長春市民辦養(yǎng)老機構存在的問題及對策研究

【摘要】:為應對各種社會因素造成的社會養(yǎng)老壓力沖擊,國家鼓勵民辦養(yǎng)老機構的建立,并為民辦養(yǎng)老機構提供一系列的支持政策,民辦養(yǎng)老行業(yè)隨之興起。至2009年底,全國老年福利機構3.8萬個,床位2662萬張,收養(yǎng)173萬余老年人,養(yǎng)老機構在數(shù)量、規(guī)模上都呈現(xiàn)快速增長的勢頭。民辦養(yǎng)老機構已經(jīng)成為家庭養(yǎng)老和社會養(yǎng)老的重要補充。但由于政策及政策落實的缺失、行業(yè)管理標準的不完善、機構缺乏充足的資金及人力資源供給,民辦養(yǎng)老機構在服務水平提高和持續(xù)發(fā)展方面仍面臨諸多問題。 本文以長春市民辦養(yǎng)老機構為研究對象,通過網(wǎng)上資料搜集、電話咨詢、實地走訪對養(yǎng)老機構服務的發(fā)展現(xiàn)狀進行調查和綜合分析,指出了民辦養(yǎng)老機構存在的供需矛盾、設施與標準落后、養(yǎng)護人員數(shù)量少且素質較低、市場化與公益性矛盾等問題,并針對上述問題和矛盾分析了其產(chǎn)生的原因,通過理論研究并結合其他地區(qū)的經(jīng)驗,提出從落實扶持政策、創(chuàng)新管理理念、完善監(jiān)管制度,提升專業(yè)化服務水平等方面推進長春市民辦養(yǎng)老機構發(fā)展的對策建議。
[Abstract]:In order to deal with the pressure of social pension caused by various social factors, the state encourages the establishment of private pension institutions, and provides a series of support policies for private pension institutions. By the end of 2009, there were 38000 welfare institutions for the elderly, 26.62 million beds, more than 1.73 million old people adopted, and the number and scale of pension institutions were all showing a rapid growth momentum. Private pension institutions have become an important supplement to the family and social endowment. However, due to the lack of policies and policies, the imperfections of industry management standards, the lack of adequate funds and human resources, private pension institutions are still faced with many problems in improving the service level and sustainable development. This paper takes the private pension institutions in Changchun as the research object, through the online data collection, telephone consultation, field visits to the status quo of the development of pension institutions to investigate and comprehensive analysis, pointed out the contradictions between supply and demand of private pension institutions. Facilities and standards are backward, the number of maintenance personnel is low, the quality of maintenance personnel is low, the contradiction between marketization and public welfare, etc., and the causes of the above problems and contradictions are analyzed, through theoretical research and combined with the experience of other regions, The countermeasures and suggestions to promote the development of private pension institutions in Changchun are put forward in terms of implementing supporting policies, innovating management concepts, perfecting the supervision system, and improving the level of specialized service.
