【摘要】:葡萄產(chǎn)業(yè)作為第七師重點(diǎn)發(fā)展的一個(gè)新興產(chǎn)業(yè),雖然發(fā)展歷程短,存在著很多條件的束縛和制約,但富有年輕的朝氣和鮮活的生命力。2013年,第七師黨委提出以園藝為亮點(diǎn)的‘五位一體’農(nóng)業(yè)發(fā)展戰(zhàn)略,七師葡萄產(chǎn)業(yè)迅猛發(fā)展,總體呈現(xiàn)出栽培面積快速增加,產(chǎn)量穩(wěn)步提高,產(chǎn)業(yè)體系不斷健全,產(chǎn)業(yè)格局初步形成,產(chǎn)業(yè)現(xiàn)代化特征逐步體現(xiàn)等優(yōu)勢(shì)。但由于第七師葡萄產(chǎn)業(yè)發(fā)展起步較晚,尚處于初級(jí)階段,全師又存在著產(chǎn)業(yè)化市場(chǎng)活力不足,品牌建設(shè)滯后,缺少龍頭企業(yè),經(jīng)營(yíng)模式與利益聯(lián)結(jié)機(jī)制不健全,人才短缺,加工能力弱,社會(huì)化服務(wù)體系不健全,標(biāo)準(zhǔn)化生產(chǎn)程度低等諸多問題。為此,對(duì)第七師葡萄產(chǎn)業(yè)的發(fā)展進(jìn)行系統(tǒng)研究尤為必要。為了加快七師葡萄產(chǎn)業(yè)發(fā)展,壯大七師葡萄產(chǎn)業(yè),將其快速發(fā)展為全師支柱型產(chǎn)業(yè)之一,本人在系統(tǒng)考察國(guó)內(nèi)相關(guān)葡萄產(chǎn)業(yè)研究文獻(xiàn)的基礎(chǔ)上,借鑒農(nóng)業(yè)現(xiàn)代化理論和農(nóng)業(yè)產(chǎn)業(yè)化理論,采取理論研究與實(shí)地調(diào)研相結(jié)合的研究方法,對(duì)七師葡萄產(chǎn)業(yè)發(fā)展從現(xiàn)狀、問題、優(yōu)勢(shì)、劣勢(shì)、挑戰(zhàn)、威脅,產(chǎn)業(yè)發(fā)展管理模式及運(yùn)行機(jī)制等方面進(jìn)行了系統(tǒng)研究分析,認(rèn)為第七師葡萄產(chǎn)業(yè)的發(fā)展具有一定的歷史文化底蘊(yùn),也具備得天獨(dú)厚的氣候資源、水土資源,便利的交通區(qū)位條件和完善的物流體系,較高的組織化程度,行政推動(dòng)發(fā)展規(guī)?烨壹羞B片,葡萄產(chǎn)業(yè)的發(fā)展向優(yōu)勢(shì)區(qū)域轉(zhuǎn)移的大趨勢(shì)等優(yōu)勢(shì);但同時(shí)也存在著產(chǎn)業(yè)起步晚,產(chǎn)業(yè)體系不健全,交通線路長(zhǎng),運(yùn)輸不便,物流成本高,產(chǎn)業(yè)發(fā)展資金來源單一,投融資壓力大等劣勢(shì);面臨著農(nóng)業(yè)產(chǎn)業(yè)轉(zhuǎn)型,兵師黨委高度重視,葡萄銷售價(jià)格持續(xù)升高,市場(chǎng)需求量大,與其他農(nóng)作物相比,種植畝效益高等機(jī)遇;但同時(shí)也受到周邊地區(qū)產(chǎn)業(yè)發(fā)展面積大,自然風(fēng)險(xiǎn),病蟲害風(fēng)險(xiǎn),市場(chǎng)風(fēng)險(xiǎn)等威脅,優(yōu)勢(shì)與劣勢(shì),機(jī)遇與挑戰(zhàn)并存。為此,要發(fā)展?fàn)畲蟮谄邘熎咸旬a(chǎn)業(yè),需搞好產(chǎn)業(yè)發(fā)展頂層設(shè)計(jì),結(jié)合自身實(shí)際,借鑒周邊地區(qū)及國(guó)際國(guó)內(nèi)先進(jìn)經(jīng)驗(yàn),進(jìn)一步理順關(guān)系,完善葡萄產(chǎn)業(yè)體系建設(shè),發(fā)揮好現(xiàn)有龍頭企業(yè)的作用,積極培育和引進(jìn)龍頭企業(yè),延長(zhǎng)產(chǎn)業(yè)鏈,進(jìn)行產(chǎn)品深加工,提高產(chǎn)品附加值,借助地理優(yōu)勢(shì),發(fā)展綠色有有機(jī)葡萄產(chǎn)業(yè)和觀光葡萄產(chǎn)業(yè),合理布局品種,做大做強(qiáng)早提前,秋延后設(shè)施葡萄產(chǎn)業(yè)。
[Abstract]:The grape industry, as a new industry with the focus of the seventh division, has a short development history and many constraints, but it is full of youthful vitality and vitality. The Seventh Division Party Committee put forward a strategy of 'five in one' agricultural development with horticulture as the bright spot. The grape industry of the seventh division developed rapidly, showing a rapid increase in cultivation area, steady increase in yield, continuous improvement of the industrial system, and preliminary formation of the industrial pattern. The characteristics of industrial modernization gradually reflect the advantages. However, due to the late development of the grape industry in the seventh division, which is still in the primary stage, the whole division also has a lack of industrialization market vitality, a lag in brand construction, a lack of leading enterprises, a lack of sound management model and interest linkage mechanism, and a shortage of talents. Processing ability is weak, socialized service system is not perfect, standardized