【摘要】：在社會(huì)改革轉(zhuǎn)型和信息化的雙重力量推動(dòng)下,我國(guó)物流產(chǎn)業(yè)迅猛發(fā)展,但在各行各業(yè)中突發(fā)性事件卻發(fā)生的日益頻繁,大量應(yīng)急需求在傳統(tǒng)物流運(yùn)作下是無(wú)法得到滿足的。因此,應(yīng)急物流作為應(yīng)急管理中非常重要的內(nèi)容應(yīng)運(yùn)而生,它將現(xiàn)代物流和應(yīng)急管理相結(jié)合,符合現(xiàn)代社會(huì)發(fā)展的趨勢(shì)。電力公司既是關(guān)系國(guó)民經(jīng)濟(jì)命脈和國(guó)家能源安全的國(guó)有重點(diǎn)骨干企業(yè),又是承擔(dān)重大社會(huì)責(zé)任的公用事業(yè)企業(yè),電力公司如何以最快的流程和最安全的方式來(lái)滿足這些應(yīng)急物流需求,縮短對(duì)突發(fā)事件的響應(yīng)時(shí)間,提高資源整合程度以及物資調(diào)配速度,引起了政府與全社會(huì)的高度重視。本論文首先應(yīng)用文獻(xiàn)檢索分析的方法,對(duì)國(guó)內(nèi)外應(yīng)急物流研究現(xiàn)狀進(jìn)行了系統(tǒng)研究,掌握了應(yīng)急物流研究的主要觀點(diǎn)和成果,提出了本文的研究思路。在此基礎(chǔ)上,對(duì)DH公司實(shí)際應(yīng)急物流系統(tǒng)運(yùn)行情況進(jìn)行實(shí)地調(diào)研,對(duì)該公司目前應(yīng)急物流系統(tǒng)需求、結(jié)構(gòu)與運(yùn)作流程做簡(jiǎn)要分析介紹,進(jìn)而運(yùn)用AHP——模糊綜合評(píng)價(jià)模型對(duì)公司應(yīng)急物流系統(tǒng)進(jìn)行評(píng)價(jià),得出應(yīng)急物流運(yùn)作系統(tǒng)和應(yīng)急物流指揮系統(tǒng)對(duì)應(yīng)急物流系統(tǒng)有著重要影響,同時(shí)應(yīng)急物流系統(tǒng)的薄弱環(huán)節(jié)在于應(yīng)急物流運(yùn)作系統(tǒng)和應(yīng)急物流指揮系統(tǒng)兩個(gè)模塊,主要有應(yīng)急物流預(yù)案、應(yīng)急信息平臺(tái)、應(yīng)急物資儲(chǔ)備管理、資源調(diào)度四方面不完善。最后提出了企業(yè)應(yīng)急物流系統(tǒng)優(yōu)化方案的重點(diǎn)在于應(yīng)急物流指揮系統(tǒng)和應(yīng)急物流運(yùn)作系統(tǒng)兩個(gè)方面,同時(shí)針對(duì)應(yīng)急物流指揮系統(tǒng)給出了應(yīng)急管理組織體系優(yōu)化措施,編制企業(yè)應(yīng)急物流運(yùn)作預(yù)案體系,基于運(yùn)作預(yù)案的響應(yīng)模型進(jìn)行設(shè)計(jì)并對(duì)應(yīng)急物流信息平臺(tái)進(jìn)行了優(yōu)化,針對(duì)應(yīng)急物流運(yùn)作系統(tǒng)建立了倉(cāng)儲(chǔ)管理方法,對(duì)應(yīng)急物資倉(cāng)儲(chǔ)信息系統(tǒng)進(jìn)行優(yōu)化方案并建立了相應(yīng)的調(diào)度方案優(yōu)化模型,對(duì)提升公司應(yīng)急物流系統(tǒng)高效有序運(yùn)轉(zhuǎn)具有一定的實(shí)踐指導(dǎo)價(jià)值。
[Abstract]:Driven by the dual forces of social reform transformation and information technology, the logistics industry of our country has developed rapidly, but sudden events have occurred more and more frequently in all walks of life, and a large number of emergency needs can not be satisfied under the traditional logistics operation. Therefore, emergency logistics as a very important content of emergency management emerged as the times require, it combines modern logistics and emergency management, which is in line with the trend of modern social development. Electric power companies are not only the key state-owned backbone enterprises related to the lifeblood of the national economy and the national energy security, but also the public utilities enterprises that bear great social responsibility. How to meet these emergency logistics needs with the fastest process and the safest way, how to shorten the response time to emergencies, to improve the integration of resources and the speed of material allocation, has aroused the great attention of the government and the whole society. In this paper, the research status of emergency logistics at home and abroad is systematically studied by using the method of literature retrieval analysis. The main viewpoints and achievements of the research on emergency logistics are grasped, and the research ideas of this paper are put forward. On this basis, the operational situation of DH Company's emergency logistics system is investigated, and the demand, structure and operation process of the emergency logistics system are briefly introduced. Then the AHP-fuzzy comprehensive evaluation model is used to evaluate the emergency logistics system of the company. It is concluded that the emergency logistics operation system and the emergency logistics command system have an important impact on the emergency logistics system. At the same time, the weak link of emergency logistics system lies in two modules: emergency logistics operation system and emergency logistics command system, mainly including emergency logistics preplan, emergency information platform, emergency material reserve management and resource scheduling. Finally, the optimization scheme of enterprise emergency logistics system is put forward, which focuses on the emergency logistics command system and emergency logistics operation system. At the same time, the optimization measures of emergency management organization system are given for the emergency logistics command system. The system of emergency logistics operation plan is worked out, based on the response model of operation plan, the emergency logistics information platform is optimized, and the warehouse management method is established for the emergency logistics operation system. The optimization scheme of emergency material warehousing information system and the corresponding scheduling scheme optimization model are established, which has certain practical guiding value for improving the efficient and orderly operation of the emergency logistics system of the company.
