【摘要】：在信息化高速發(fā)展的時(shí)代,網(wǎng)絡(luò)空間承載著國(guó)家安全、軍事和情報(bào)合作的重荷,導(dǎo)致同盟面臨網(wǎng)絡(luò)攻擊具有相當(dāng)?shù)拇嗳跣�。為�?yīng)對(duì)和打擊潛在對(duì)手,澳大利亞和美國(guó)宣布將網(wǎng)絡(luò)安全納入合作的范圍,提出拒止性威懾和懲罰性威懾戰(zhàn)略。美澳實(shí)施網(wǎng)絡(luò)威懾戰(zhàn)略可增強(qiáng)威懾實(shí)力,但也面臨挑戰(zhàn)。網(wǎng)絡(luò)空間的固有特點(diǎn)影響威懾戰(zhàn)略的有效實(shí)施;網(wǎng)絡(luò)威懾戰(zhàn)略的實(shí)施有可能引發(fā)網(wǎng)絡(luò)軍備競(jìng)賽,更不利于維護(hù)網(wǎng)絡(luò)安全。通過(guò)有效的溝通磋商機(jī)制,建立和諧、安全的網(wǎng)絡(luò)空間,加強(qiáng)合作,實(shí)現(xiàn)共同安全,而不是建立在冷戰(zhàn)思維指導(dǎo)下的針對(duì)第三方的網(wǎng)絡(luò)同盟,是實(shí)現(xiàn)網(wǎng)絡(luò)安全的最終途徑。
[Abstract]:In the era of rapid development of information technology, cyberspace is carrying the heavy burden of national security, military and intelligence cooperation, resulting in the alliance facing a considerable vulnerability to cyberattacks. Australia and the United States have announced the inclusion of cybersecurity in the scope of cooperation, proposing a strategy of deterrence of refusal and punitive deterrence, which the United States and Australia can strengthen by implementing a strategy of cyber deterrence. But it also faces challenges. The inherent characteristics of cyberspace affect the effective implementation of the deterrence strategy. The implementation of the cyber-deterrence strategy may lead to a cyber-arms race, which is even more detrimental to the maintenance of cybersecurity. The final way to realize network security is to strengthen the cooperation and realize the common security in the secure cyberspace, instead of establishing the network alliance aimed at the third party under the guidance of the Cold War mentality.
