【摘要】：政府采購(gòu)工作一直是政府的重要職能之一,在西方發(fā)達(dá)國(guó)家,政府電子采購(gòu)方式日益得到了重視和普遍應(yīng)用。然而在國(guó)內(nèi),由于網(wǎng)絡(luò)基礎(chǔ)設(shè)施薄弱等客觀原因,政府電子采購(gòu)方式仍然處于初級(jí)階段。綜上所述,如何搭建一個(gè)高效,可擴(kuò)展,功能相對(duì)全面的政府采購(gòu)平臺(tái)是一項(xiàng)迫在眉睫的問題。運(yùn)行高效并且功能可擴(kuò)展的政府采購(gòu)應(yīng)用平臺(tái)是目前正在研究的熱點(diǎn)問題。為了有效增強(qiáng)政府采購(gòu)工作的透明度,提高政府財(cái)政資金的利用效率。加強(qiáng)財(cái)政支出科學(xué)管理,積極推行政府采購(gòu)制度,最終做到政府的公正,公平,公開。本課題所實(shí)現(xiàn)的網(wǎng)絡(luò)采購(gòu)管理系統(tǒng)是通過引入先進(jìn)的計(jì)算機(jī)管理方法,將基本信息管理,政府采購(gòu)招標(biāo)流程以及相關(guān)輔助管理模塊聯(lián)系在一起,努力提高工作效率,實(shí)現(xiàn)信息公開化,交易現(xiàn)代化,使其設(shè)計(jì)成為一套廣域網(wǎng)與局域網(wǎng)相互結(jié)合的現(xiàn)代化管理信息系統(tǒng)。本文是嚴(yán)格按照面向?qū)ο蟮脑O(shè)計(jì)思想進(jìn)行應(yīng)用程序的設(shè)計(jì)與實(shí)現(xiàn),將現(xiàn)代信息技術(shù)與政府采購(gòu)業(yè)務(wù)緊密結(jié)合。論文根據(jù)RBAC模型理論詳細(xì)描述了系統(tǒng)用戶群,從而將系統(tǒng)用戶主要?jiǎng)澐殖稍u(píng)審專家,代理機(jī)構(gòu),供應(yīng)商,采購(gòu)人等基本角色,接著分別針對(duì)多個(gè)系統(tǒng)角色需求進(jìn)行描述與說明。根據(jù)系統(tǒng)三層體系架構(gòu)理論將本系統(tǒng)劃分成數(shù)據(jù)層,功能層以及表示層,在功能層的設(shè)計(jì)過程當(dāng)中根據(jù)業(yè)務(wù)基本需求,相繼完成了系統(tǒng)管理、電子合同、電子招投標(biāo)、電子反拍、協(xié)議訂購(gòu)等業(yè)務(wù)功能模塊的設(shè)計(jì)工作,繪制了系統(tǒng)總體層次圖。文中利用流程圖的形式反映了電子招投標(biāo)模塊,電子反拍模塊,協(xié)議訂購(gòu)模塊的業(yè)務(wù)操作流程,并且在電子招投標(biāo)模塊當(dāng)中陸續(xù)增加了指定代理機(jī)構(gòu)以及隨機(jī)抽取功能,利用系統(tǒng)接口在系統(tǒng)當(dāng)中加入了數(shù)字證書以及直接以專家?guī)斐槿＜业葎?chuàng)新性業(yè)務(wù)。論文對(duì)系統(tǒng)當(dāng)中存在的各種實(shí)體進(jìn)行了詳細(xì)分析,利用E-R圖對(duì)后臺(tái)數(shù)據(jù)庫概念結(jié)構(gòu)進(jìn)行了展示,最后以電子招投標(biāo)業(yè)務(wù)當(dāng)中的中標(biāo)公告表,開標(biāo)一覽表以及采購(gòu)項(xiàng)目列表作為例子,展現(xiàn)了系統(tǒng)數(shù)據(jù)庫的邏輯結(jié)構(gòu)設(shè)計(jì)。在本文的最后,對(duì)本課題所開發(fā)的電子化采購(gòu)系統(tǒng)進(jìn)行了詳盡的功能與性能測(cè)試。測(cè)試結(jié)果表明,系統(tǒng)基本能滿足政府采購(gòu)業(yè)務(wù)需求。
[Abstract]:Government procurement has always been one of the important functions of government. In western developed countries, government electronic procurement has been paid more and more attention and widely used. However, due to the weak network infrastructure in China, government electronic procurement is still in its infancy. To sum up, how to build an efficient, extensible, relatively comprehensive government procurement platform is an urgent problem. Efficient and scalable government procurement application platform is a hot issue. In order to effectively enhance the transparency of government procurement, improve the efficiency of the use of government financial funds. Strengthen the scientific management of fiscal expenditure, actively promote the system of government procurement, and finally achieve the fairness, fairness and openness of the government. The network purchasing management system realized in this subject is to improve the working efficiency by introducing the advanced computer management method, connecting the basic information management, the bidding process of the government procurement and the related assistant management module together. The realization of information openness and transaction modernization makes it a modern management information system which combines WAN and LAN. In this paper, the application program is designed and implemented strictly according to the object oriented design idea, and the modern information technology is closely combined with the government procurement business. According to the theory of RBAC model, the system user group is described in detail in this paper, and the system user is divided into the basic roles of expert, agent, supplier, purchaser and so on. Then, the system users are described and explained according to the requirements of multiple system roles. According to the theory of system three-tier architecture, the system is divided into data layer, function layer and presentation layer. In the design process of function layer, according to the basic business requirements, the system management, electronic contract, electronic bidding have been completed one after another. Electronic reverse shooting, protocol ordering and other business function module design work, draw the overall system hierarchy diagram. In this paper, the flow chart is used to reflect the business operation flow of the electronic bidding module, the electronic reverse shooting module, the protocol ordering module, and the designated agency and random selection function have been added to the electronic bidding module one after another. The system interface is used to add digital certificate to the system and to extract experts directly from expert database. In this paper, the various entities in the system are analyzed in detail, and the conceptual structure of the backstage database is displayed by using E-R diagram. Finally, the successful bidding announcement form is used in the electronic bidding business. The list of bid opening and the list of purchasing items are used as examples to show the logical structure design of the system database. At the end of this paper, the function and performance of the electronic procurement system are tested in detail. The test results show that the system can basically meet the needs of government procurement business.
