【摘要】：黨的十八大以來,習(xí)近平根據(jù)國內(nèi)外網(wǎng)絡(luò)安全形勢的新變化,圍繞網(wǎng)絡(luò)安全和信息化問題發(fā)表了一系列論述,進(jìn)一步闡明了網(wǎng)絡(luò)安全在國家安全體系中的重要戰(zhàn)略地位以及網(wǎng)絡(luò)安全和信息化之間的辯證關(guān)系�；趯ξ覈W(wǎng)絡(luò)建設(shè)的實際認(rèn)識,習(xí)近平就全面推進(jìn)網(wǎng)絡(luò)安全和信息化建設(shè)的多個方面提出了具體任務(wù)和明確要求:要有自己的過硬的技術(shù),完善互聯(lián)網(wǎng)管理領(lǐng)導(dǎo)體制,做好網(wǎng)上輿論工作,依法治理網(wǎng)絡(luò)空間。他還提出"網(wǎng)絡(luò)主權(quán)"的概念,向世界表明中國是網(wǎng)絡(luò)安全的堅定維護(hù)者。站在全球網(wǎng)絡(luò)空間治理的高度,習(xí)近平提出要構(gòu)建網(wǎng)絡(luò)空間命運共同體,共建多邊、民主、透明的國際互聯(lián)網(wǎng)治理體系。全球信息化發(fā)展的新形勢對我國網(wǎng)絡(luò)安全和信息化建設(shè)來說,既有重大機(jī)遇,又面臨嚴(yán)峻挑戰(zhàn),因此,必須建設(shè)堅固可靠的網(wǎng)絡(luò)安全保障體系。
[Abstract]:Since the 18th National Congress of the Party, Xi Jinping has published a series of discussions on network security and information technology according to the new changes in the network security situation at home and abroad. The important strategic position of network security in the national security system and the dialectical relationship between network security and informatization are further expounded. Based on the actual understanding of China's network construction, Xi Jinping has put forward specific tasks and specific requirements for comprehensively promoting the network security and information construction: to have its own excellent technology, to improve the Internet management leadership system, Do network public opinion work well, manage network space lawfully. He also proposed the concept of "cyber sovereignty" to show the world that China is a firm defender of cyber security. Standing at the height of global cyberspace governance, Xi Jinping proposes to construct cyberspace destiny community and build multilateral, democratic and transparent Internet governance system. The new situation of global informatization development is not only an important opportunity but also a severe challenge to the network security and information construction of our country. Therefore, it is necessary to build a solid and reliable network security guarantee system.
