【摘要】：以"棱鏡事件"為例,對陸、海、空、太空之后的"第五空間"——網(wǎng)絡(luò)空間安全的國際發(fā)展形勢進(jìn)行了分析;進(jìn)一步分析了中國在網(wǎng)絡(luò)空間安全方面面臨的嚴(yán)峻挑戰(zhàn):網(wǎng)絡(luò)空間安全缺乏頂層設(shè)計(jì),信息安全產(chǎn)品過于依賴進(jìn)口,信息安全專業(yè)教育不足,網(wǎng)絡(luò)安全意識(shí)淡薄,等等;最后,探究了新的網(wǎng)絡(luò)空間環(huán)境下中國網(wǎng)絡(luò)空間安全的應(yīng)對策略,即規(guī)劃網(wǎng)絡(luò)空間發(fā)展戰(zhàn)略,構(gòu)建網(wǎng)絡(luò)防御與對抗體系,推動(dòng)國際合作對話,提高信息安全自主可控水平,提升網(wǎng)絡(luò)輿論戰(zhàn)對抗與反擊能力,加強(qiáng)網(wǎng)絡(luò)空間安全教育與隊(duì)伍培訓(xùn)等。
[Abstract]:Taking "prism event" as an example, the international development situation of "fifth space"-cyberspace security after land, sea, air and space is analyzed. This paper further analyzes the severe challenges China faces in cyberspace security: lack of top-level design for cyberspace security, over-dependence on imports of information security products, insufficient education in information security major, weak awareness of network security, and so on. This paper probes into the countermeasures of China's cyberspace security under the new cyberspace environment, that is, to plan the cyberspace development strategy, to build a network defense and confrontation system, to promote international cooperation and dialogue, and to improve the autonomous and controllable level of information security. Enhance the ability of network public opinion warfare to confront and counter-attack, strengthen the safety education and team training in cyberspace, etc.
