【摘要】：基于全球治理的視角,"多利益相關(guān)方"契合了互聯(lián)網(wǎng)治理的特征和趨勢,是當(dāng)前全球治理的大勢所趨。"多利益相關(guān)方"不是唯一的解決方案,而是一種普遍意義上的治理路徑和方法。在實(shí)踐中,根據(jù)議題的不同,它可以有多種表現(xiàn)形式,各利益相關(guān)方依據(jù)其行為體特性,發(fā)揮不同的作用;"多邊主義"作為一種具體的實(shí)踐形式,與現(xiàn)有的"多利益相關(guān)方"實(shí)踐并不存在對立,而是一種相互補(bǔ)充。我們應(yīng)理性和客觀地看待"多利益相關(guān)方",避免將其簡單歸類于美國模式,既看到它在普遍意義上積極的一面,也要清醒地認(rèn)識到它在實(shí)踐中表現(xiàn)形式的多樣化、甚至是看似對立的模式,遵循國家利益做出靈活應(yīng)對。
[Abstract]:Based on the perspective of global governance, "multi-stakeholder" fits in with the characteristics and trends of Internet governance, which is the trend of global governance. "Multi-stakeholder "is not the only solution, but a universal governance path and approach."In practice, depending on the topic, it can take many forms, with stakeholders playing different roles depending on the characteristics of their actors; "multilateralism" as a specific form of practice,There is no opposition to existing multi-stakeholder practice, but a complementary one.We should look at "multi-stakeholder" rationally and objectively and avoid categorizing it simply in the United States model, both to see its positive aspects in a universal sense and to be soberly aware of the diversity of its manifestations in practice.Even the seemingly opposite model, follow the national interest to make a flexible response.
