【摘要】：在城鄉(xiāng)一體化的大環(huán)境下,中國(guó)的城鎮(zhèn)化率不斷提高,全國(guó)各地的新型農(nóng)村社區(qū)不斷涌現(xiàn)。天津自2005年啟動(dòng)示范小城鎮(zhèn)建設(shè)工程后,不斷涌現(xiàn)出華明鎮(zhèn)等一系列新型農(nóng)村社區(qū)的典范。天津市A區(qū)X鎮(zhèn)作為傳統(tǒng)的農(nóng)業(yè)大鎮(zhèn)也加入了改革的隊(duì)伍,納入了天津市第四批示范小城鎮(zhèn)建設(shè)規(guī)劃。陸續(xù)引進(jìn)的陸路港物流產(chǎn)業(yè)園、新開發(fā)的都市漁業(yè)產(chǎn)業(yè)園都為該鎮(zhèn)新型農(nóng)村社區(qū)建設(shè)注入了動(dòng)力,因此研究該地區(qū)新型農(nóng)村社區(qū)建設(shè)問題具有極強(qiáng)的現(xiàn)實(shí)意義,通過回顧國(guó)內(nèi)外相關(guān)研究,界定城鎮(zhèn)化、社區(qū)等概念,借助大量的該鎮(zhèn)數(shù)據(jù),根據(jù)X鎮(zhèn)新型農(nóng)村社區(qū)建設(shè)實(shí)際情況,運(yùn)用文獻(xiàn)檢索、案例分析、深度訪談、數(shù)據(jù)分析等方法分析該地新型農(nóng)村社區(qū)建設(shè)在社區(qū)管理、經(jīng)濟(jì)運(yùn)行、社區(qū)建設(shè)等方面都存在的問題,分析其原因,主要可以歸納為政府工作不到位,村干部能力不勝任,村民參與不積極等。根據(jù)這些問題提出打造服務(wù)型黨組織、抓好村干部隊(duì)伍建設(shè)、構(gòu)建獨(dú)立的集體經(jīng)濟(jì)組織,以此提高服務(wù)村民的能力;加快產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、加大規(guī)劃建設(shè)力度、提高政策制定能力來發(fā)揮政府作用;強(qiáng)化村民主體地位,通過提高村民待遇、強(qiáng)化村民參與、提升村民素質(zhì)來調(diào)動(dòng)村民參與的熱情;引入非盈利組織,構(gòu)建多方共建的局面等措施解決天津市A區(qū)X鎮(zhèn)新型農(nóng)村社區(qū)建設(shè)中存在的問題。
[Abstract]:Under the environment of urban-rural integration, the urbanization rate in China is increasing, and new rural communities are emerging all over the country. Since Tianjin started the demonstration town construction project in 2005, a series of new rural communities such as Huaming Town have been emerging. As a traditional agricultural town, X Town in A District of Tianjin also joined the reform team, which included the fourth batch of demonstration town construction plans in Tianjin. The land port logistics industry park and the newly developed city fishery industry park have all injected the power into the new rural community construction of the town. Therefore, it is of great practical significance to study the construction of the new rural community in this area. By reviewing the relevant research at home and abroad, defining the concepts of urbanization and community, with the help of a large number of data of the town, according to the actual situation of the construction of the new rural community in town X, using literature retrieval, case analysis, in-depth interviews, Data analysis and other methods are used to analyze the problems existing in community management, economic operation, community construction and so on in the new rural community construction in this area. The main reasons for this analysis are that the government work is not in place, the village cadres' ability is not competent, and so on. Villagers are not active in participation, etc. According to these problems, it is proposed to build a service-oriented party organization, to do a good job in building the contingent of village cadres, to build an independent collective economic organization, to improve the ability to serve the villagers, to speed up the adjustment of the industrial structure, to increase the intensity of planning and construction, Improve the ability of policy making to play the role of the government; strengthen the status of the main body of villagers, enhance the villagers' participation, enhance the quality of villagers to mobilize the enthusiasm of villagers to participate; introduce non-profit organizations, Construction of multi-party co-construction and other measures to solve the problems in the construction of new rural communities in X Town, A District of Tianjin.
