【摘要】：為了解決現(xiàn)有網(wǎng)站存在的各種不足與問題,滿足新時(shí)代的需求,山西省人民政府門戶網(wǎng)站進(jìn)行立項(xiàng)升級(jí)改造。新版網(wǎng)站摒棄了原有按照系統(tǒng)工程和技術(shù)的邏輯進(jìn)行開發(fā)的思路,順應(yīng)時(shí)代需求,按照政府邏輯開發(fā)設(shè)計(jì),從解決人民群眾反映強(qiáng)烈的辦事難、辦事慢、辦事繁等問題出發(fā),簡化優(yōu)化辦事流程,推進(jìn)線上線下融合,及時(shí)回應(yīng)社會(huì)關(guān)切,為公眾提供了渠道多樣、簡便易用的政務(wù)服務(wù)。網(wǎng)站的改版主要是從硬件和軟件兩個(gè)方面著手。硬件方面重新規(guī)劃了網(wǎng)絡(luò)拓?fù)浣Y(jié)構(gòu),并對(duì)網(wǎng)站存儲(chǔ)空間和IP地址進(jìn)行了重新規(guī)劃。軟件方面設(shè)計(jì)規(guī)劃了信息公開、政務(wù)服務(wù)、互動(dòng)交流、公共數(shù)據(jù)和走進(jìn)三晉等五個(gè)欄目,建設(shè)包含公開信息管理、欄目管理、用戶及權(quán)限管理、互動(dòng)交流管理、模板管理、綜合管理六大功能,其中本文重點(diǎn)設(shè)計(jì)開發(fā)了公開信息管理和互動(dòng)交流管理兩大核心功能。公開信息管理模塊,主要實(shí)現(xiàn)了政府信息科學(xué)、準(zhǔn)確、快速、直接的對(duì)外發(fā)布;互動(dòng)交流管理模塊,以省長信箱為例,為政府單位和大眾、市民溝通互動(dòng)提供了交流渠道,以便及時(shí)回應(yīng)社會(huì)關(guān)切,讓群眾能與政府部門直接互動(dòng)交流。本網(wǎng)站建設(shè)采用基于TRSWCM7.0內(nèi)容管理協(xié)作平臺(tái)進(jìn)行定制開發(fā)。系統(tǒng)界面和功能設(shè)計(jì)開發(fā)主要應(yīng)用JSP技術(shù);數(shù)據(jù)庫建設(shè)采用了Oracle技術(shù),以JDBC技術(shù)實(shí)現(xiàn)數(shù)據(jù)庫的連接;在程序應(yīng)用中使用面向?qū)ο蟮姆椒?結(jié)合使用Tomcat7.0后臺(tái)應(yīng)用服務(wù)器,從而優(yōu)化數(shù)據(jù)的存儲(chǔ)和檢索的過程。山西省人民政府門戶網(wǎng)站通過升級(jí)改造,不僅在硬件上進(jìn)行了優(yōu)化,提升了系統(tǒng)的穩(wěn)定性、安全性,同時(shí)實(shí)現(xiàn)了公開信息管理功能的及時(shí)化、專業(yè)化、準(zhǔn)確化,并增加了以省長信箱為代表的互動(dòng)交流,真正做到了新時(shí)代下以政府邏輯出發(fā)、線上線下一體化、互動(dòng)交流直接化的互聯(lián)網(wǎng)+服務(wù)型電子政務(wù)管理平臺(tái)。新版網(wǎng)站現(xiàn)已通過驗(yàn)收,并正式上線運(yùn)行。
[Abstract]:In order to solve the shortcomings and problems existing in the existing websites and to meet the needs of the new era, the portal website of Shanxi Provincial people's Government has been upgraded and upgraded. The new version of the website abandons the original thinking of developing according to the logic of system engineering and technology, conforms to the needs of the times, develops and designs according to the government logic, and starts from solving the problems of the people reflecting the strong difficulty, slowness and complexity of handling affairs. It simplifies and optimizes the work flow, promotes the integration of online and offline services, and responds to social concerns in a timely manner, thus providing the public with a variety of channels and easy-to-use government services. The website revision is mainly from the hardware and software two aspects. In the aspect of hardware, the network topology is reprogrammed, and the storage space and IP address of the website are reprogrammed. In the software aspect, it has designed and planned five columns such as information publicity, government affairs service, interactive communication, public data and walking into the three Jin dynasties. The construction includes open information management, column management, user and authority management, interactive exchange management, template management, etc. In this paper, two core functions of open information management and interactive communication management are designed and developed. The public information management module mainly realizes the scientific, accurate, rapid and direct release of government information; the interactive exchange management module, taking the provincial governor's mailbox as an example, provides a communication channel for the communication and interaction between government units, the public and the public. In order to respond to social concerns in a timely manner, so that the masses and government departments can interact directly. This website construction adopts the TRSWCM7.0 content management cooperation platform to carry on the custom development. The system interface and function design and development mainly apply JSP technology, the database construction adopts Oracle technology, realizes the connection of database by JDBC technology, uses the object-oriented method in the application of program, combines the use of Tomcat7.0 background application server, In order to optimize the process of data storage and retrieval. Through upgrading and reforming the portal website of Shanxi Provincial people's Government, not only has the hardware been optimized, the stability and security of the system have been enhanced, but also the functions of open information management have been realized in a timely, professional and accurate manner. It also adds the interactive communication represented by the governor's mailbox, and truly achieves the Internet service-oriented e-government management platform based on the government logic, the integration of on-line and offline, and the direct interactive exchange under the new era. The new version of the website has passed acceptance, and officially online operation.
