【摘要】：中國(guó)石油天然氣運(yùn)輸公司湖北分公司(簡(jiǎn)稱“中油湖北運(yùn)輸公司”)成立于2003年2月,是集成品油、天然氣、航空油料和石油化工產(chǎn)品運(yùn)輸配送為一體的專業(yè)化運(yùn)輸物流企業(yè)�，F(xiàn)有員工630人,車輛372臺(tái)。主要從湖北省13座油庫(kù)向公司所屬750余座加油站和湖北省內(nèi)的機(jī)場(chǎng)提供油品配送服務(wù)。中油湖北運(yùn)輸公司雖然承擔(dān)了大量的成品油配送工作,但配送路徑和配送量安排中存在的種種問題阻礙了企業(yè)利潤(rùn)增長(zhǎng)。因此,如何對(duì)成品油配送路徑和配送量進(jìn)行優(yōu)化,從而降低成本成為一個(gè)重要問題。論文的主要成果如下。針對(duì)中油湖北運(yùn)輸公司成品油配送路徑和配送量安排現(xiàn)狀進(jìn)行分析,找出存在的問題。中石油湖北運(yùn)輸公司的配送計(jì)劃安排均有人為手工操作,隨意性較大,導(dǎo)致的問題是,油庫(kù)對(duì)加油站配送量不合理造成的缺貨損失成本加大；車輛調(diào)度不合理導(dǎo)致運(yùn)輸成本加大；未充分考慮堵塞和限行造成時(shí)間延誤成本加大,通過對(duì)2013年的相關(guān)數(shù)據(jù)進(jìn)行采集和分析表明,這些問題給企業(yè)帶來(lái)了巨大的經(jīng)濟(jì)損失。針對(duì)中油湖北運(yùn)輸公司成品油配送路徑存在的問題,提煉出影響運(yùn)輸成本和路徑安排的要素,以總成本即從油庫(kù)到需求點(diǎn)的運(yùn)輸成本、斷油和油品不足導(dǎo)致的缺貨成本和未按規(guī)定時(shí)間送達(dá)導(dǎo)致的時(shí)間延誤成本之和最小為目標(biāo),建立配送路徑優(yōu)化模型,對(duì)中油湖北運(yùn)輸公司成品油配送路徑進(jìn)行優(yōu)化,求解并給出配送路徑和配送量。研究結(jié)果表明,論文建立的模型和給出的算法是有效的,優(yōu)化后的配送成本大大低于未優(yōu)化前的配送成本。
[Abstract]:Hubei Branch of China National Petroleum and Gas Transportation Company ("PetroChina Hubei Transportation Company") was established in February 2003. It is a specialized transportation logistics enterprise which integrates the transportation and distribution of refined oil, natural gas, aviation oil and petrochemical products. There are 630 employees and 372 vehicles. Mainly from 13 oil depots in Hubei Province to the company's 750 gas stations and airports in Hubei Province to provide oil distribution services. Although PetroChina Hubei Transportation Company undertakes a lot of finished oil distribution, the problems in distribution path and distribution volume arrangement hinder the profit growth of enterprises. Therefore, how to optimize the route and quantity of refined oil distribution to reduce the cost becomes an important problem. The main achievements of the paper are as follows. This paper analyzes the distribution route and distribution quantity of finished oil of PetroChina Hubei Transportation Company, and finds out the existing problems. The distribution plan of PetroChina Hubei Transportation Company is operated by hand, which is random. The problem is that the shortage loss cost caused by the unreasonable distribution quantity of oil depot to the gas station is increased. Unreasonable vehicle scheduling leads to the increase of transportation cost, which does not fully consider the delay cost caused by congestion and restrictions. Through the collection and analysis of the relevant data in 2013, it shows that these problems have brought huge economic losses to enterprises. In view of the problems existing in the distribution route of refined oil products of PetroChina Hubei Transportation Company, the factors that affect the transportation cost and route arrangement are refined, and the total cost is the transportation cost from the oil depot to the point of demand. The objective is to minimize the sum of the cost of shortage and the cost of delay due to the failure to deliver in accordance with the prescribed time. A distribution route optimization model is established to optimize the route of finished oil distribution of PetroChina Hubei Transportation Company. The route and quantity of distribution are solved and given. The results show that the proposed model and algorithm are effective, and the optimized distribution cost is much lower than that before optimization.
