【摘要】：國(guó)家治理能力現(xiàn)代化的一個(gè)任務(wù)是提升政府的社會(huì)性監(jiān)管能力�；贠ECD的分析框架,監(jiān)管能力分級(jí)衡量指標(biāo)體系應(yīng)包含監(jiān)管機(jī)構(gòu)建設(shè)、監(jiān)管工具使用和監(jiān)管政策質(zhì)量。使用這一體系對(duì)2013年環(huán)境保護(hù)部、國(guó)家食品藥品監(jiān)督管理總局和衛(wèi)生與計(jì)劃生育監(jiān)督中心三個(gè)機(jī)構(gòu)進(jìn)行分級(jí)定性評(píng)估,發(fā)現(xiàn)環(huán)境保護(hù)部的監(jiān)管能力最高,國(guó)家食品藥品監(jiān)督管理總局次之,衛(wèi)生與計(jì)劃生育監(jiān)督中心相對(duì)較弱。從整體上看,目標(biāo)監(jiān)管機(jī)構(gòu)獨(dú)立性不足,職能權(quán)力不夠集中,監(jiān)管工具單一缺乏,同時(shí)監(jiān)管政策缺乏彈性,是我國(guó)目前社會(huì)性監(jiān)管機(jī)構(gòu)能力的共同問(wèn)題,因此需要從以上三個(gè)方面來(lái)加強(qiáng)監(jiān)管能力建設(shè)。
[Abstract]:One of the tasks of the modernization of national governance capacity is to enhance the social supervision ability of the government. Based on the analytical framework of OECD, the index system of rating and measuring supervision ability should include the construction of regulatory institutions. The use of regulatory tools and the quality of regulatory policies. The system was used to assess the environmental protection department, the State Administration of Food and Drug Administration and the Health and Family Planning Supervision Center in 2013. It was found that the Ministry of Environmental Protection had the highest supervisory capacity, followed by the State Administration of Food and Drug Administration, and the Health and Family Planning Supervision Center was relatively weak. On the whole, the target regulatory bodies were not independent enough and their functions were not centralized enough. The lack of a single regulatory tool and the lack of flexibility of regulatory policies are common problems in the capacity of social regulatory institutions in China at present, so we need to strengthen the construction of regulatory capacity from the above three aspects.
