遼寧省醫(yī)療廢棄物區(qū)域化處理逆向物流網(wǎng)絡(luò)研究

【摘要】:進(jìn)入21世紀(jì)以來,我國社會(huì)經(jīng)濟(jì)規(guī)模和水平都有了長足的發(fā)展,大量高新科學(xué)技術(shù)被廣泛運(yùn)用于生產(chǎn)生活領(lǐng)域,醫(yī)學(xué)技術(shù)和水平也因此有了較大的提高。在經(jīng)濟(jì)發(fā)展的同時(shí),各項(xiàng)社會(huì)事業(yè)投入也逐年增多,特別在醫(yī)療衛(wèi)生方面,各項(xiàng)指標(biāo)增長較大,各級(jí)醫(yī)療機(jī)構(gòu)數(shù)目、各類衛(wèi)生機(jī)構(gòu)床位張數(shù)等逐年遞增,與此同時(shí),農(nóng)村醫(yī)療衛(wèi)生條件也顯著改善,新的醫(yī)療設(shè)備和治療技術(shù)相繼應(yīng)用于疾病治療過程,每年新增的醫(yī)療廢棄物數(shù)量不斷上升,種類變化較大。遼寧省原有的醫(yī)療廢棄物處理逆向物流系統(tǒng)也需相應(yīng)改變,以全面覆蓋省內(nèi)新增醫(yī)療廢棄物,避免因處理不當(dāng)導(dǎo)致的醫(yī)療廢棄物流失,減少對(duì)當(dāng)?shù)鼐用窈筒∪松踩蜕眢w健康所造成的威脅。針對(duì)新形勢(shì)下的醫(yī)療廢棄物處理需求,論文對(duì)其處理流程和運(yùn)行機(jī)制做了研究,提出了了區(qū)域化處理逆向物流網(wǎng)絡(luò)拓?fù)浣Y(jié)構(gòu),在此基礎(chǔ)上論文對(duì)遼寧省醫(yī)療廢棄物區(qū)域化處理逆向物流網(wǎng)絡(luò)進(jìn)行優(yōu)化,對(duì)逆向物流理論做深入的分析,豐富和拓展了逆向物流理論的應(yīng)用領(lǐng)域和研究范圍。根據(jù)目前遼寧省醫(yī)療廢棄物處理現(xiàn)狀,論文深入分析了各市醫(yī)療廢棄物產(chǎn)量不同、地理位置分布情況等相關(guān)特點(diǎn),充分考慮了與其相關(guān)的約束和限制,建立了醫(yī)療廢棄物處置企業(yè)區(qū)域化布局整數(shù)規(guī)劃模型,運(yùn)用現(xiàn)代優(yōu)化方法和技術(shù),結(jié)合現(xiàn)代啟發(fā)式算法,設(shè)計(jì)了改進(jìn)的遺傳算法對(duì)模型進(jìn)行求解,最后通過實(shí)例求解驗(yàn)證了模型和算法的有效性。優(yōu)化后的區(qū)域化醫(yī)療廢棄物處理逆向物流網(wǎng)絡(luò)能有效的解決遼寧省醫(yī)療廢棄物處理問題,降低醫(yī)療廢棄物的處理成本,形成規(guī)模效應(yīng),提高處理能力和效率,避免資源浪費(fèi)。優(yōu)化后的醫(yī)療廢棄物區(qū)域化處理模式更有利于相關(guān)政府主管部門對(duì)其處理過程進(jìn)行監(jiān)管,也為相關(guān)政策法規(guī)制定提供參考和建議。
[Abstract]:Since the beginning of the 21st century, China's social and economic scale and level have developed rapidly, a large number of high-tech science and technology have been widely used in the field of production and life, the medical technology and level has also been greatly improved. At the same time of economic development, investment in various social undertakings has also increased year by year, especially in the field of medical and health care. The number of medical institutions at all levels and the number of beds in various health institutions have increased year by year, while at the same time, Medical and health conditions in rural areas have also been significantly improved, new medical equipment and treatment technology have been used in the disease treatment process, the amount of new medical waste is increasing every year, and the variety of medical waste is changing greatly. The original reverse logistics system for medical waste disposal in Liaoning Province also needs to be changed accordingly, in order to comprehensively cover the new medical waste in the province and avoid the loss of medical waste caused by improper treatment. Reduce threats to the lives and health of local residents and patients. In view of the medical waste disposal demand under the new situation, this paper studies its processing flow and operation mechanism, and puts forward the topological structure of the regionalized reverse logistics network. On the basis of this, the paper optimizes the reverse logistics network of medical waste regionalization in Liaoning Province, makes a deep analysis of reverse logistics theory, enriches and expands the application field and research scope of reverse logistics theory. According to the present situation of medical waste disposal in Liaoning Province, the paper deeply analyzes the characteristics of the different output and geographical distribution of medical waste in different cities, and fully considers the constraints and limitations related to it. An integer programming model for regional layout of medical waste disposal enterprises is established. Using modern optimization methods and techniques and combining with modern heuristic algorithm, an improved genetic algorithm is designed to solve the model. Finally, the validity of the model and the algorithm is verified by an example. Optimized regional medical waste treatment reverse logistics network can effectively solve the problem of medical waste treatment in Liaoning Province, reduce the cost of medical waste treatment, form scale effect, improve treatment capacity and efficiency, and avoid waste of resources. The optimized regionalization of medical waste treatment model is more conducive to the relevant government authorities to monitor its treatment process, but also for the relevant policies and regulations to provide reference and advice.
