鐵路零散貨物快運(yùn)的集散組織運(yùn)作模式研究

【摘要】:隨著我國(guó)經(jīng)濟(jì)轉(zhuǎn)型、產(chǎn)業(yè)結(jié)構(gòu)升級(jí),鐵路在大宗市場(chǎng)的貨運(yùn)份額近年來(lái)一直屬于滑坡的趨勢(shì),而增幅不斷的零散貨物市場(chǎng)卻因鐵路常年的“冷落”而難以與公路、航空等運(yùn)輸方式競(jìng)爭(zhēng)。在此嚴(yán)峻的形勢(shì)下,鐵道部在執(zhí)行政企分開(kāi)后,中鐵總于2013年6月15日開(kāi)始進(jìn)行全面的貨運(yùn)改革,旨在推動(dòng)鐵路運(yùn)輸組織由計(jì)劃生產(chǎn)模式向市場(chǎng)導(dǎo)向模式轉(zhuǎn)變,促進(jìn)鐵路貨運(yùn)量由數(shù)量增長(zhǎng)型向價(jià)值增長(zhǎng)型轉(zhuǎn)變,并于2014年9月取消訂車(chē)環(huán)節(jié),開(kāi)行零散貨物快運(yùn)班列,大力推行門(mén)到門(mén)全程物流服務(wù)。本文正是在此背景下對(duì)鐵路零散貨物快運(yùn)的集散組織運(yùn)作模式進(jìn)行研究。重點(diǎn)內(nèi)容如下:(1)分析我國(guó)總體貨運(yùn)市場(chǎng),得出貨運(yùn)市場(chǎng)變化的趨勢(shì)及運(yùn)輸方式結(jié)構(gòu);分析鐵路貨物運(yùn)輸市場(chǎng)結(jié)構(gòu)并得出鐵路貨運(yùn)量逐年下降的原因;對(duì)零散貨物進(jìn)行界定,說(shuō)明其辦理方式及與之前零擔(dān)貨物的不同,從影響因素、需求特點(diǎn)及趨勢(shì)對(duì)鐵路零散貨物快運(yùn)進(jìn)行需求分析。(2)從鐵路零散貨物快運(yùn)的業(yè)務(wù)流程、快運(yùn)車(chē)站系統(tǒng)級(jí)運(yùn)營(yíng)計(jì)劃和運(yùn)輸生產(chǎn)對(duì)其運(yùn)輸體系作出了說(shuō)明。(3)利用交易成本理論及企業(yè)能力理論,類此企業(yè)邊界研究問(wèn)題,對(duì)鐵路零散貨物快運(yùn)的集散組織業(yè)務(wù)進(jìn)行業(yè)務(wù)邊界研究,提出了零散貨物快運(yùn)的集散組織物流業(yè)務(wù)為由路內(nèi)物流企業(yè)負(fù)責(zé)、基層站段自營(yíng)、與物流企業(yè)聯(lián)盟及業(yè)務(wù)外包4種基本運(yùn)作模式,并基于交易成本和企業(yè)能力對(duì)該4種運(yùn)作模式進(jìn)行適應(yīng)性分析。(4)將鐵路零散貨物的集散組織運(yùn)作模式問(wèn)題進(jìn)行界定為不確定性多屬性問(wèn)題,分析出該問(wèn)題的指標(biāo)(屬性),并利用集對(duì)分析的思想將屬性權(quán)重區(qū)間數(shù)及屬性值直覺(jué)模糊數(shù)利用聯(lián)系數(shù)來(lái)表示,建立綜合評(píng)價(jià)模型并利用決策步驟求解算例。
[Abstract]:With the economic transformation and the upgrading of the industrial structure, the freight share of railways in the bulk market has been declining in recent years, while the increasing scattered goods market has been difficult to cope with the highway because of the perennial "cold shoulder" of the railway. Aviation and other modes of transport compete. In this grim situation, after the Ministry of Railways has implemented the separation of government and enterprises, China Railway began to carry out a comprehensive freight transport reform in June 15th 2013. To promote the transformation of railway transport organizations from the planned production model to the market oriented mode, and to promote the transformation of rail freight volume from quantity growth to value growth. In September 2014, the train booking link was cancelled and the scattered freight express train was operated. It is under this background that this paper studies the operation mode of distribution organization of railway scattered goods express transportation. The main contents are as follows: 1) analyze the overall freight market in China. The changing trend and mode structure of freight market are obtained; the structure of railway freight transport market is analyzed and the reasons for the decrease of railway freight volume are obtained year by year; the scattered goods are defined, and their handling methods and differences from the previous cargoes are explained. According to the influence factors, demand characteristics and trends, the paper analyzes the demand of railway scattered goods express transportation. (2) from the business process of railway scattered goods express transportation, Express station system-level operation plan and transportation production explain its transportation system. (3) using the theory of transaction cost and the theory of enterprise capability, the paper makes use of this kind of enterprise boundary research problem. This paper studies the business boundary of the distribution organization business of railway scattered goods express transportation, and puts forward that the distribution and distribution organization logistics business of the scattered goods express transportation is the responsibility of the logistics enterprise in the road, and the grass-roots stations and sections are self-employed. Alliance with logistics enterprises and business outsourcing four basic operating modes, Based on transaction cost and enterprise capability, this paper analyzes the adaptability of these four operation modes. (4) defines the operation mode of distribution organization of railway scattered goods as an uncertain multi-attribute problem. The index (attribute) of the problem is analyzed, and the interval number of attribute weight and the intuitionistic fuzzy number of attribute value are expressed by using the idea of set pair analysis, and the comprehensive evaluation model is established and an example is solved by using decision steps.
