業(yè)的集中度較低,要想在國(guó)內(nèi)巖土工程行業(yè)未來的發(fā)展中大力促進(jìn)勘察、設(shè)計(jì)、施工一體化業(yè)務(wù)的發(fā)展,以提高國(guó)內(nèi)巖土工程企業(yè)在國(guó)際市場(chǎng)上的綜合競(jìng)爭(zhēng)力進(jìn)而提高盈利能力,則需要國(guó)家建設(shè)行政主管部門針對(duì)巖土工程勘察、設(shè)計(jì)、施工一體化專項(xiàng)承包這一新型業(yè)務(wù)專門制定相應(yīng)政策和制度,以推進(jìn)該類型業(yè)務(wù)的快速發(fā)展。
[Abstract]:At present, the Ministry of housing and urban issued for "suggestions on further promoting the development of EPC (Draft)" opinion letter, advocate the construction project by project general contracting mode, encourage the engineering design and construction enterprises have the strength to carry out engineering contracting business. The design of geotechnical engineering investigation. The integration of special construction contracting business in recent years as a new engineering market demand is gradually developed in the general contracting business type, is in the development stage. The industry of geotechnical engineering in China has a large number of enterprises, small scale features. Geotechnical engineering industry concentration is low, in order to design in the domestic rock soil engineering industry in the future development and vigorously promote the development of construction, survey, business integration, in order to improve the comprehensive competitiveness in the international market of domestic geotechnical engineering enterprises and improve profitability In order to promote the rapid development of this type of business, we need the national construction administrative department to formulate corresponding policies and systems for the new business of geotechnical engineering investigation, design and construction integrated special contracting.

【正文快照】： 0引言工程總承包是指從事工程總承包的企業(yè)受業(yè)主委托,按照合同約定對(duì)工程項(xiàng)目的勘察、設(shè)計(jì)、采購(gòu)、施工、試運(yùn)行(竣工驗(yàn)收)等實(shí)行全過程或若干階段的承包。經(jīng)過20多年的發(fā)展,工程總承包在我國(guó)從無到有,特別是在石油化工、冶金、紡織等領(lǐng)域取得了很好的效果,積累了一定經(jīng)驗(yàn)。2
