【摘要】：當(dāng)前處于轉(zhuǎn)型期的中國，，社會結(jié)構(gòu)正進行著大的調(diào)整，原有的利益結(jié)構(gòu)也面臨重新洗牌，由拆遷、欠薪等引起的群體性事件時有發(fā)生。而互聯(lián)網(wǎng)的普及和應(yīng)用，給人們?nèi)遮呚S富且復(fù)雜的生活帶來了極大便利的同時，也使得更多深層的社會矛盾和利益沖突日益浮現(xiàn)在公眾視野中，給政府的公共治理也帶來了極大的挑戰(zhàn)。尤其是當(dāng)一個群體性事件發(fā)生時，網(wǎng)絡(luò)這個平臺成為了人們接收信息、發(fā)表意見的第一選擇，而大量網(wǎng)民的聚集很容易引起輿論場的形成，網(wǎng)絡(luò)輿情“雙刃劍”的作用也表現(xiàn)的愈加明顯，它在推動經(jīng)濟發(fā)展和社會進步的同時，也能混淆公眾視聽，擾亂正常的社會秩序。而政府在群體性事件發(fā)生時，如何很好的應(yīng)對網(wǎng)絡(luò)輿情，客觀進行看待，進而采取合理有效的應(yīng)對策略，避免其負面影響，是一個急需解決的問題。 當(dāng)前我國學(xué)者已經(jīng)對群體性事件從概念、理論和應(yīng)對等各個方面進行了深入的研究，也對網(wǎng)絡(luò)輿情進行了探析，一個較為完善的理論體系已經(jīng)初步形成，但是對群體性事件中的網(wǎng)絡(luò)輿情的研究還處于初步階段，還應(yīng)該進一步加強理論和應(yīng)對策略的研究。本文圍繞著群體性事件中網(wǎng)絡(luò)輿情的政府應(yīng)對進行探究，并結(jié)合遼寧莊河市“千人跪倒市長”事件進行合理分析，介紹了群體性事件中網(wǎng)絡(luò)輿情的形成以及其發(fā)展變動的特點，分析了政府在應(yīng)對群體性事件中網(wǎng)絡(luò)輿情時所面臨的一些問題，以及在應(yīng)對群體性事件中網(wǎng)絡(luò)輿情時，政府作用失效的原因，并針對這些問題提出相應(yīng)的對策建議，如政府應(yīng)該加強對網(wǎng)絡(luò)的監(jiān)管力度，注重與公民的有效互動，提高政府自身的行政執(zhí)行能力，加快政府體制改革，構(gòu)建公平正義的社會環(huán)境等。
[Abstract]:At present, in China, the social structure is undergoing great adjustment, the original interest structure is also facing reshuffle, and mass incidents caused by demolition, arrears of wages and so on occur from time to time. The popularity and application of the Internet not only brings great convenience to people's increasingly rich and complex life, but also makes more deep social contradictions and conflicts of interest emerge day by day in the public vision. It also brings great challenges to the public governance of the government. Especially when a group event occurs, the network platform has become the first choice for people to receive information and express their opinions, and the gathering of a large number of netizens can easily lead to the formation of public opinion. The role of network public opinion "double-edged sword" is also more and more obvious. It can not only promote economic development and social progress, but also confuse the public and disturb the normal social order. How to deal with the network public opinion objectively, and then adopt a reasonable and effective response strategy to avoid its negative impact, is an urgent problem to be solved. At present, scholars in our country have carried on the thorough research to the group event from the concept, the theory and the response and so on, has also carried on the analysis to the network public opinion, a relatively perfect theory system has already formed initially. However, the study of network public opinion in group events is still in its preliminary stage, and the study of theory and coping strategies should be further strengthened. This paper focuses on the government response of network public opinion in group events, and analyzes the formation of network public opinion and the characteristics of its development and change in the case of "thousands of people kneeling down mayor" in Zhuanghe City, Liaoning Province. This paper analyzes on some problems faced by the government in dealing with the network public opinion in the mass events, and the reasons for the failure of the government's role in dealing with the network public opinion in the mass events, and puts forward some corresponding countermeasures and suggestions for these problems. For example, the government should strengthen the supervision of the network, pay attention to the effective interaction with citizens, improve the administrative execution ability of the government itself, speed up the reform of the government system, and build a fair and just social environment.