production level is low and so on many problems. Therefore, it is necessary to study the development of grape industry in the seventh division. In order to speed up the development of the grape industry in Qishi, strengthen the grape industry in Qishi, and rapidly develop it into one of the pillar industries of the whole division, I have made a systematic review of the relevant grape industry research literature in China. Referring to the theory of agricultural modernization and agricultural industrialization, and adopting the research method of combining theoretical research with field investigation, the paper analyzes the present situation, problems, advantages, disadvantages, challenges and threats to the development of grape industry in Qishi. The industrial development management model and operation mechanism are systematically studied and analyzed. It is concluded that the development of grape industry in the seventh division has certain historical and cultural details, as well as unique climatic resources and soil and water resources. The convenient transportation location condition and the perfect logistics system, the higher degree of organization, the quick and concentrated development scale of the administration, the big trend of the grape industry transferring to the superior region, etc., but at the same time, there are also some advantages such as the late start of the industry, The industrial system is not perfect, the transportation lines are long, the transportation is inconvenient, the logistics cost is high, the source of funds for industrial development is single, and the pressure of investment and financing is great. In the face of the transformation of the agricultural industry, the military division party committee attaches great importance to it, and the price of grape sales continues to rise. The market demand is large, compared with other crops, the benefit of planting mu is higher, but also by the surrounding areas of industrial development area, natural risk, pest risk, market risk and other threats, strengths and weaknesses, opportunities and challenges coexist. Therefore, in order to develop the grape industry of the Seventh Division of the State University, it is necessary to do a good job in the top-level design of industrial development, combine with one's own reality, draw lessons from the advanced experiences in the surrounding areas and at home and abroad, further straighten out the relationship and improve the construction of the grape industry system. Give full play to the role of the existing leading enterprises, actively cultivate and introduce leading enterprises, extend the industrial chain, conduct deep processing of products, improve the added value of products, and develop green organic grape industry and sightseeing grape industry with the help of geographical advantages. Reasonable distribution of varieties, bigger and stronger early in advance, autumn delayed facilities grape industry.
