東海海區(qū)航海保障信息服務(wù)平臺(tái)的研究

【摘要】:近年來,隨著全球經(jīng)濟(jì)的快速增長(zhǎng)和經(jīng)濟(jì)一體化進(jìn)程的加速,海洋運(yùn)輸以其運(yùn)量大、通貨能力強(qiáng)和運(yùn)價(jià)低廉的優(yōu)勢(shì),在大宗貨物的運(yùn)輸中占居主導(dǎo)地位。為應(yīng)對(duì)高速增長(zhǎng)的貿(mào)易需求,船舶也向著大型化與高速化的方向發(fā)展。同時(shí),日益增長(zhǎng)的船舶通航密度和復(fù)雜的水域環(huán)境毫無疑問給海上航行安全和防范船舶污染海洋等帶來了巨大挑戰(zhàn),對(duì)與之配套的航海保障體系提出了更高的要求。為了迎接這些挑戰(zhàn),世界各國(guó)正積極探索各種高新技術(shù),希望通過技術(shù)創(chuàng)新實(shí)現(xiàn)本國(guó)海事管理服務(wù)和監(jiān)管能力的提升、確保海洋運(yùn)輸?shù)陌踩、保護(hù)生態(tài)環(huán)境。我國(guó)為了推動(dòng)和提高航航海保障管理工作規(guī)范化、信息化、數(shù)字化,也相應(yīng)推出了各類航海保障管理的信息化應(yīng)用系統(tǒng)。本文以東海海區(qū)為研究對(duì)象,根據(jù)航海保障業(yè)務(wù)特點(diǎn)和工作性質(zhì),依托航測(cè)質(zhì)量管理體系,深入分析業(yè)務(wù)實(shí)際需求及應(yīng)用,綜合考慮業(yè)務(wù)流程,按照國(guó)際海事組織(IMO)自愿審核機(jī)制質(zhì)量體系標(biāo)準(zhǔn)、國(guó)際航標(biāo)協(xié)會(huì)(IALA)的要求,在已建立的“航標(biāo)綜合信息管理與服務(wù)平臺(tái)”基礎(chǔ)之上,研究航海保障信息化管理與綜合服務(wù)一體化技術(shù),構(gòu)建東海海區(qū)航海保障信息服務(wù)平臺(tái)。本平臺(tái)完成三大領(lǐng)域的建設(shè)工作,即海上航標(biāo)遠(yuǎn)程監(jiān)控、內(nèi)部業(yè)務(wù)管理(信息綜合管理)和對(duì)外服務(wù)。其中海上航標(biāo)遠(yuǎn)程監(jiān)控由航標(biāo)遙測(cè)和遙控系統(tǒng)、航標(biāo)視頻巡檢系統(tǒng)和移動(dòng)航標(biāo)巡檢系統(tǒng)、航標(biāo)數(shù)據(jù)采集系統(tǒng)和Web航標(biāo)監(jiān)測(cè)系統(tǒng)等組成,海上航標(biāo)遠(yuǎn)程監(jiān)控實(shí)際上是進(jìn)行數(shù)據(jù)的采集,數(shù)據(jù)的管理和存儲(chǔ)則需要建立內(nèi)部業(yè)務(wù)管理系統(tǒng),這個(gè)管理系統(tǒng)由多個(gè)子系統(tǒng)組成,包括:航標(biāo)基礎(chǔ)數(shù)據(jù)管理系統(tǒng)、航標(biāo)業(yè)務(wù)運(yùn)行管理系統(tǒng)、項(xiàng)目管理系統(tǒng)、平臺(tái)基礎(chǔ)數(shù)據(jù)維護(hù)系統(tǒng)等;對(duì)外服務(wù)主要指的是助航信息發(fā)布平臺(tái)、網(wǎng)上業(yè)務(wù)辦理平臺(tái)、航標(biāo)處門戶網(wǎng)站。相對(duì)于傳統(tǒng)航標(biāo)綜合信息管理與服務(wù)平臺(tái),該平臺(tái)提高了信息采集的準(zhǔn)確性,有效提升了應(yīng)急反應(yīng)能力,提高了信息處理的能力,有效降低了航標(biāo)生產(chǎn)維護(hù)成本,提升了船、貨、港口周轉(zhuǎn)和流通速度,減少了投資和物流成本,有效提高了港口安全性,保護(hù)了海洋環(huán)境。
[Abstract]:In recent years, with the rapid growth of the global economy and the acceleration of the process of economic integration, ocean transportation has played a leading role in the transportation of bulk goods because of its advantages of large volume, strong currency and low freight. In order to cope with the rapid growth of trade demand, ships are also developing towards the direction of large-scale and high-speed. At the same time, the increasing ship navigation density and complex water environment undoubtedly bring great challenges to the safety of navigation and the prevention of marine pollution, and put forward higher requirements for the corresponding maritime security system. In order to meet these challenges, countries all over the world are actively exploring various high and new technologies, hoping to improve their maritime management services and regulatory capabilities through technological innovation, to ensure the safety of marine transportation and to protect the ecological environment. In order to promote and improve the standardization, information and digitization of navigation support management, China has also put forward various information application systems of navigation support management. This paper takes the East China Sea area as the research object, according to the characteristics and working properties of maritime security business, relying on the quality management system of aviation survey, deeply analyzes the actual business needs and applications, and considers the business process comprehensively. In accordance with the International Maritime Organization (IMO) voluntary audit mechanism quality system standard and the requirements of the International Navigation Aids Association (IALAA), and on the basis of the established Integrated Information Management and Service platform for Navigation Aids, This paper studies the integration technology of navigation support information management and integrated service, and constructs the navigation support information service platform in the East China Sea. The platform completes the construction of three major areas, namely, remote monitoring of maritime navigation aids, internal business management (integrated information management) and external services. Among them, the remote monitoring of maritime navigation aids consists of the navigation mark telemetry and remote control system, the navigation aids video patrol system, the mobile navigation mark patrol system, the navigation mark data acquisition system and the Web navigation mark monitoring system, etc. In fact, the remote monitoring of maritime navigation aids is to collect data, and the management and storage of data need to establish an internal business management system, which is composed of several subsystems, including: the basic data management system of navigation aids. Operation management system, project management system, platform basic data maintenance system, etc. External service mainly refers to the navigation information publishing platform, the online business processing platform, the navigation aids department portal website and so on. Compared with the traditional integrated information management and service platform for navigation aids, the platform improves the accuracy of information collection, effectively improves the ability of emergency response, improves the ability of information processing, effectively reduces the cost of production and maintenance of navigation aids, and promotes the ship. Cargo, port turnover and circulation speed, reduce investment and logistics costs, effectively improve port security, protect the marine environment.
