【摘要】:2008年,中國(guó)電信業(yè)重組工作的順利完成標(biāo)志著中國(guó)電信行業(yè)步入新的發(fā)展階段;與此同時(shí),隨著計(jì)算機(jī)科學(xué)技術(shù)、電子信息技術(shù)的迅猛發(fā)展,各大互聯(lián)網(wǎng)企業(yè)也開(kāi)始不斷地尋找契機(jī)與傳統(tǒng)電信運(yùn)營(yíng)商搶占用戶(hù)資源。新時(shí)期下用戶(hù)需求的多樣性以及競(jìng)爭(zhēng)對(duì)手的復(fù)雜性迫使國(guó)內(nèi)電信運(yùn)營(yíng)商由傳統(tǒng)的為用戶(hù)提供簡(jiǎn)單的短信、固話及增值業(yè)務(wù)等向提供豐富的綜合信息服務(wù)商,即全業(yè)務(wù)運(yùn)營(yíng)商進(jìn)行轉(zhuǎn)變。在漫長(zhǎng)而艱辛的轉(zhuǎn)型過(guò)程中,各個(gè)運(yùn)營(yíng)商逐漸認(rèn)識(shí)到寬帶業(yè)務(wù)的重要性,并相繼采取各種措施來(lái)加強(qiáng)自身寬帶基礎(chǔ)設(shè)施的建設(shè),并加大業(yè)務(wù)創(chuàng)新的力度以吸引更多的客戶(hù),進(jìn)而在寬帶業(yè)務(wù)市場(chǎng)搶占領(lǐng)先地位!皼錾匠怯蚪尤牍饫|網(wǎng)工程”的建設(shè)項(xiàng)目就是中國(guó)移動(dòng)發(fā)展農(nóng)村電信基礎(chǔ)設(shè)施的項(xiàng)目之一。受到國(guó)家政策的限制,中國(guó)移動(dòng)于2013年才被準(zhǔn)進(jìn)入寬帶市場(chǎng),因此必須加快基礎(chǔ)設(shè)施的建設(shè)。為了把握發(fā)展時(shí)機(jī)、提高基礎(chǔ)設(shè)施建設(shè)效率、加快建設(shè)腳步,中國(guó)移動(dòng)需要在科學(xué)理論與技術(shù)的指導(dǎo)下,對(duì)基礎(chǔ)設(shè)施的建設(shè)項(xiàng)目進(jìn)行管理,尤其是對(duì)項(xiàng)目的進(jìn)度與質(zhì)量進(jìn)行管理。本文將對(duì)涼山城域網(wǎng)工程項(xiàng)目的進(jìn)度及質(zhì)量管理進(jìn)行較為深入的探討與研究。論文首先介紹了研究背景,接著從國(guó)內(nèi)外研究現(xiàn)狀出發(fā),提出了研究涼山城域網(wǎng)工程項(xiàng)目進(jìn)度及質(zhì)量管理的必要性和本文擬采用的技術(shù)路線;接著討論了當(dāng)前廣泛運(yùn)用的進(jìn)度及質(zhì)量管理理論基礎(chǔ)與相關(guān)技術(shù);然后基于涼山城域網(wǎng)工程項(xiàng)目的實(shí)際情況,采用項(xiàng)目任務(wù)分解技術(shù)、甘特圖以及網(wǎng)絡(luò)計(jì)劃技術(shù)對(duì)該項(xiàng)目的進(jìn)度管理進(jìn)行了研究;而在項(xiàng)目的質(zhì)量管理方面,則通過(guò)構(gòu)建項(xiàng)目質(zhì)量管理小組、選擇合適的項(xiàng)目質(zhì)量評(píng)價(jià)指標(biāo)對(duì)其進(jìn)行了研究。最后基于上述理論基礎(chǔ)以及研究結(jié)果,從電信業(yè)務(wù)轉(zhuǎn)型、進(jìn)度管理以及質(zhì)量管理角度出發(fā)提出了一些有助于提高項(xiàng)目管理水平的建議。
[Abstract]:In 2008, the successful completion of the restructuring of China's telecommunications industry marked a new stage of development for the Chinese telecommunications industry. At the same time, with the rapid development of computer science and technology and electronic information technology, Each big Internet enterprise also starts to look for the opportunity unceasingly and the traditional telecommunication operator preempts the user resources. In the new era, the diversity of user demand and the complexity of competitors force domestic telecom operators to provide comprehensive information services from traditional simple SMS, fixed-line and value-added services to users. That is, all business operators to change. In the long and hard transition process, the operators gradually realize the importance of broadband services, and take various measures to strengthen their own broadband infrastructure construction, and increase the strength of business innovation to attract more customers. Then in the broadband business market preemptive position. The construction project of "Liangshan City area access Optical Cable Network Project" is one of the projects of China Mobile to develop rural telecommunication infrastructure. Limited by state policy, China Mobile was only allowed to enter the broadband market in 2013, so infrastructure construction must be accelerated. In order to grasp the opportunity of development, improve the efficiency of infrastructure construction and speed up the pace of construction, China Mobile needs to manage the construction projects of infrastructure under the guidance of scientific theory and technology. In particular, to manage the progress and quality of the project. In this paper, the progress and quality management of Liangshan man project are discussed. Firstly, the paper introduces the research background, then from the domestic and foreign research status quo, puts forward the necessity of studying the progress and quality management of Liangshan man project and the technical route to be adopted in this paper; Then it discusses the current widely used progress and quality management theory and related technologies, and then based on the actual situation of Liangshan man project, the project task decomposition technology is adopted. Gantt chart and network planning technology are used to study the progress management of the project, while in the aspect of project quality management, the project quality management team is constructed and the appropriate project quality evaluation index is selected. Finally, based on the above theoretical basis and research results, some suggestions are put forward to improve the level of project management from the point of view of telecom business transformation, schedule management and quality management.
