【摘要】:農(nóng)業(yè)信息化過(guò)程是一個(gè)多部門(mén)、多學(xué)科集成的系統(tǒng)工程,農(nóng)業(yè)信息化是指在農(nóng)業(yè)的生產(chǎn)、分配、消費(fèi)和農(nóng)村經(jīng)濟(jì)、社會(huì)、技術(shù)及其他方面,綜合利用現(xiàn)代智能工具,實(shí)現(xiàn)農(nóng)業(yè)生產(chǎn)、管理以及農(nóng)業(yè)產(chǎn)品消費(fèi)、營(yíng)銷(xiāo)的智能化、科學(xué)化過(guò)程。目前,農(nóng)業(yè)信息技術(shù)正在成為農(nóng)業(yè)信息化過(guò)程中至關(guān)重要的研究新焦點(diǎn)。本文采用了定性分析和實(shí)證分析策略,在相關(guān)文獻(xiàn)研究和農(nóng)業(yè)信息資源的基礎(chǔ)上,分析了衡陽(yáng)市農(nóng)村信息資源的相關(guān)因素,發(fā)現(xiàn)目前衡陽(yáng)市各涉農(nóng)部門(mén)、企業(yè)在農(nóng)村信息化服務(wù)方面各自都已做了大量的工作,但缺乏針對(duì)各種資源進(jìn)行統(tǒng)一、高效的整合,因此存在基層農(nóng)業(yè)部門(mén)間信息不暢的嚴(yán)重問(wèn)題。提出了農(nóng)業(yè)部門(mén)應(yīng)在政府主導(dǎo)下,將原來(lái)各部門(mén)服務(wù)三農(nóng)的功能融合在一起的建設(shè)性方案,通過(guò)技術(shù)支撐平臺(tái)有效整合全省資源,統(tǒng)一管理、合理調(diào)度,才有望實(shí)現(xiàn)資源聯(lián)通、信息共享,也進(jìn)一步明確了農(nóng)村信息化建設(shè)對(duì)于建設(shè)新農(nóng)村的意義。隨后,采用定量分析來(lái)驗(yàn)證上面所提出的、新的、建設(shè)性方案的可行性。通過(guò)數(shù)值分析利用現(xiàn)有的通信平臺(tái),建立以現(xiàn)代信息技術(shù)為依托的農(nóng)村信息綜合服務(wù)體系,用實(shí)際數(shù)據(jù)說(shuō)明了按照“科技支撐、資源整合、功能互補(bǔ)、重在實(shí)用”的建設(shè)原則,找到了全衡陽(yáng)市農(nóng)業(yè)信息化科技服務(wù)資源在整合前后服務(wù)效果的差異,并比較分析了參照組湖北赤壁市的農(nóng)業(yè)信息化相關(guān)數(shù)據(jù)。為農(nóng)業(yè)生產(chǎn)者、管理者和決策者提高科學(xué)管理水平,提供了可供參考的具體實(shí)證數(shù)據(jù)。農(nóng)業(yè)信息化建設(shè)是現(xiàn)代農(nóng)業(yè)的重要標(biāo)志之一,要想全面提高衡陽(yáng)市農(nóng)民的整體收入水平,真正加快農(nóng)業(yè)信息化的發(fā)展和進(jìn)程,必須建立完善的、高效的、統(tǒng)一的農(nóng)業(yè)信息化管理平臺(tái)。
[Abstract]:The process of agricultural informatization is a multi-sector, multi-disciplinary integrated system engineering. Agricultural informatization refers to the comprehensive use of modern intelligent tools in agricultural production, distribution, consumption and rural economy, society, technology and other aspects. To realize the intelligent and scientific process of agricultural production, management and consumption and marketing of agricultural products. Agricultural information technology is becoming a new research focus in the process of agricultural information. This paper adopts qualitative analysis and empirical analysis strategy, based on the related literature research and agricultural information resources. By analyzing the relevant factors of rural information resources in Hengyang City, it is found that at present, all agricultural departments and enterprises in Hengyang City have done a lot of work in the field of rural information services, but lack of unified and efficient integration of all kinds of resources. As a result, there is a serious problem of poor information among the grass-roots agricultural sectors. A constructive plan has been put forward that the agricultural sector should be led by the Government to integrate the functions of the original sectors in serving agriculture, rural areas and farmers. Through the technical support platform to effectively integrate the resources of the province, unified management, reasonable scheduling, it is expected to achieve resource connectivity, information sharing, and further clarify the significance of rural information construction for the construction of new rural areas. Using quantitative analysis to verify the feasibility of the new and constructive scheme proposed above. Through numerical analysis and using the existing communication platform, the comprehensive rural information service system based on modern information technology is established. According to the construction principle of "science and technology support, resources integration, function complementation and practicality", the difference of service effect before and after the integration of agricultural information service resources in Hengyang City is found. The relative data of agricultural informatization in Chibi City, Hubei Province are compared and analyzed to improve the scientific management level for agricultural producers, managers and decision makers. The construction of agricultural informatization is one of the important symbols of modern agriculture. In order to improve the overall income level of farmers in Hengyang City, we should really speed up the development and process of agricultural informatization. Must establish perfect, efficient, unified agricultural information management platform.
