【摘要】：隨著經(jīng)濟(jì)的發(fā)展,人類活動(dòng)對(duì)環(huán)境產(chǎn)生了越來(lái)越多的污染。上個(gè)世紀(jì)70年代,在聯(lián)合國(guó)環(huán)境與發(fā)展大會(huì)上,可持續(xù)發(fā)展理念(Sustainable Development Theory)在國(guó)際上達(dá)成的一種共識(shí)。1991年,由世界自然保護(hù)同盟、聯(lián)合國(guó)環(huán)境規(guī)劃署和世界野生生物基金會(huì)共同發(fā)表了《保護(hù)地球——可持續(xù)生存戰(zhàn)略》,再次掀起可持續(xù)發(fā)展的新高度。此后,各個(gè)國(guó)家先后響應(yīng)調(diào)整物流戰(zhàn)略,引入環(huán)境保護(hù)概念,并將可持續(xù)發(fā)展理念、逆向物流等概念融合,提出了“綠色供應(yīng)鏈”的概念。進(jìn)入21世紀(jì)以來(lái),隨著人類對(duì)環(huán)境保護(hù)越來(lái)越重視,綠色供應(yīng)鏈也逐漸成為了企業(yè)實(shí)現(xiàn)環(huán)境保護(hù)、履行社會(huì)責(zé)任的外在體現(xiàn)。隨著人民生活水平的提高,食品安全問題也達(dá)到前所未有的重視。在農(nóng)產(chǎn)品從生產(chǎn)、銷售、加工、包裝到最終的消費(fèi),不斷產(chǎn)生的環(huán)境污染等問題也逐漸受到人們重視。農(nóng)產(chǎn)品綠色供應(yīng)鏈就是從農(nóng)產(chǎn)品源頭到農(nóng)產(chǎn)品消費(fèi)的整個(gè)過程中,快速反應(yīng)、信息共享、高效運(yùn)作,以實(shí)現(xiàn)“綠色”目標(biāo)。天津市已先后被國(guó)家有關(guān)部委批準(zhǔn)為國(guó)家循環(huán)經(jīng)濟(jì)示范試點(diǎn)城市、國(guó)家低碳試點(diǎn)城市、碳排放權(quán)交易試點(diǎn)城市等。在天津市《關(guān)于綠色供應(yīng)鏈實(shí)施方案》等文件中,對(duì)于綠色供應(yīng)鏈明確提出:建立綠色供應(yīng)鏈評(píng)估評(píng)級(jí)體系。本文建立的綠色供應(yīng)鏈評(píng)價(jià)體系可以成為政府的決策參考之一,具有非常重要的實(shí)際意義。本文主要介紹了綠色供應(yīng)鏈的概念,并分析了綠色供應(yīng)鏈的績(jī)效評(píng)價(jià)方法;以天津市農(nóng)產(chǎn)品供應(yīng)鏈為研究對(duì)象,從農(nóng)業(yè)發(fā)展的基本情況、農(nóng)業(yè)結(jié)構(gòu)和農(nóng)業(yè)標(biāo)準(zhǔn)化方面介紹了天津市農(nóng)業(yè)概況,詳細(xì)論述了天津市農(nóng)產(chǎn)品綠色供應(yīng)鏈發(fā)展情況,并分析天津市農(nóng)產(chǎn)品綠色供應(yīng)鏈存在的主要問題,包括農(nóng)產(chǎn)品綠色供應(yīng)鏈實(shí)施的標(biāo)準(zhǔn)尚不統(tǒng)一、農(nóng)產(chǎn)品綠色供應(yīng)鏈信息化程度較低、供應(yīng)鏈協(xié)同性不夠、農(nóng)產(chǎn)品綠色供應(yīng)鏈實(shí)施的人才缺乏等。通過對(duì)平衡積分卡、層次分析法等分析,加入環(huán)境因素“綠色度”維度形成綠色平衡積分卡。在系統(tǒng)性原則、可操作性原則、量化原則、靜態(tài)和動(dòng)態(tài)相結(jié)合原則以及簡(jiǎn)約型原則的指導(dǎo)下,建立了天津市綠色供應(yīng)鏈績(jī)效評(píng)價(jià)體系。其中,“綠色度”維度通過污染指數(shù)、能源指數(shù)、廢棄物指數(shù)、資源指數(shù)和環(huán)境意識(shí)指數(shù)進(jìn)行量化。通過所建立的綠色農(nóng)產(chǎn)品供應(yīng)鏈績(jī)效評(píng)價(jià)體系,對(duì)綠色供應(yīng)鏈績(jī)效評(píng)價(jià)進(jìn)行算例分析。利用層次分析法,最終確定評(píng)價(jià)體系指標(biāo)權(quán)重,并確定供應(yīng)鏈績(jī)效評(píng)價(jià)水平;利用線性逼近法和“標(biāo)桿法”,提出了優(yōu)化供應(yīng)鏈績(jī)效的方法和途徑;針對(duì)績(jī)效評(píng)價(jià)過程中的指標(biāo)分析,提出了天津市農(nóng)產(chǎn)品綠色供應(yīng)鏈的發(fā)展建議,具有一定的推廣意義。
[Abstract]:With the development of economy, human activities produce more and more pollution to the environment.In the 1970s, at the United Nations Conference on Environment and Development, the idea of sustainable development, Sustainable Development Theory, reached an international consensus.The United Nations Environment Programme (UNEP) and the World Wildlife Fund (WWF) jointly published "protecting the Earth-Sustainable Survival Strategy", which once again set off a new height of sustainable development.Since then, each country has responded to adjust the logistics strategy, introduced the concept of environmental protection, and put forward the concept of "green supply chain" by combining the concept of sustainable development and reverse logistics.Since the 21st century, with more and more attention to environmental protection, green supply chain has gradually become the external embodiment of enterprises to realize environmental protection and fulfill social responsibility.With the improvement of people's living standard, food safety has reached