基于HACCP管理體系的鮮活農(nóng)產(chǎn)品冷鏈物流質(zhì)量控制研究

【摘要】:隨著社會經(jīng)濟的快速發(fā)展,居民消費水平的不斷提高,消費者對鮮活農(nóng)產(chǎn)品的消費需求更是與日俱增,同時也對鮮活農(nóng)產(chǎn)品的產(chǎn)品質(zhì)量提出了更高的要求。但是,近些年相繼發(fā)生的食品安全事件,卻讓消費者擔憂鮮活農(nóng)產(chǎn)品質(zhì)量是否足夠安全。鮮活農(nóng)產(chǎn)品的質(zhì)量安全引起了政府的極大重視和社會輿論的強烈關(guān)注。鮮活農(nóng)產(chǎn)品的質(zhì)量安全包含很多方面,本文從鮮活農(nóng)產(chǎn)品冷鏈物流的角度來探討鮮活農(nóng)產(chǎn)品的質(zhì)量安全。本文研究了國內(nèi)外冷鏈物流行業(yè)發(fā)展現(xiàn)狀,從物流質(zhì)量、物流質(zhì)量控制以及HACCP管理體系三個方面敘述了國內(nèi)外的研究現(xiàn)狀。具體分析了冷鏈物流的內(nèi)涵、組成、特征以及所需的條件,闡述了質(zhì)量控制的概念、發(fā)展過程,研究了冷鏈物流質(zhì)量控制的內(nèi)容和控制特征。針對鮮活農(nóng)產(chǎn)品冷鏈物流過程中質(zhì)量損耗問題,根據(jù)鮮活農(nóng)產(chǎn)品的產(chǎn)品特殊性,從加工環(huán)節(jié)、儲存環(huán)節(jié)、運輸環(huán)節(jié)、消費環(huán)節(jié)四個方面,詳細分析了冷鏈物流過程中質(zhì)量問題的發(fā)生機理。對鮮活農(nóng)產(chǎn)品冷鏈物流質(zhì)量控制現(xiàn)狀問題進行了分析,運用質(zhì)量分析理論,以人員、方法、材料、設(shè)施設(shè)備、測量、環(huán)境為質(zhì)量控制要素進行細致研究。以HACCP(危害分析、關(guān)鍵點控制)管理體系為指導(dǎo)思想,按照HACCP管理體系的建立步驟,以鮮活農(nóng)產(chǎn)品冷鏈物流的全過程為監(jiān)控對象,以事前預(yù)防為主的核心原則,將鮮活農(nóng)產(chǎn)品冷鏈物流質(zhì)量控制體系分為事前、事中、事后三個環(huán)節(jié)。在事前環(huán)節(jié),建立HACCP管理工作小組,現(xiàn)場繪制作業(yè)流程圖,對整個作業(yè)流程的各個環(huán)節(jié)進行危害分析,運用關(guān)鍵點判斷樹法確定關(guān)鍵控制點,根據(jù)關(guān)鍵控制點制定相應(yīng)的預(yù)防措施,對預(yù)防措施進行分析整理合并,確定預(yù)防措施的權(quán)重,建立預(yù)防措施質(zhì)量屋。在事中環(huán)節(jié),對關(guān)鍵控制點設(shè)定關(guān)鍵限值和操作規(guī)范,確定監(jiān)控方法,制定運行過程的糾偏措施,最后形成HACCP計劃表。在事后環(huán)節(jié),建立驗證和記錄保持程序,對已建立的質(zhì)量控制體系進行效果反饋和評價,最終形成一套完整的鮮活農(nóng)產(chǎn)品冷鏈物流質(zhì)量控制體系。在建立質(zhì)量控制體系后,將三角模糊數(shù)層次分析法和模糊綜合評判法相結(jié)合,對鮮活農(nóng)產(chǎn)品冷鏈物流質(zhì)量控制進行模糊性分析,建立了以鮮活農(nóng)產(chǎn)品物流環(huán)境、設(shè)施設(shè)備、作業(yè)流程、員工素質(zhì)以及成本投入為特征的一級指標體系,將一級指標體系進行細化分解,形成二級指標體系,建立了評價農(nóng)產(chǎn)品冷鏈物流系統(tǒng)質(zhì)量控制體系的模型。結(jié)合算例分析,以某鮮活農(nóng)產(chǎn)品冷鏈物流企業(yè)為例,建立公司鮮活農(nóng)產(chǎn)品冷鏈物流質(zhì)量控制體系,并且對其進行了評價驗證,驗證了該質(zhì)量控制體系的有限性和科學(xué)性。
[Abstract]:With the rapid development of social economy and the continuous improvement of residents' consumption level, the consumer's consumption demand for fresh agricultural products is increasing day by day, at the same time, the quality of fresh agricultural products has been put forward higher requirements. However, food safety incidents in recent years have caused consumers to worry about the quality of fresh agricultural products. The quality and safety of fresh agricultural products have attracted great attention of the government and public opinion. The quality and safety of fresh agricultural products include many aspects. This paper discusses the quality and safety of fresh agricultural products from the point of view of cold chain logistics of fresh agricultural products. This paper studies the development of cold chain logistics industry at home and abroad, and describes the current research situation from three aspects of logistics quality, logistics quality control and HACCP management system. This paper analyzes the connotation, composition, characteristics and necessary conditions of cold chain logistics, expounds the concept and development process of quality control, and studies the content and control characteristics of quality control of cold chain logistics. In view of the problem of quality loss in the process of cold chain logistics of fresh agricultural products, according to the particularity of fresh agricultural products, there are four aspects: processing link, storage link, transportation link and consumption link. The mechanism of quality problems in cold chain logistics is analyzed in detail. The current situation of quality control of cold chain logistics for fresh agricultural products is analyzed. The quality analysis theory is used to study the quality control factors with personnel, methods, materials, facilities, measurement and environment as the key factors of quality control. Taking the management system of HACP (Hazard Analysis, key Point Control) as the guiding ideology, according to the steps of establishing the management system of HACCP, taking the whole process of the cold chain logistics of fresh agricultural products as the monitoring object and the core principle of prevention in advance, The quality control system of cold chain logistics for fresh agricultural products is divided into three links: beforehand, in the event and afterwards. In advance, the working group of HACCP management is set up, the flow chart of work is drawn on the spot, the hazard analysis of each link of the whole operation flow is carried out, and the key point judgment tree method is used to determine the key control point. According to the key control points, the corresponding preventive measures are formulated, the preventive measures are analyzed and combined, the weight of the preventive measures is determined, and the quality house of the preventive measures is established. In the process, the key limit value and operation criterion are set up, the monitoring method is determined, the deviation correction measures in the operation process are worked out, and finally the HACCP schedule is formed. In hindsight, the verification and record keeping procedures are established, and the effect feedback and evaluation of the established quality control system are carried out. Finally, a set of complete quality control system for cold chain logistics of fresh and live agricultural products is formed. After establishing the quality control system, combining the triangular fuzzy analytic hierarchy process with the fuzzy comprehensive evaluation method, the quality control of the cold chain logistics of fresh agricultural products is analyzed, and the logistics environment and facilities for fresh agricultural products are established. The first level index system, which is characterized by work flow, staff quality and cost input, is refined and decomposed to form a secondary index system, and a model for evaluating the quality control system of cold chain logistics system for agricultural products is established. Taking a fresh agricultural product cold chain logistics enterprise as an example, the quality control system of cold chain logistics for fresh agricultural products is established, and the quality control system is evaluated and verified, which proves that the quality control system is limited and scientific.
