【摘要】：介紹長期照護服務的概念及意義,從籌資方式、照護形式、法律保障、護理質(zhì)量監(jiān)督與審查、人力資源等方面總結(jié)英國、美國、日本、加拿大等發(fā)達國家長期照護體系的經(jīng)驗。鑒于我國長期照護服務存在日益增長的需求難以滿足、以家庭護理為主、專業(yè)護理不足等現(xiàn)狀及問題,借鑒國外經(jīng)驗,提出在我國人口老齡化的背景下,應提高政府意識,構(gòu)建多元化籌資、多形式的長期照護服務體系,并建立相關(guān)人力培訓及質(zhì)量監(jiān)控體制,加強醫(yī)療照護與社會照護資源的合作與整合。
[Abstract]:This paper introduces the concept and significance of long term care service, and summarizes the experience of long term care system in developed countries such as England, USA, Japan and Canada from the aspects of financing, care form, legal guarantee, supervision and examination of nursing quality, human resources and so on. In view of the increasing demand for long-term care services in China, the current situation and problems, such as family nursing, insufficient professional nursing, and so on, are discussed. In view of the experience of foreign countries, the government consciousness should be raised under the background of aging population in our country. To build a diversified financing, multi-form long-term care service system, and establish the related manpower training and quality monitoring system, strengthen the cooperation and integration of medical care and social care resources.
