【摘要】：HT石化公司隸屬于中國石油天然氣股份有限公司,是內(nèi)蒙古自治區(qū)境內(nèi)唯一的煉油企業(yè)。加工的原油來至于長慶油田、二連油田和蒙古國；產(chǎn)品主要滿足內(nèi)蒙古中部、河北北部、山西北部市場需要。近年來由于煉油能力“大躍進(jìn)”提高,成品油市場增長相對緩慢,使得原油量不足與成品油量過剩成為煉油企業(yè)的突出問題。HT石化公司500萬噸/年改造項目自2012年10月投產(chǎn)以來,受原油庫存偏低、成品油庫存高的制約,裝置加工量一直處于80%以下的低負(fù)荷運(yùn)行狀態(tài)。HT石化公司油品儲運(yùn)系統(tǒng)承擔(dān)著原油入廠、成品油出廠、油品調(diào)合、油品儲存運(yùn)輸、裝置原料供給等任務(wù)。因此依據(jù)物流、儲運(yùn)相關(guān)理論,如何對油品儲運(yùn)系統(tǒng)管理過程中的各環(huán)節(jié)進(jìn)行合理有效的控制,是HT石化公司解決裝置低負(fù)荷運(yùn)行的重要任務(wù)之一。本文就HT石化公司油品儲運(yùn)系統(tǒng)管理過程中存在的問題展開針對性研究。在介紹HT石化公司油品儲運(yùn)系統(tǒng)現(xiàn)行管理模式的基礎(chǔ)上,重點(diǎn)闡述了原油入廠、成品油出廠、油品調(diào)合、火車運(yùn)輸?shù)拳h(huán)節(jié)中存在的問題及其帶來的不利影響,從而得出存在問題的主要原因：實(shí)際管理與管理模式不符,組織、協(xié)調(diào)不力,獎罰機(jī)制不健全,設(shè)施運(yùn)行能力相對不足等等。最后,針對上述問題,提出了系統(tǒng)管理改善策略：加強(qiáng)管理,充分發(fā)揮現(xiàn)有設(shè)施使用價值；逐步形成真正系統(tǒng)管理營運(yùn)模式,培養(yǎng)主動、合理、均衡理念：完善管理制度,健全激勵機(jī)制：根據(jù)市場變化,充分發(fā)揮油品質(zhì)量優(yōu)勢；做好技措技改完善工作。提高油品儲運(yùn)系統(tǒng)管理水平,對于煉油企業(yè)的生存和發(fā)展意義重大。但是,運(yùn)用舊的管理形式來管理新形勢下的油品儲運(yùn)系統(tǒng)已顯得過時,必須有新的理念和理論知識來指導(dǎo)煉油企業(yè)的油品儲運(yùn)系統(tǒng)管理。這些管理方法運(yùn)用到煉化企業(yè)油品儲運(yùn)系統(tǒng)管理中是行之有效的。
[Abstract]:HT Petrochemical Company belongs to China National Petroleum Co., Ltd. is the only refining enterprise in Inner Mongolia Autonomous region.The processed crude oil comes from Changqing Oilfield, Erlian Oilfield and Mongolia; the products mainly meet the market needs of central Inner Mongolia, northern Hebei, and northern Shanxi.In recent years, due to the "Great Leap forward" in refining capacity, the growth of the refined oil market has been relatively slow.The shortage of crude oil and the overcapacity of refined oil have become a prominent problem in oil refining enterprises. Since the project of 5 million tons / year of HT Petrochemical Company was put into operation in October 2012, it has been restricted by the low crude oil stock and the high stock of refined oil.The oil product storage and transportation system of HT Petrochemical Company is responsible for the tasks of entering crude oil, exporting oil, blending oil, storing and transporting oil products, and supplying raw materials.Therefore, according to the theory of logistics, storage and transportation, how to control each link of oil storage and transportation system reasonably and effectively is the important Ren Wuzhi of HT Petrochemical Company to solve the low load operation of the plant.This paper focuses on the problems existing in the management of oil storage and transportation system in HT Petrochemical Company.On the basis of introducing the current management mode of oil product storage and transportation system in HT Petrochemical Company, the problems existing in the entry of crude oil, the exportation of refined oil, the blending of oil products, and the train transportation, etc., and their adverse effects are described.The main reasons for the problems are that the actual management is not in accordance with the management mode, the organization and coordination is not good, the reward and punishment mechanism is not perfect, the facility operation ability is relatively insufficient, and so on.Finally, aiming at the above problems, the paper puts forward the improvement strategies of system management: strengthening management, giving full play to the use value of existing facilities, gradually forming the real system management operation mode, cultivating the active, reasonable and balanced idea: perfecting the management system,Sound incentive mechanism: according to market changes, give full play to the advantages of oil quality; do technical measures to improve technical reform.Improving the management level of oil product storage and transportation system is of great significance to the survival and development of oil refining enterprises.However, it is out of date to use the old management form to manage the oil product storage and transportation system under the new situation, so it is necessary to have new ideas and theoretical knowledge to guide the oil product storage and transportation system management in oil refining enterprises.The application of these management methods to the management of oil storage and transportation system in refinery is effective.
