【摘要】：當(dāng)前,隨著計算機(jī)技術(shù)以及網(wǎng)絡(luò)通訊技術(shù)不斷的向前發(fā)展,網(wǎng)絡(luò)也越來越改變著人們的生活,對于政府機(jī)關(guān)的業(yè)務(wù)處理也是如此。很多政府部門都有了自己的管理信息系統(tǒng),用來完成部門的業(yè)務(wù)處理,但是各自為政,沒有一個統(tǒng)一的平臺來發(fā)布或者接收信息,公眾在辦理與政府相關(guān)事務(wù)的時候,很不方便。因此開發(fā)一個基于網(wǎng)絡(luò)的信息平臺,政府各個部門利用它來發(fā)布本部門的政務(wù)信息,同時公眾也可以到這個平臺當(dāng)中獲取信息、下載事務(wù)表格以及獲取相關(guān)的業(yè)務(wù)信息。燈塔市現(xiàn)在還是一個縣級市,目前經(jīng)濟(jì)狀況還比不上那些一線、二線乃至三線城市,各個職能部門的業(yè)務(wù)管理能力還有很大的提高空間,信息化應(yīng)用水平也有待提高。目前對于政府部門的信息技術(shù)的建設(shè)重點就是如何選擇比較先進(jìn)的信息處理技術(shù)以及互聯(lián)網(wǎng)技術(shù),有效的提高政府職能部門的信息透明度,同時增強(qiáng)政府的辦公能力。這也是當(dāng)前政府各級管理人員以及開發(fā)人員首要考慮的問題。政務(wù)信息系統(tǒng)是將信息化手段與政府現(xiàn)代辦公的有效結(jié)合,也是政府職能部門為了適應(yīng)時代發(fā)展的需要的一種產(chǎn)物。一般的將政府政務(wù)信息系統(tǒng)理解為針對政府各級行政機(jī)構(gòu),選擇先進(jìn)的信息處理技術(shù)來進(jìn)行改造,借助計算機(jī)技術(shù)以及網(wǎng)絡(luò)技術(shù),來為廣大企業(yè)以及公眾個人提供優(yōu)質(zhì)服務(wù)。本系統(tǒng)選擇J2EE技術(shù)來進(jìn)行開發(fā),后臺數(shù)據(jù)庫選擇關(guān)系型數(shù)據(jù)庫SQL Server 2005來實現(xiàn)數(shù)據(jù)的存儲與管理,系統(tǒng)體系結(jié)構(gòu)選擇B/S結(jié)構(gòu),這樣既簡化了系統(tǒng)開發(fā)過程,有提供了便捷的操作方式。在所開發(fā)的政務(wù)信息系統(tǒng)當(dāng)中,主要包括了用戶信息管理、信息發(fā)布管理以及系統(tǒng)管理三大功能模塊,每一個功能模塊又包含了多種功能,用以實現(xiàn)管理員用戶、工作人員用戶以及普通用戶的不同業(yè)務(wù)操作。這個課題針對當(dāng)前燈塔市的政務(wù)信息現(xiàn)狀進(jìn)行分析,同時針對當(dāng)前比較流行的各種信息技術(shù)進(jìn)行研究,對當(dāng)前政務(wù)的政務(wù)信息管理以及用戶需求進(jìn)行分析,設(shè)計了系統(tǒng)各個業(yè)務(wù)功能以及數(shù)據(jù)庫,最后對政府政務(wù)信息系統(tǒng)進(jìn)行了編碼實現(xiàn)。本政務(wù)信息系統(tǒng)主要實現(xiàn)了以下幾個目標(biāo):1、利用這個政務(wù)信息系統(tǒng)來實現(xiàn)將政府工作狀態(tài)以及便民信息進(jìn)行發(fā)布,以便廣大群眾能夠及時了解各種利民信息,包括國家以及政府所發(fā)布的招投標(biāo)信息、政策以及法規(guī)信息,充分體現(xiàn)出當(dāng)前政府的工作透明度,提高政府的親民度。2、在系統(tǒng)當(dāng)中有效的利用網(wǎng)絡(luò)實現(xiàn)政府與公眾之間的信息交流與傳遞,公眾利用系統(tǒng)能夠了解動態(tài)信息,同時也可以將一些意見以及建議反饋給政府,同時還可以理用系統(tǒng)來下載一些申請表格等文件信息。3、利用政府政務(wù)信息系統(tǒng)有效實現(xiàn)政府各部門的業(yè)務(wù)工作集中統(tǒng)一管理,有效的提高系統(tǒng)內(nèi)的信息的即時性。經(jīng)過測試,所設(shè)計的政務(wù)信息系統(tǒng)基本達(dá)到了設(shè)計要求。
[Abstract]:At present, with the continuous development of computer technology and network communication technology, the network is changing people's lives more and more, and so is the business processing of government organs. Many government departments have their own management information systems. It is used to complete the business processing of the department, but it is done in its own way, without a unified platform to publish or receive information, the public is very inconvenient in handling the affairs related to the government. Therefore, to develop an information platform based on the network, Various government departments use it to release their own government information, while the public can also access this platform to obtain information, download transaction forms and obtain relevant business information. At present, the economic situation is not as good as that of those front-line, second-tier and even third-tier cities. There is still much room for improvement in the business management capabilities of various functional departments. The level of information application also needs to be improved. At present, the focus of the construction of information technology for government departments is how to select more advanced information processing technology and Internet technology, so as to effectively improve the information transparency of government functional departments. At the same time, to strengthen the government's office ability. This is also the most important consideration for the current government managers and developers at all levels. Government information system is an effective combination of information technology means and modern government office. It is also a product of government departments to meet the needs of the development of the times. In general, the government government information system is understood as the selection of advanced information processing technology to transform the administrative organs at all levels of the government. With the help of computer technology and network technology, this system chooses J2EE technology to develop, and backstage database select relational database SQL Server 2005 to realize data storage and management. The system architecture chooses the B / S structure, which not only simplifies the development process of the system, but also provides a convenient operation mode. In the government affairs information system developed, it mainly includes user information management. The information release management and the system management three function modules, each function module also has many kinds of functions, in order to realize the administrator user, Different business operations of staff users and ordinary users. This topic is based on the analysis of the current situation of government information in Denta, and at the same time studies various information technologies that are relatively popular at present. This paper analyzes the current government affairs information management and user requirements, and designs the various business functions and databases of the system. Finally, the government government information system is coded and implemented. The government affairs information system mainly realizes the following objectives: 1, using the government affairs information system to realize the release of government work status and convenience information. So that the broad masses can promptly understand all kinds of information that is beneficial to the people, including the information on bidding, policies and regulations issued by the state and the government, so as to fully reflect the transparency of the work of the current government. Improve the government's popularity. 2, effectively use the network in the system to realize the information exchange and transmission between the government and the public. The public can use the system to understand the dynamic information, at the same time, they can also feedback some opinions and suggestions to the government. At the same time, we can also use the system to download some file information, such as application forms. 3. Using the government government affairs information system, we can effectively realize the centralized and unified management of the business work of various government departments, and effectively improve the immediacy of the information in the system. After testing, The design of the government information system basically meets the design requirements.
