上海科普資源開(kāi)發(fā)與共享工程網(wǎng)格化管理研究與實(shí)現(xiàn)

【摘要】:隨著時(shí)代發(fā)展,“科普”的概念已經(jīng)從傳統(tǒng)意義上的“科學(xué)知識(shí)普及”拓展成為“科學(xué)技術(shù)傳播與普及”,目的是通過(guò)有效的手段和途徑,提高公眾的科學(xué)文化素質(zhì)。一個(gè)國(guó)家的科普能力,集中表現(xiàn)為國(guó)家向公眾提供科普產(chǎn)品和服務(wù)的綜合實(shí)力。加強(qiáng)科普資源開(kāi)發(fā)與共享,是提高科普能力的基礎(chǔ)。國(guó)家科技部、中國(guó)科協(xié)聯(lián)合有關(guān)部門(mén)共同發(fā)文建設(shè)科普資源開(kāi)發(fā)與共享工程。上海市科學(xué)技術(shù)協(xié)會(huì)充分發(fā)揮網(wǎng)絡(luò)資源優(yōu)勢(shì),建立了“上海科普資源開(kāi)發(fā)與共享平臺(tái)”,實(shí)現(xiàn)了上?破召Y源的異地、非集中式共享。但是從工程管理的角度,仍然存在原創(chuàng)資源與公眾需求不匹配,協(xié)同創(chuàng)作等聯(lián)動(dòng)能力弱,整合與共享機(jī)制不完善等問(wèn)題,其中既包含管理方面問(wèn)題,也包含技術(shù)方面問(wèn)題。隨著網(wǎng)絡(luò)技術(shù)的發(fā)展,“網(wǎng)格”作為信息技術(shù)領(lǐng)域的概念,在協(xié)同與共享的方面為工程帶來(lái)了新的管理理念和技術(shù)思路。本文利用網(wǎng)格技術(shù),從技術(shù)機(jī)理、流程再造、組團(tuán)服務(wù)等理論維度出發(fā),探索建立了科普資源開(kāi)發(fā)與共享工程網(wǎng)格化管理模式,并在“上?破召Y源開(kāi)發(fā)與共享平臺(tái)”的“創(chuàng)意互助園”模塊中進(jìn)行了實(shí)踐應(yīng)用。本文以網(wǎng)格技術(shù)在“上?破召Y源開(kāi)發(fā)與共享平臺(tái)”這一具體工程項(xiàng)目的應(yīng)用為主線,闡述了網(wǎng)格技術(shù)的概念、特點(diǎn)以及研究意義;對(duì)科普資源網(wǎng)格化管理模型架構(gòu)、系統(tǒng)結(jié)構(gòu)和網(wǎng)絡(luò)拓?fù)浣Y(jié)構(gòu)進(jìn)行了分析;對(duì)“創(chuàng)意互助園”模塊進(jìn)行了實(shí)踐,提出了網(wǎng)格化管理目標(biāo)定位,設(shè)計(jì)流程,以及資源管理、任務(wù)訂單管理、加工協(xié)議管理、協(xié)同工作邀約管理、違約管理五個(gè)管理子模塊的設(shè)計(jì)方案;最后完成了“創(chuàng)意互助園”的模塊開(kāi)發(fā)實(shí)現(xiàn)和管理實(shí)現(xiàn)。本文通過(guò)對(duì)上海科普資源開(kāi)發(fā)與共享工程網(wǎng)格化管理研究與實(shí)踐,實(shí)現(xiàn)了對(duì)工程項(xiàng)目資源整合、協(xié)議管理、協(xié)同工作邀約等方面的全面控制,能夠更加有效地集成科普資源,提高上海市科普資源管理效率,降低管理成本,并為進(jìn)一步實(shí)施上海市科普資源開(kāi)發(fā)與共享工程探索積累了理論和實(shí)踐經(jīng)驗(yàn)。
[Abstract]:With the development of the times, the concept of "popularization of science" has been extended from "popularization of scientific knowledge" to "dissemination and popularization of science and technology" in the traditional sense, with the aim of improving the scientific and cultural quality of the public through effective means and approaches.The ability of a country to popularize science focuses on the comprehensive strength of the state in providing popular science products and services to the public.Strengthening the development and sharing of popular science resources is the basis for improving the ability of science popularization.The Ministry of Science and Technology and the China Association of Science and Technology jointly issued documents for the development and sharing of popular science resources.The Shanghai Association of Science and Technology has made full use of the advantages of network resources and set up a "platform for the development and sharing of science popularization resources in Shanghai", which realizes the non-centralized sharing of Shanghai science popularization resources.However, from the point of view of project management, there are still some problems, such as the mismatch between original resources and public needs, weak coordination ability, imperfect integration and sharing mechanism, and so on.With the development of network technology, "Grid", as a concept in the field of information technology, has brought new management ideas and technical ideas to engineering in the aspect of collaboration and sharing.Based on the theory of technology mechanism, process reengineering, group service and so on, this paper uses grid technology to explore and establish the grid management mode of science popularization resource development and sharing project.And it is applied in the module of "Creative Mutual help Park" of "Shanghai Science Popularization Resource Development and sharing platform".Based on the application of grid technology in the specific project of "Shanghai Science Resources Development and sharing platform", this paper expounds the concept, characteristics and research significance of grid technology, and discusses the framework of grid management model for popular science resources.The system structure and network topology structure are analyzed, the module of "Creative Mutual help Park" is put forward, and the goal orientation, design flow, resource management, task order management, processing protocol management of grid management are put forward.The design scheme of five management sub-modules of cooperative work solicitation management and default management is designed and implemented. Finally, the module development and management implementation of "Creative Mutual Assistance Park" is completed.Through the research and practice of Shanghai popular science resources development and sharing project grid management, this paper realizes the overall control of engineering project resources integration, agreement management, cooperative work invitation, etc., and can integrate science popularization resources more effectively.This paper improves the efficiency of Shanghai popular science resources management, reduces the management cost, and accumulates the theoretical and practical experience for the further implementation of Shanghai science popularization resources development and sharing engineering exploration.
