【摘要】:隨著信息技術(shù)廣泛應用和互聯(lián)網(wǎng)的迅猛發(fā)展,國民經(jīng)濟和社會信息化水平的高低已經(jīng)成為衡量一個國家綜合實力的重要標志。政府作為信息資源的最大擁有者理應成為信息社會的中心節(jié)點。電子政務成為推動國家信息化發(fā)展的重要力量,建設電子政府,開展電子政務無疑具有重要的理論價值和實踐意義。電子政務將政府的機構(gòu)管理和服務職能轉(zhuǎn)移到網(wǎng)絡上去完成,同時實現(xiàn)政府組織結(jié)構(gòu)和工作流程的重組優(yōu)化,超越時間、空間和部門分隔的制約,向全社會提供高效優(yōu)質(zhì)、規(guī)范透明和全方位的管理與服務。要充分發(fā)揮和展現(xiàn)電子政務信息網(wǎng)的特點和優(yōu)勢,最基本的要求就是確保政務網(wǎng)絡安全可靠地運行。 電子政務系統(tǒng)就政府轉(zhuǎn)變職能、提高辦事效率,建立公開、透明、科學、廉潔、高效的行政辦事決策的重要手段。電子政務信息網(wǎng)同時又是一個相對獨立的、信息的內(nèi)外網(wǎng)分別交流但又與外部密切聯(lián)系的專用信息系統(tǒng),惡意攻擊或無意泄密可來自內(nèi)部和外部,正是由于電子政務信息網(wǎng)的特殊性質(zhì)決定了系統(tǒng)網(wǎng)絡的安全性顯得尤為重要。本文從電子政務的基本概念、電子政務發(fā)展的現(xiàn)狀、電子政務存在的問題出發(fā),針對我國電子政務建設過程中存在的主要問題進行了分析,并提出了相應的對策,還借鑒了其他一些電子政務建設比較完善的國家經(jīng)驗,對電子政務的發(fā)展前景進行了積極地展望。 為適應電子政務大發(fā)展大繁榮的需要,在構(gòu)建電子政務信息網(wǎng)時必須高度重視其安全需求,積極完善安全防護策略,保障其優(yōu)質(zhì)高效、安全暢通的運行。本文首先通過研究和分析我國電子政務信息網(wǎng)發(fā)展歷程和安全現(xiàn)狀,提出電子政務信息網(wǎng)安全防護的概念;其次從多個角度探究了我國電子政務信息網(wǎng)絡目前面臨的主要安全威脅問題和發(fā)展瓶頸,闡述了建立電子政務信息網(wǎng)管理中心的重要意義和管理原則;再次依據(jù)信息安全管理的模型和標準,本論文從風險分析、安全標準、管理原則三方面解釋了電子政務信息安全管理體系的基本模型;復次結(jié)合我國電子政務信息網(wǎng)的建設特點、發(fā)展現(xiàn)狀等情況,描述了安全防護策略的相關(guān)內(nèi)容,并有針對性地提出一系列的安全管理實踐措施,從物理安全、訪問控制、通信加密、數(shù)據(jù)備份、安全審計等方面對電子政務信息網(wǎng)的安全體系進行了分類研究;最后,作為一個研究應用工程實例,對典型的電子政務信息網(wǎng)絡的安全方案進行了詳細介紹。 本文研究的電子政務信息網(wǎng)安全整體解決方案,對于保證電子政務系統(tǒng)的保密性、完整性、可用性、可控性、可審性等方面具有重要意義,,對于其他城市的電子政務系統(tǒng)建設實踐也有一定的參考指導意義。
[Abstract]:With the wide application of information technology and the rapid development of the Internet, the level of national economy and social informatization has become an important symbol to measure the comprehensive strength of a country. Government as the largest owner of information resources should become the central node of the information society. E-government has become an important force to promote the development of national informatization. It is undoubtedly of great theoretical value and practical significance to build e-government and develop e-government. E-government transfers government organization management and service functions to the network to complete, and at the same time realizes the reorganization and optimization of government organizational structure and workflow, surmounts the constraints of time, space and division, and provides the whole society with high efficiency and high quality. Standardize transparent and comprehensive management and service. To give full play to the characteristics and advantages of E-government information network, the most basic requirement is to ensure the safe and reliable operation of E-government network. E-government system is an important means for the government to change its functions, improve its efficiency, and establish an open, transparent, scientific, clean and efficient administrative decision-making method. E-government information network is at the same time a relatively independent information network, the internal and external information exchange, but also closely related to the outside of the private information system, malicious attacks or inadvertent leaks can come from inside and outside, It is because of the special nature of e-government information network that the security of system network is very important. Starting from the basic concept of E-government, the present situation of E-government development and the problems existing in E-government, this paper analyzes the main problems in the process of E-government construction in China, and puts forward the corresponding countermeasures. It also draws lessons from other countries' experiences in the construction of e-government, and makes a positive prospect for the development of e-government. In order to meet the needs of the great development and prosperity of e-government, we must attach great importance to the security requirements of E-government information network, actively improve the security protection strategy, and ensure its high quality, high efficiency, safe and smooth operation. Firstly, this paper puts forward the concept of security protection of E-government information network by studying and analyzing the development course and security status of E-government information network in China. Secondly, this paper probes into the main security threats and the bottleneck of the development of the E-government information network in China from several angles, and expounds the significance and management principle of establishing the E-government information network management center. Thirdly, according to the model and standard of information security management, this paper explains the basic model of e-government information security management system from three aspects: risk analysis, security standard and management principle. Based on the characteristics and current situation of E-government information network construction in China, this paper describes the relevant contents of security protection strategy, and puts forward a series of practical security management measures, from physical security, access control, etc. The security system of E-government information network is classified and studied in the aspects of communication encryption, data backup, security audit and so on. Finally, as an example of research and application, The security scheme of typical e-government information network is introduced in detail. The whole security solution of e-government information network studied in this paper is of great significance to ensure the confidentiality, integrity, usability, controllability and reviewability of e-government system. For other cities, the construction of e-government system practice also has a certain reference significance.
