【摘要】：微博作為新興的交互媒體誕生之后，以其方便、快捷、互動的媒體特性，催生了大量的意見領(lǐng)袖，他們因言論行為、職業(yè)背景、知識權(quán)威、道德優(yōu)勢等原因獲得了極高的關(guān)注度和影響力。他們圍繞公益慈善、突發(fā)性事件、揭弊反腐、參政議政等熱點(diǎn)議題發(fā)表觀點(diǎn)和建議，由于眾多粉絲的跟隨和推動，引導(dǎo)了微博場域中輿論的導(dǎo)向，并將虛擬社區(qū)中的影響力直接反映到現(xiàn)實(shí)社會。意見領(lǐng)袖代表了大批粉絲的利益訴求，，由此和此政府產(chǎn)生了大量且頻繁的互動，雙方的互動過程包含了政府輿論引導(dǎo)、信息公開、政策應(yīng)對和意見領(lǐng)袖的輿論監(jiān)督、參政議政、網(wǎng)絡(luò)自律等方面的內(nèi)容。本文首先分析了“意政”互動的一般內(nèi)涵、歷史流轉(zhuǎn)，并對微博環(huán)境下的意見領(lǐng)袖的時(shí)代特征做了著重分析，然后在三個(gè)“意政”互動案例描述之后，對“意政”互動的信息流過程、互動機(jī)制做了研究說明。最后對良性的“意政”互動標(biāo)準(zhǔn)做了四點(diǎn)概括：公平正義的目標(biāo)導(dǎo)向、平等規(guī)范的互動環(huán)境、廣泛參與的互動主體和持續(xù)有效的互動保障，并對于如何構(gòu)建良性的“意政”互動關(guān)系提出了自己的思考。本文選題貼近社會現(xiàn)實(shí)，綜合了傳播學(xué)、公共管理學(xué)、政治學(xué)等學(xué)科的學(xué)科內(nèi)容，交叉視角新穎獨(dú)特，以描述性分析為主，穿插了案例研究、模型分析的研究方法，比較有創(chuàng)新性。在社會管理創(chuàng)新的大趨勢下，微博意見領(lǐng)袖和政府的互動，在紓解社會情緒、彌補(bǔ)政策漏洞和完善社會主義民主等方面具有無可替代的意義。
[Abstract]:After Weibo was born as a new interactive media, with its convenient, quick and interactive media characteristics, he gave birth to a large number of opinion leaders, who because of their speech behavior, professional background, knowledge authority, Moral advantages and other reasons have gained a high degree of attention and influence. They put forward their views and suggestions on such hot topics as public welfare and charity, sudden incidents, corruption, participation in politics, and so on. As a result of the follow and promotion of many fans, they guided Weibo's public opinion in the field. And the influence in the virtual community is directly reflected to the real society. Opinion leaders represent the interests of a large number of fans and thus have a large and frequent interaction with the government. The interactive process between the two sides includes government public opinion guidance, information disclosure, policy response and opinion leaders' supervision by public opinion, participation in political affairs, Network self-discipline and other aspects of the content. This paper first analyzes the general connotation and historical circulation of "Italy and politics" interaction, and makes an analysis of the characteristics of the opinion leaders under Weibo's environment. Then, after describing the three "Italy and politics" interactive cases, This paper studies the information flow process and interaction mechanism of Idei-political interaction. Finally, it summarizes the benign "Italy and politics" interactive standard: the goal orientation of fairness and justice, the interactive environment of equality and norm, the interactive subject of extensive participation and the continuous and effective interactive guarantee. And how to build a benign "Italy-government" interactive relationship put forward their own thinking. This thesis is close to the social reality, synthesizes the subject contents of communication, public management, political science, and so on. The cross-perspective is novel and unique. It mainly focuses on descriptive analysis, and intersperses the research methods of case study and model analysis. More innovative. Under the general trend of social management innovation, the interaction between Weibo's opinion leaders and the government has irreplaceable significance in relieving social emotions, closing policy loopholes and perfecting socialist democracy.
