【摘要】：介紹長(zhǎng)期照護(hù)服務(wù)的概念及意義,從籌資方式、照護(hù)形式、法律保障、護(hù)理質(zhì)量監(jiān)督與審查、人力資源等方面總結(jié)英國(guó)、美國(guó)、日本、加拿大等發(fā)達(dá)國(guó)家長(zhǎng)期照護(hù)體系的經(jīng)驗(yàn)。鑒于我國(guó)長(zhǎng)期照護(hù)服務(wù)存在日益增長(zhǎng)的需求難以滿(mǎn)足、以家庭護(hù)理為主、專(zhuān)業(yè)護(hù)理不足等現(xiàn)狀及問(wèn)題,借鑒國(guó)外經(jīng)驗(yàn),提出在我國(guó)人口老齡化的背景下,應(yīng)提高政府意識(shí),構(gòu)建多元化籌資、多形式的長(zhǎng)期照護(hù)服務(wù)體系,并建立相關(guān)人力培訓(xùn)及質(zhì)量監(jiān)控體制,加強(qiáng)醫(yī)療照護(hù)與社會(huì)照護(hù)資源的合作與整合。
[Abstract]:This paper introduces the concept and significance of long term care service, and summarizes the experience of long term care system in developed countries such as England, USA, Japan and Canada from the aspects of financing, care form, legal guarantee, supervision and examination of nursing quality, human resources and so on. In view of the increasing demand for long-term care services in China, the current situation and problems, such as family nursing, insufficient professional nursing, and so on, are discussed. In view of the experience of foreign countries, the government consciousness should be raised under the background of aging population in our country. To build a diversified financing, multi-form long-term care service system, and establish the related manpower training and quality monitoring system, strengthen the cooperation and integration of medical care and social care resources.