unprecedented attention.In the agricultural products from production, marketing, processing, packaging to the final consumption, environmental pollution and other issues have been gradually paid attention to.The green supply chain of agricultural products is the whole process from the source of agricultural products to the consumption of agricultural products. In order to achieve the goal of "green", the green supply chain is a rapid response, information sharing and efficient operation.Tianjin has been approved by the relevant ministries and commissions as the national pilot city of circular economy, the national pilot city of low-carbon, the pilot city of carbon emissions trading, and so on.In the documents of "implementation Scheme of Green supply chain" in Tianjin, it is clearly put forward to establish the evaluation and rating system of Green supply chain for Green supply chain.The evaluation system of green supply chain established in this paper can become one of the government's decision-making references and has very important practical significance.This paper mainly introduces the concept of green supply chain, and analyzes the performance evaluation method of green supply chain, taking Tianjin agricultural product supply chain as the research object, from the basic situation of agricultural development,In the aspects of agricultural structure and agricultural standardization, this paper introduces the general situation of agriculture in Tianjin, discusses in detail the development of the green supply chain of agricultural products in Tianjin, and analyzes the main problems existing in the green supply chain of agricultural products in Tianjin.The implementation standards of green supply chain of agricultural products are not uniform, the level of informatization of green supply chain of agricultural products is low, the coordination of supply chain is not enough, and the talent of green supply chain of agricultural products is short.By analyzing the balance integral card and the analytic hierarchy process, the green balance integral card is formed by adding the environmental factor "green degree" dimension.Under the guidance of systematic principle, maneuverability principle, quantification principle, static and dynamic combination principle and minimalist principle, the performance evaluation system of Tianjin green supply chain is established.The "green degree" dimension is quantified by pollution index, energy index, waste index, resource index and environmental awareness index.Through the green agricultural product supply chain performance evaluation system, the green supply chain performance evaluation is analyzed.Using AHP, the index weight of evaluation system is determined and the evaluation level of supply chain performance is determined, and the methods and approaches of optimizing supply chain performance are put forward by using linear approximation method and benchmarking method.Based on the analysis of indicators in the process of performance evaluation, the paper puts forward some suggestions for the development of Tianjin's green supply chain of agricultural products, which has certain popularization significance.
