【摘要】:信息化戰(zhàn)爭(zhēng)對(duì)指揮控制提出了新的挑戰(zhàn),信息化戰(zhàn)爭(zhēng)中的指揮控制也展現(xiàn)出與以往截然不同的特點(diǎn),其中一個(gè)重要的方面是指揮信息系統(tǒng)成為實(shí)現(xiàn)指揮控制的核心環(huán)節(jié)。因此,設(shè)計(jì)研究面向信息化戰(zhàn)爭(zhēng)的指揮信息系統(tǒng)架構(gòu)成為指揮控制領(lǐng)域十分重要的研究課題。本文分析了信息化戰(zhàn)爭(zhēng)中指揮控制的發(fā)展趨勢(shì),提出基于移動(dòng)云模式來構(gòu)建指揮信息系統(tǒng)以滿足信息化戰(zhàn)爭(zhēng)中指揮控制的實(shí)現(xiàn)需求,并對(duì)基于移動(dòng)云模式的指揮信息系統(tǒng)架構(gòu)及其運(yùn)行機(jī)制進(jìn)行了具體設(shè)計(jì)研究。本研究旨在探索面向信息化戰(zhàn)爭(zhēng)的指揮信息系統(tǒng)發(fā)展方向,其研究成果對(duì)于探索信息化戰(zhàn)爭(zhēng)中指揮控制發(fā)展趨勢(shì),特別是對(duì)于提升軍隊(duì)信息化作戰(zhàn)能力有著重要的研究意義。本文的主要研究工作和創(chuàng)新點(diǎn)包括以下幾個(gè)方面:(1)提出了指揮信息系統(tǒng)的移動(dòng)云模式信息化戰(zhàn)爭(zhēng)中的指揮控制具有不同以往的特點(diǎn),如何充分實(shí)現(xiàn)指揮控制的這種行為特征是本領(lǐng)域十分重要的研究課題。信息化戰(zhàn)爭(zhēng)中指揮控制具有更強(qiáng)的敏捷性,這種敏捷性即體現(xiàn)在指控過程方面也體現(xiàn)在指控組織方面,如何滿足這種敏捷性需求一直是本領(lǐng)域研究人員面臨的一個(gè)難題。信息化戰(zhàn)爭(zhēng)中,指揮信息系統(tǒng)成為實(shí)現(xiàn)指揮控制的最主要手段,指揮信息系統(tǒng)的構(gòu)建模式?jīng)Q定了指揮控制的實(shí)現(xiàn)方式。因此,本文以指揮信息系統(tǒng)為切入點(diǎn)解決信息化戰(zhàn)爭(zhēng)中指揮控制敏捷性提升問題,提出了指揮信息系統(tǒng)的移動(dòng)云模式,采用移動(dòng)云的思想來描述指揮信息系統(tǒng)的組織架構(gòu)和運(yùn)行方式,同時(shí)也描述了指揮控制的實(shí)現(xiàn)模式。這種移動(dòng)云模式為我們研究信息化戰(zhàn)爭(zhēng)中的指揮控制提供了一種新的視角,這種視角更符合信息時(shí)代特點(diǎn)、能夠更好支持敏捷性的實(shí)現(xiàn),也有利于提升信息資源在指揮控制中的作戰(zhàn)效能。(2)設(shè)計(jì)了基于移動(dòng)云模式的指揮信息系統(tǒng)架構(gòu)為了清晰描述所提出的基于移動(dòng)云模式的指揮信息系統(tǒng)架構(gòu),本文采用典型系統(tǒng)架構(gòu)設(shè)計(jì)手段對(duì)其進(jìn)行描述,從三種不同視角對(duì)所提出的基于移動(dòng)云模式的指揮信息系統(tǒng)架構(gòu)進(jìn)行了設(shè)計(jì);诒疚乃岢龅木唧w系統(tǒng)架構(gòu)設(shè)計(jì)方案,可以認(rèn)為這種基于移動(dòng)云模式的指揮信息系統(tǒng)架構(gòu)是可行的、符合信息系統(tǒng)的發(fā)展趨勢(shì),能夠提高信息的組織效率,更好發(fā)揮信息的應(yīng)用效能。因此,設(shè)計(jì)基于移動(dòng)云模式指揮信息系統(tǒng)架構(gòu)展現(xiàn)出了突出的實(shí)質(zhì)性特點(diǎn)和顯著的技術(shù)進(jìn)步,是對(duì)指揮信息系統(tǒng)發(fā)展的一個(gè)創(chuàng)新型探索。(3)研究了基于移動(dòng)云模式的指揮信息系統(tǒng)架構(gòu)終端組織機(jī)制在基于移動(dòng)云模式的指揮信息系統(tǒng)架構(gòu)中,設(shè)計(jì)研究指揮信息系統(tǒng)終端的組織機(jī)制是實(shí)現(xiàn)敏捷指控組織的核心技術(shù)問題。本文從終端節(jié)點(diǎn)組織方面對(duì)基于移動(dòng)云模式的指揮信息系統(tǒng)架構(gòu)終端組織機(jī)制進(jìn)行了研究,主要工作包括以下幾個(gè)方面:對(duì)指揮信息系統(tǒng)終端節(jié)點(diǎn)間的組織問題進(jìn)行了分析,介紹了終端組織的描述方式以及一些重要的測(cè)度指標(biāo),在此基礎(chǔ)上提出了一種終端節(jié)點(diǎn)間的運(yùn)行機(jī)制——計(jì)算外包機(jī)制,并對(duì)該機(jī)制的優(yōu)化方案進(jìn)行了研究。對(duì)終端組織機(jī)制的設(shè)計(jì)旨在提升指揮信息系統(tǒng)對(duì)指控組織敏捷性的支撐能力。(4)研究了基于移動(dòng)云模式的指揮信息系統(tǒng)架構(gòu)信息流協(xié)同機(jī)制在基于移動(dòng)云模式的指揮信息系統(tǒng)架構(gòu)中,對(duì)信息流協(xié)同機(jī)制的設(shè)計(jì)研究是實(shí)現(xiàn)指控過程優(yōu)化的核心技術(shù)問題。信息流協(xié)同機(jī)制是指以終端節(jié)點(diǎn)間信息的流動(dòng)為關(guān)注點(diǎn),通過對(duì)信息流進(jìn)行控制來提升信息的流動(dòng)效率。本文從信息流角度對(duì)基于移動(dòng)云模式的指揮信息系統(tǒng)運(yùn)行過程進(jìn)行研究,主要工作包括以下幾個(gè)方面:對(duì)指揮信息系統(tǒng)內(nèi)的信息流協(xié)同優(yōu)化問題進(jìn)行分析,包括問題所涉及的元素以及其對(duì)指揮控制過程的支撐關(guān)系,介紹了幾種典型的信息流協(xié)同效能評(píng)價(jià)指標(biāo),在此基礎(chǔ)上對(duì)指揮信息系統(tǒng)內(nèi)的信息流自主優(yōu)化機(jī)制進(jìn)行了研究。對(duì)信息流協(xié)同機(jī)制的設(shè)計(jì)旨在提升指揮信息系統(tǒng)對(duì)指控流程敏捷性的支撐能力。(5)研究了基于移動(dòng)云模式的指揮信息系統(tǒng)架構(gòu)云計(jì)算服務(wù)機(jī)制在基于移動(dòng)云模式的指揮信息系統(tǒng)架構(gòu)中,對(duì)云計(jì)算服務(wù)機(jī)制的設(shè)計(jì)是采用移動(dòng)云模式實(shí)現(xiàn)指揮控制行為優(yōu)化的關(guān)鍵技術(shù)問題。云服務(wù)模式以服務(wù)為核心實(shí)現(xiàn)計(jì)算資源的優(yōu)化調(diào)度,將其應(yīng)用于指揮信息系統(tǒng)有利于提升計(jì)算資源的利用效率,進(jìn)而提升指揮控制的實(shí)現(xiàn)效能?梢哉f,云計(jì)算服務(wù)是基于移動(dòng)云模式指揮信息系統(tǒng)架構(gòu)的一個(gè)核心特征。云計(jì)算服務(wù)按照任務(wù)類型可以分為兩種,其中面向工作流任務(wù)的服務(wù)機(jī)制設(shè)計(jì)是一個(gè)更具挑戰(zhàn)性的課題,本文針對(duì)該問題進(jìn)行了具體研究,主要工作包括以下幾個(gè)方面:提出了一種工作流服務(wù)調(diào)度算法,提出了一種多目標(biāo)體系下的工作流服務(wù)調(diào)度算法,提出了一種基于不確定性的工作流服務(wù)調(diào)度算法。對(duì)云計(jì)算服務(wù)機(jī)制的設(shè)計(jì)旨在提升指揮信息系統(tǒng)對(duì)云計(jì)算服務(wù)的支持能力。綜上所述,本文對(duì)信息化戰(zhàn)爭(zhēng)中指揮控制的核心工具——指揮信息系統(tǒng)進(jìn)行了設(shè)計(jì)研究,設(shè)計(jì)提出了一種基于移動(dòng)云模式的指揮信息系統(tǒng)架構(gòu),并對(duì)該架構(gòu)中的核心技術(shù)問題進(jìn)行了研究。通過本文的研究工作,旨在探索指揮信息系統(tǒng)的發(fā)展方向,推進(jìn)構(gòu)建面向信息化戰(zhàn)爭(zhēng)的指揮信息系統(tǒng),從而為敏捷指控的實(shí)現(xiàn)提供更好的支撐。
[Abstract]:The information war has put forward new challenges to command and control, and the command and control in the information war also shows distinct characteristics. One of the important aspects is that the command information system is the core link to realize the command and control. Therefore, the design and research of the information system oriented command information system has become the command control. In this paper, the development trend of command and control in information warfare is analyzed, and a command information system based on mobile cloud model is proposed to meet the needs of command and control in information warfare, and the structure of the command information system based on mobile cloud model and its operating mechanism are set up. The purpose of this study is to explore the direction of the command information system for information warfare, and its research results have important significance to explore the trend of command and control in the information war, especially for the improvement of the capability of military information warfare. The main research work and innovation points of this paper include the following aspects: (1) The command and control in the information warfare of the mobile cloud mode in the command information system has different characteristics. How to fully realize the behavior characteristics of command and control is a very important research topic in this field. The command and control of command and control in the information war is more agility. This agility is embodied in the process of accusation. It is also reflected in the organization of accusation. How to meet this kind of agility has been a difficult problem in this field. In the information war, the command information system is the most important means to realize the command and control. The construction mode of the command information system determines the way to realize the command and control system. Therefore, this article is based on the command information system. In order to solve the problem of the agility enhancement of command and control in the information war, this paper puts forward the mobile cloud model of the command information system, describes the organization structure and operation mode of the command information system with the idea of mobile cloud, and also describes the realization mode of the command and control. This mobile cloud model studies the information war for us. The command and control in the command and control provides a new perspective, which is more consistent with the characteristics of the information age, can better support the realization of agility, and also helps to improve the operational effectiveness of information resources in command and control. (2) a mobile cloud model based on a mobile cloud model is designed for a clear description of the proposed mobile cloud model. The structure of the command information system is described in this paper. The architecture of the command information system based on mobile cloud model is designed from three different perspectives. Based on the specific system architecture design proposed in this paper, the command information based on the mobile cloud model is considered. The system architecture is feasible, in line with the development trend of information system, can improve the efficiency of information organization and better play the application efficiency of information. Therefore, the design of the structure of the information system based on mobile cloud model shows outstanding substantive characteristics and remarkable technological progress. It is an innovative exploration of the development of the command information system. (3) the organization mechanism of command information system architecture based on mobile cloud model is studied in the framework of command information system based on mobile cloud mode. The design and study of the organization mechanism of the terminal of command information system is the core technical problem of realizing the agile charge organization. This paper is based on the mobile cloud model from the end node organization. The terminal organization mechanism of the command information system architecture is studied. The main work includes the following aspects: the analysis of the organization problem between the terminal nodes of the command information system, the description of the terminal organization and some important measure indexes, and on the basis of which a kind of operation mechanism between the terminal nodes is proposed. The outsourcing mechanism is calculated and the optimization scheme of the mechanism is studied. The design of the terminal organization mechanism is designed to improve the ability of the command information system to support the agility of the accused organization. (4) the structure of the information flow coordination mechanism based on mobile cloud mode is studied in the framework of the command information system based on the mobile cloud model. The design and research of information flow cooperative mechanism is the core technical problem to optimize the process of accusation. The information flow synergy mechanism refers to the flow of information between terminal nodes as the focus and the flow efficiency of information flow through the control of information flow. The main work includes the following aspects: the analysis of the collaborative optimization of information flow in the command information system, including the elements involved in the problem and its supporting relationship to the command and control process, introduced several typical evaluation indexes of information flow synergy efficiency, and on this basis to the command information system. The design of information flow cooperative mechanism is designed to improve the ability of the command information system to support the agility of the charge process. (5) the cloud computing service mechanism of the command information system architecture based on the mobile cloud model is studied in the framework of the mobile cloud model based command information system, and the cloud computing is applied to the cloud computing system. The design of service mechanism is the key technical problem of using mobile cloud mode to realize the optimization of command and control behavior. The cloud service mode takes service as the core to realize the optimization and scheduling of computing resources, and applies it to the command information system to improve the efficiency of the utilization of computing resources, and then lift the effectiveness of the command and control. Service is a core feature based on the mobile cloud mode command information system architecture. Cloud computing services can be divided into two types according to the task type. The design of service mechanism for workflow tasks is a more challenging task. This paper has carried out a specific research on the problem. The main work includes the following aspects: A workflow service scheduling algorithm is proposed, and a workflow service scheduling algorithm under multi-objective system is proposed. A workflow service scheduling algorithm based on uncertainty is proposed. The design of cloud computing service mechanism is designed to improve the support capability of the command information system to cloud computing services. In summary, this paper is on the information war. The design and research of command information system, the core tool of command and control, is designed and studied. A framework of command information system based on mobile cloud model is designed, and the core technical problems in this architecture are studied. Through this research, the purpose of this paper is to explore the direction of the development of the command information system and promote the construction of information oriented information system. The command information system of War provides better support for the realization of agile accusation.
